Resumen
The purpose of the research was to interpret institutional governance and its contribution to transparency in the health sector; This purpose has as specific guidelines: 1.- Review contextualized positions on institutional governance, and 2.- Identify governance strategies that strengthen transparency. Interpretative paradigm, hermeneutic phenomenological method; descriptive-interpretative design, in addition to the analysis strategy represented in the phases established by the grounded theory (Strauss and Corbin), carrying out a process of constant comparison, as well as a triangulation of the information collected (direct observation, documents and discourse of the interviewees), including the corresponding theoretical saturation. The unit under study is the IESS Hospital in Manta, province of Manabí. A greater process of understanding and interpretation of the narrative of the key informants and their corresponding association with the topics addressed has been achieved, such as: Governance and transparency in the health sector, with their respective association with the study unit. The research shows significant findings, including the fact that a new paradigm (governance) contributes to public institutions in their transparency processes, generating as a finding and as a product a good practice such as forming a multilevel, collaborative and interactive territorial governance network for health.

Resumen
The purpose of the research was to interpret the principle of citizen participation as an instrument of transparency in public procurement processes from a proposal of institutional governance, whose sample (unit of study) was specifically given E.P CNT, located in the Province of Manabí. It is shown with a phenomenological-interpretative approach, with a qualitative, descriptive methodological design, with a documentary review strategy based on the genesis of each theory reviewed; with a naturalistic intervention (field) by researchers, in addition to direct observation and in-depth interviews as ideal instruments for collecting information. The interview was applied to researchers of recognized trajectory, using the modality of in depth (semi structured), assuming in turn the proposal given by the Grounded Theory as an analysis strategy, initially conducted by the method of constant comparison and the triangulation of the information collected with the criteria of the researchers responsible for this work, whose complement is given with that of the hermeneutic method whose intention has been to understand, understand and interpret the context and the intervention of variables such as citizen participation and governance in public procurement processes in order to obtain greater transparency in the management of the CNT P.E; in the process of categorization, a central category called Transparent public procurement from good governance is born, this is shown as a good practice for public procurement processes in similar companies in a global context.

Resumen
The research aims to interpret citizen participation from a perspective of local governance, accompanied by the following guidelines: Identify the dogmas of citizen participation from a perspective of local public management; and analyze the principles of governance from the context of local governance. The research has a phenomenological and interpretative approach, with an inductive dimension and a documentary review strategy; The theoretical saturation of the topics discussed has occurred from the practice of the technique of constant comparison, adding the criteria of the researchers, as well as the ideas expressed by the key informants, resulting in a new praxis within the Public Administration, especially from the spaces of institutional governance. On the other hand, the research is of descriptive level in which the main attributes of the E.P. PORTOAGUAS, Portoviejo canton, Province of Manabí, are appreciated, in which its radius of influence within its environment is highlighted. The main analysis strategy has been the one proposed by the Grounded Theory (Strauss and Corbin), allowing to sustain the categorization process that gives rise to the aspects that are proposed as a good practice within the local public administration: 1.- New management model and good practices in citizen participation; 2.- Local governance for development, and 3.- Focused on transparency and access to information that generates public value; being all viable within the E.P. PORTOAGUAS.

Resumen
This research focuses on the management models of the sports institutions of the clubs that make up the FIFA world ranking for the first half of 2022; Its objective is to know the management models of the clubs where the main strategies used to achieve maximum development over time and remain as the best teams worldwide are identified. This study has a descriptive - exploratory type of research which focuses on a comparative analysis that allows a comparative study to be carried out and to determine if the teams are using the same techniques and are those that have the best results for local clubs to become icons based on the application of a correct management model. The results obtained were tables where the development of the clubs is reflected before and after the application of the management models where the enormous improvements achieved in terms of tournaments won and economic profits are reflected, as well as growth as clubs. Finally, it is concluded that an effective strategy is the implementation of a management model for each club which allows the activities of the clubs to be carried out clearly and the goals set can be achieved.

Resumen
The purpose of the research has been to interpret how the New Public Management represents an instrument that makes institutional governance viable; which is accompanied by the following guidelines: Identify the principles of the NGP in the context of Latin American public administration, analyze the context of governance from different conceptual positions, reflect on the advances of governance from the principles of the NGP. Its methodological design is configured from a phenomenological-interpretative perspective, with a qualitative approach, descriptive level and inductive dimension, documentary, field and non-experimental; the so-called grounded theory (Strauss and Corbin) has been the basis for the corresponding analysis of the information collected, especially for the narrative of the key informants -social actors- represented in prominent academics and researchers, who contributed, in addition to knowledge, research experience. On the other hand, the use of the hermeneutic method has allowed a better understanding and interpretation of the narrative and its associativity with the unit of study, its processes, and particularities; This, thanks to the implementation of the in-depth interview. The research, apart from showing substantive findings, also shows good managerial practice such as: NGP: Management model oriented to institutional governance, which can be institutionalized in the research study unit: IESS Hospital of the Manta County (Province of Manabí).

