In this paper a comparative analysis of the drama Polyphemus and pears of the elm, by Horacio Rega Molina, is developed with the classic sources of the myth of Polyphemus: the Homeric Odyssey, The Cyclops of Euripides, the Idyllsof Theocritus, the Virgilian Aeneid, the Metamorphosisof Ovid, and the Fable of Polyphemus and Galateaby Luis de Góngora y Argote. The Argentine author has made a rewriting of the myth through the fusion of the sources and has developed the action placing it in the Argentine plain in the first half of the 20th century. He has preserved the general characteristics of the central characters of the myth: Polyphemus, Odysseus / Ulysses, and Galatea, but he has described an evolution in them to show how in Argentina the races have been mixed to generate the typical Creole.

Chimera is one of the Federico García Lorca´s three brief dramatic Dialogues. Chimera, in classical mythology, is a hybrid monster, however, over time the word “chimera” acquires another, metaphorical meaning, that of the desire of the impossible, the illusion. The aim of this paper is to uncover how the play´s title is connected to its essence, as well as whether it refers to the mythological monster or the secondary, abstract meaning. Firstly, the monster´s characteristics that could be applied to the feminine element of the play are analysed, as well as the rest of the classical references featured throughout the dialogue. Then, the chimeras, in other words, the impossible, unreachable desires that distress the play´s entire family are examined. In that way, the chimeric figure´s and characteristics´ reception are studied in one of Lorca´s theatrical plays and what is intended to be established is a meaning of the word which includes both the mythological and the metaphorical sense.

In the Autonomous Community of Andalusia, the municipal popular consultations were covered by the Regulation 2/2001, from 3rd of May, about the regulation of Local Popular Consultations in Andalusia. In 2018, the regional legislator enacted the Regulation 7/2017, from 27th December, about Andalusian Citizen’s Participation, which introduces as its main update the establishment at regional and local levels, of various channels and processes of participation, among which are found the participatory consultations. Concretely, it is by the use of the figure of participatory consultations (“instrument of popular consultation” created by the Regulation) through which are regulated for first time the supramunicipal and inframunicipal consultations, and again there is an impact on the regime of those at the municipal level, which would count with a double regulation. These circumstances delimit the target of this work which focuses on the study of how the legal regime of local popular consultations in Andalusia is being shaped after the implementation of that regulation.

The way of provision of positions for career civil servants in the public service have two basic and general formulas for each and every Public Administration: the competition and free designation. However, the provisional affiliation has been gaining ground as a provisional form not only because it is a fundamental instrument in the use of the powers of organization of each Administration but also because it also has a guarantee content in the rights of the officials and protection in their administrative career We wanted to review the regulation of the provisional affiliation and repair its main characteristics to conclude that it is a form of provision with its own contours and fully established in our system.

The study compares local government systems in Canada and in Spain. The analysis focuses on five significant areas: tiers of local government; autonomy; democracy; governing bodies; and financing. Although initially one might think that local schemes in both countries are very distant, seen in more depth there are both clear differences (in the tiers of local government, the democratic arrangement and the governing bodies) as well as important similarities: in the levels of real autonomy of municipalities and as to the financial system.

This work study the current situation of the Autonomous Community of Castilla y León, with a situation of evident aging of its spreaded population in a large number of municipalities, which leads to an inescapable need for real and effective implementation of the necessary legal measures to prevent the population´s regression, which has been imposed since the fifties of the twentieth century.

This paper deals with Constitutional Court Judgment 151/2017 that annulled article 197.1.a) of the Organic Law of General Electoral Regime –promulgated as part of the agreements between all the parliamentary political forces to fight against party turncoat– by which the value of the vote of the unaffiliated councilors, who participate in the vote on municipal no-confidence vote, was eliminated. The constitutional role of political parties in the electoral system of closed and blocked lists and the political and constitutional fraud produced to the voter are studied through the analysis and discrepancy with the thesis of this Judgment. This study also explains the different restrictions in the regional laws on non-attached councilors and makes reform proposals.

The art. 37.16 of Organic Law 4/2015 on the Protection of Citizen Security (LOPSC), classifies the abandonment of domestic animals in conditions that could endanger their lives as an administrative offence. This paper shows the inadequate drafting of the precept (a copy of a repealed penal offence) and a reflection on what is or should be its protected legal asset. Finally, it is analysed the concurrent offences and the rules for coexistence between this precept of the LOPSC and other norms that punish the abandonment of domestic animals.

The duties which involve the exercise of authority are expressly reserved to career civil servants in the area of Local Administrations. The possibility that the said duties can be exercised by interim civil servants is not adequately outlined nor technically defined in the Spanish legal system, which causes important practical problems and great juridical uncertainty. The controversy on this issue has risen again in the past year following several judgements ruled on the nature of the functions performed by local police officers as `agents of authority´. This paper analyses the judgements which allow city Councils to appoint interim police officers.

The Autonomous Community of Extremadura is a Spanish region with a local level made up mostly of small municipalities; a nineteenth-century local structure that faces the problems caused by under-municipalism and depopulation. Faced with this situation, the regional government opted for a territorial strategy based on the promotion of the municipal associations called «Integral», a voluntary associative arrangement between municipalities for the provision of services. This article studies, on the one hand, the legal background behind this regional strategy and, on the other hand, the main gaps and weaknesses of this model at the institutional, administrative, human resources and financial spheres. In addition, it proposes the necessary revision of the regional strategy and offers a list of items for a urgent discussion.
