Resumen
This article analyzes how the offline content distribution system known as “the package” (el paquete), represents a breakup in the Cuban media system that affects entertainment consumption practices and symbolic production. The methodology combines an analytical model and a mathematical model for the analysis of the compendium's distribution network. The management of the package includes an efficient distribution network with an underlying hierarchical structure and important elements of self-organization, reproduces mercantile dynamics typical of the capitalist world and integrates the Cuban audience into the global flows of entertainment consumption. This analysis allows an approach to the consumption of entertainment in Cuba as a process of appropriation that takes place outside the institutional margins and from which an informal cultural industry is generated that results in a space of freedom - relative - in economic, symbolic and political terms.

Resumen
Through this article, the authors, as members of the HIAS Ecuador organization[1] and from their academic and professional experience, expose the main protection risks to which the population in a situation of human mobility is exposed in the context of the pandemic. of COVID -19, which began in 2020 and whose effects at the socioeconomic level have been experienced for more than two years. Along with this, the article shows response actions that have been proposed and based on them and tries to characterize other needs that are still not being implemented or where there are still several challenges to respond in terms of protection and well-being to families and people on the move. human.
For this, priority has been given, on the one hand, to the psychosocial impact of the pandemic on people in situations of human mobility and, on the other, the protection risks against gender-based violence and how it has increased under COVID-19. 19. Based on this analysis, the response actions are also presented on each of these axes. Finally, the article outlines some key conclusions and recommendations, which seek to contribute to reflection on the necessary actions for the protection and well-being of people in human mobility and refuge.

Resumen
The communication of scientific productions developed in universities has been consolidated as a significant dimension of the circulation of knowledge. Indeed, publication of articles in refereed scientific journals and activities of public communication of knowledge carried out by academics, have become more visible in current Latin American academic debates. This work focuses on such activities carried out by academics of the National University of San Juan, Argentina (UNSJ by its Spanish acronym) during the year 2019. The method’s structure relies on the instrumentation of a set of indicators of the "Cuyo Manual (Manual de Cuyo): Institutional Indicators of Knowledge Circulation", developed by the Center for Studies of the Circulation of Scientific Knowledge (CECIC by its Spanish acronym) and tested in a series of Argentine Universities. It is a social technology tool aimed at (re)learning the different multi-scalar interaction modalities of the knowledge produced in university institutions. Among its main sources of information, the following were addressed: international indexing bases of scientific articles, institutional reports of the UNSJ, institutional web portals of the Rector's office and its academic units. Regarding the most significant results, it can be pointed out that the circulation of scientific articles in mainstream or regional indexing bases assumes a differential weight according to the disciplinary backgrounds of their authors. For its part, the majority of the public actions of communication of knowledge carried out by such academics tends to be realized, most of the time, within the facilities of the university under study.

El artículo tiene como recorte temporal las transformaciones en el Estado nacional y el proceso de desregulación económica que tuvo lugar en Argentina durante los años noventa e inicio del nuevo milenio. Nos proponemos analizar a partir de la industria tabacalera argentina las formas en que los gobiernos nacionales articularon con los diferentes actores económicos y políticos la construcción de un consenso que sustente el proceso de reformas encarados esos años.Para ello indagaremos en la relación entre las administraciones nacionales de Carlos Menem y Fernando de la Rúa con las empresas tabacaleras extranjeras y los gobiernos de las provincias en donde la producción de tabaco es una de las principales actividades económicas. Estudiaremos los efectos que tuvo en la industria tabacalera el marco regulatorio general que dio forma a los cambios en la economía argentina así como también la legislación específica dirigida a este sector. Consideramos que tanto por su posición oligopólica como por el origen de sus capitales, las compañías tabacaleras pudieron ejercer influencia sobre los gobiernos nacionales para lograr ciertas medidas favorables que les permitió entre otros aspectos ampliar su base de negocios en un contexto en que no crecía el consumo de cigarrillos. En el caso de las provincias tabacaleras, la administración de los recursos del Fondo Especial del Tabaco fue la herramienta empleada por los gobiernos nacionales para negociar el apoyo político al proceso de reformas del Estado y la economía.

Resumen
This study includes the strategies of the main local companies in the period 2003-2018: Grupo Roemmers, Grupo Bago, Elea, Casasco, Baliarda and Raffo. It seeks to explain the process by which these corporations transformed the Argentine pharmaceutical industry, displacing multinational companies, and the limits that their development presents with respect to the Argentine health system. For this, it is evaluated in a novel way, on the one hand, how the changes in the sector worldwide conditioned the form of competition in Argentina. On the other hand, using a descriptive methodology and specific concepts of the subject, the most important strategies carried out by Argentine laboratories at the local and regional level are studied, examining their drug portfolios, commercial agreements, their productive structures, patents in the country, among other things.

Los y las autores/as enriquecen este estudio al incorporar abordajes regionales de sus dinámicas desde diferentes dimensiones de análisis, problematizando las tensiones provocadas por los vínculos estatales y las lógicas empresariales que han caracterizado a las cooperativas en distintas coyunturas.

Resumen
As a result of growing inequality, meager progress in reducing poverty and greater tensions in the exercise of democratic participation, since the end of the 20th century several governments with alternative discourses calling themselves "progressive" have arrived in Latin America. These governments have arrived with the support of social movements and alternative organizations. Many of them identified with the social and solidarity economy as a sphere of civil initiatives.
From a hypothetical-deductive method, the evolution of this type of economy in the countries under study, its agents and relationships in the markets is analyzed. From this analysis the identification of a substantive problem is derived: trying to commercialize under headings such as competitive ventures and efficient innovations the alternative initiatives of the social and solidarity economy.
With these elements, it is pointed out how the dichotomy between the promotion of neoliberal policies and progressive policies does not end up promoting a sustained development of the popular, social and solidarity economy as an alternative sector in the markets. Rethinking a new generation of public promotion policies requires a sectoral view of the social, popular and solidarity economy that fosters conditions for its recognition based on its specificities and its autonomous development.

Resumen
In Uruguay, as in other countries in the region, progressives governments promoted cooperatives to respond to different public problems. This paper analyzes the public policy of social inclusion through social cooperatives implemented by the MIDES of Uruguay in the period 2005-2019.
The methodology has a descriptive and explanatory character that is based on the cycle of public policies, understood as the process that goes from the emergence of the problem on the public agenda to its resolution. The Social Cooperatives Program of MIDES is analyzed trying to answer the following questions: i) how did the topic enter the agenda and how was it defined?, ii) how was the programming of the solution and what alternatives were handled?, iii) what characteristics did the implementation have?, and iv) what evaluation can be made based on the effects and impacts it produced in terms of the autonomy of the organizations and their participation in public policies? Different sources of information were used that complement and triangulate (secondary information, documentary files, interviews with qualified informants and analysis of the regulatory framework).
The analysis shows that the promotion of social cooperatives allowed its members to access protected jobs and have decent wages and social coverage. However, the quantitative impact of the program was marginal. Likewise, it is concluded that social cooperatives are used as a tool to achieve social inclusion. Public policy aims more at the creation of protected employment than at the development of a different economic form.