Resumen
This paper is developed with the objective of analyzing the excessive use of the precautionary measure of preventive detention by the judges of the penal units and its incidence in the overpopulation of the prison infrastructure of Ecuador. For this, a type of descriptive research with a qualitative approach is used, since it seeks to illustrate the reality of the excessive use of the precautionary measure of preventive detention within the Ecuadorian legal procedure in criminal matters, by the judges of the penal units of Ecuador, this through a bibliographic analysis – documentary of the legal principles that must be observed, as well as the legal basis. With this it was obtained as a result that the non-custodial precautionary measures correspond to the prohibition of being absent from the country, periodic presentation before the judge or designated authority, house arrest and the placement of the geolocation device, all these are established in the Organic Integral Penal Code, and their applicability although it depends on several factors within the trial process, The mechanism required to reduce prison overcrowding consists in the proper implementation of the principle of proportionality, with its three sub-principles, i.e. that the measure applied is suitable, necessary, and proportionate in the strict sense. This concludes that the principle of proportionality is the essential legal means for administrators of justice to reduce the imposition of pretrial detention and consequently reduce prison overcrowding.

Resumen
It is important and necessary to provide technical information that serves to describe the current urban ecosystem of a sector of the city. Based on this, the objective of this research was based on analyzing what is the implication in the planning of public green areas in the recreational activities of citizens specifically in the Febres Cordero parish in Guayaquil. A cross-sectional descriptive and correlational and non-experimental methodology was applied; with a sample made up of 119 homes in which a survey of heads of household was used as an instrument, in terms of the results, Cronbach's alpha validation and reliability tests were carried out with a value of 0.87, proving to be suitable for its application. , subsequently the respective tests were carried out on the variables through the chi-square test method to determine the level of relationship between them, giving as a result that the significance value is less than 0.05, that is, 0.001, therefore, it was rejected. the null hypothesis and the alternative hypothesis was accepted, that is, that the planning of green areas is significantly related to recreational activities.

Resumen
The main orientation of this article is to reflect on the contributions of the New Public Management to the success of an open government, accompanied by two guidelines that seek to sustain the purpose of the research, such as identifying the principles of the New Public Management that contribute to the open government discourse and interpreting the narrative on open government from an investigative position. Its methodological route is raised from a phenomenological perspective with a qualitative approach and inductive dimension, with a descriptive and documentary level, in addition to being a field and non-experimental research; as a data analysis strategy, the one proposed by the grounded theory (Strauss and Corbin) was used; from the interpretative phase, the hermeneutic method was applied to understand and understand the discourse of key informants, in this case being experienced researchers, who narrated their empirical and scientific experiences on the issues of open government and on the dogmas of the New Public Management, this thanks to the so-called in-depth interview. The research found among its substantive findings the possibility of a central category that includes all the substantive concepts of the research, being called this category: Open Government: A new paradigm of public management. This proposal of good practice allows the public institutions of the Province of Manabí to find principles of citizen participation and transparency focused from the perspective of institutional governance.

Resumen
The purpose of this article is to present the research results of the "Pedagogical-didactic proposal for the Colombian Agricultural Cooperative-Solidarity Sector (Scsacol) from the praxis of Complex Thinking articulated to the Colombian Solidarity Economy (ESC)"; a proposal that is part of the project "Participation and perspectives of the Colombian Agricultural Cooperative-Solidarity Sector (Scsacol) in the Colombian Solidarity Economy (ESC) and the national agricultural sector (2006-2019). The pedagogical-didactic proposal that will be presented to Scsacol's management team and this team will be asked to evaluate it, guide the corrections to be made and, once it is corrected and approved, proceed to its implementation in three phases systemically integrated to the strategies of the pedagogical-didactic device detailed in this article. The pedagogical-didactic proposals for this socioeconomic sector presented in this article came from the public, national and international cooperative-solidarity sectors, researchers, professors, teachers, directors of the educational and agricultural sectors, and from the Colombian and international peace-loving, civil society, which have contributed to strengthen cooperativism, solidarity and the integral development of the Colombian peasantry. In the elaboration of this proposal, the methodology of complex thinking was used because it was considered the most pertinent for the achievement of the proposed objectives. In the subsequent phases of presentation, approval and implementation of this proposal, this methodology will continue to be applied. Through the research of the project, including the proposal, hypothetically, it was perceived that it will be received with a critical-propositive character, mainly by the Scsacol community.

Resumen
Currently, graphoplastic techniques play an important role in the teaching-learning process, being a means to develop literacy and comprehensive stimulation of the infant, such as their creative and expressive imagination. The present study focuses on analyzing the Grapho-Plastic Techniques used by teachers, for the development of creativity in children of basic education; through descriptive research, under a qualitative, non-experimental approach. The results show that by applying the graphoplastic techniques, the children improved motor and visomotor skills, all of which is positive in the integral and satisfactory development of the infant. In conclusion, when developing a trunk applying graphoplastic techniques in children from 3 to 4 years of age, whose new didactic tools described in the research will allow educators to make their work more efficient, implementing techniques of cutting, tearing, wrinkling, folded, among others; that will allow an interaction at the moment given by the child, developing certain skills, abilities and reaching domain levels.
