This text analyzes the impact of China's emergence on Latin America's trade relations with the United States. To this end, it examines the foreign trade of the six largest economies in the region: Mexico, Brazil, Argentina, Chile, Colombia, and Peru, in relation to the two powers mentioned above. It is argued that, although the growing trade relations with China may help to mitigate the historical dependence of Latin American countries on the U.S. economy, in the absence of a development strategy of their own, they tend to deepen a passive profile of international insertion based on the traditional comparative advantages offered by natural resources and/or cheap labor.

This paper studies the effect of transfers from the General Participations System (SGP) on Colombian municipal development indicators during 2003-2017. A Municipal Development Index is proposed, considering indicators of educational achievement, health coverage, and crime rates. This index is studied in the municipal context using spatial autocorrelation techniques. A panel-type econometric model was estimated to evaluate the effect of transfers on the index. The results suggest that increases in education, health, culture, and recreation transfers generate positive, differential effects on the index. Transfers to the health sector have the most significant impact on the index.

As defined in economic theory, artificial intelligence (AI) can be considered an industry. In this context, two simultaneous processes are observed: concurrence and cooperation. The current dispute between China and the United States for world leadership in AI should be placed against this background. Thus, the description in this paper of concrete policies and measures that the Chinese regime pursued to promote its AI industry and identify its strategy to increase its influence on the standardization processes in the emerging industry is extremely important.

We provide a checklist of tiger beetles (Cicindelidae) deposited in the collection of the Museum of Invertebrates G. B. Fairchild, University of Panama. Currently, in the collection are housed 16 genera and 100 species. Te collection includes paratypes of the following six species or subspecies: Cicindela oaxacensis Johnson, 1994, Cicindelidia aurora candelarensis (Johnson), Odontocheila tawahka Johnson, 1996, Tetracha panamensis (Johnson, 1991), Tetracha huberi (Johnson, 1991) and Tetracha nicaraguensis (Johnson, 1993). First records from Panama are the following fve species: Opilidia graphiptera (Dejean, 1831), Opilidia pilosipes (W. Horn, 1925), Cicindelidia roseiventris linearis (W. Horn, 1905), Cicindelidia papillosa (Chaudoir, 1854) and Tetracha angustata. Photographs of some paratype specimens are included and the diversity of cicindelids in Panama is discussed.

Este artículo analiza cómo ciertos derechos consagrados en la Constitución argentina pueden desempeñar un papel de apoyo a la implementación de la Soberanía Alimentaria en un espacio nacional. En primer lugar, el artículo describe los principales elementos de la Soberanía Alimentaria y la ambigua situación del derecho en el movimiento. Después de describir el sistema constitucional argentino, con especial referencia a los derechos sociales, el artículo vincula cada elemento principal de la Soberanía Alimentaria con uno o más derechos constitucionales que podrían servir como defensa contra las políticas perjudiciales para la Soberanía Alimentaria o como instrumento para promover o proteger la implementación de este nuevo sistema alimentario.

Para Aníbal Quijano, la idea de raza es el más eficaz instrumento de dominación social inventado en los últimos 500 años. Está en el origen de la formación tanto de América como del capitalismo y de la expansión colonial europea (Quijano, 2000).
