With the arrival of Andrés Manuel López Obrador to the presidency of the republic, many Mexicans believed that public policies on development would change. But this was not the case. That was clear from his first public speeches as president of the republic, confirmed by the integration of his cabinet and the announcement of the mega-projects, those of previous governments and those of his own government. In all these acts, the "government of change" disregarded the rights of the indigenous peoples, which meant that a wide swath of their popular vote soon turned against him and now represents a brake on his attempts to continue the policies of dispossession. The way this has happened in his first year of government is described in this document.

Resumen
Currently, the need to comply with socio-environmental requirements no longer finds space in discussions on the willfulness of organizations, nor in the management of human and environmental rights aspects. The context requires joint actions and cooperation to address common problems. Not showing attention to that claim can have impacts that go beyond legal sanctions. So far, the socio-environmental responsibility has been regulated directly and/or indirectly, through various mechanisms and instruments thar are international, supranational and national. In this regard, this essay analyses the context and functionality of soft law technical tools, in order to determine their possible influence and scope on regulation and self-regulation, and, consequently, their contribution to the compliance with the corporate socio-environmental responsibility.
