Resumen
The problem of social housing during the process of decentralization that took place in the City of Tacna has endured a series of administrative difficulties in relation to various institutional factors as well as the appearance of new actors in the decentralization process of the year 2002. In the First Section we explain Social Housing Policies, followed by the development of the key concepts to finally present the results of the research based on a qualitative strategy, obtaining direct information from stakeholders. Thus, we argue that the problem of social housing has endured a series of administrative difficulties in relation to institutional factors from the process of decentralization and migration since the early years of the twenty-first century.

Resumen
Urban planning is in a process of change. The established structures for decision-making are questioned, new participatory processes are tested in the planning of public buildings and a new culture of planning is demanded. This is especially evident in different collective groups of urbanism and architecture, which were founded in recent decades and seek to transform and improve the urban space with the help of participatory procedures and in cooperation with the local population. The fact that this model of participatory processes can facilitate “a bottom-up city” will be illustrated in this article using the example of different activities in the city of Piura carried out by the collective FuturoPiura. In order to influence the population's concern about the improvement of the city and act with the intention of optimizing the quality of life of citizens, FuturoPiura has been carrying out different actions, such as collaborative analysis activities, participatory design workshops with citizenship, mapping, carrying out tactical interventions, recreational activities, strategies to promote local identity, awareness of public spaces and execution of parks with the involvement of the population.

Resumen
Although for decades the widespread use of the automobile as a means of transport in cities has been questioned, and today many cities focus on calming traffic with policies restricting the use of the car, and / or betting on more displacement modes. sustainable, which corresponds to the offer of spaces adapted to all modes of movement (motorized and non-motorized), in a clear correspondence with the movement patterns of its citizens. However, in the city of Lima it is still committed to motorized and private driving modes, despite the fact that the majority of its population travels by public transport. From this article it is intended to show how this "classic approach to urban mobility" is constituted as a factor of exclusion of the mobility system for various groups.

The coatings of clay in the precincts of pre-hispanic built with elements of stone, are atypical, and by their various characteristics present a problem in their conservation and intervention, from the procedure to run as the choice of the appropriate technique to perform the same. The execution of the work of Restoration and Conservation carried out to the fragments of clay located in the Enclosure Nº 01 of the Archaeological Set of Choquequirao – Sector Pinchaunuyoc, allows us to evaluate the techniques of Consolidation, Strappo, and Mounting made to retrieve mud plaster original, which show the constructive technique used in this enclosure of the archaeological site, and the importance of their intervention on the content of the historical and heritage value that represents. This is to establish processes for the conservation done to safeguard the cultural heritage sector Pinchaunuyoc, where we used this system of intervention that allowed the separation of three fragments of coating clay in a single piece, thereby enabling the execution of the restoration works and reconstruction of structural walls of the enclosure N° 01 to subsequently perform the work of consolidation and strappo of fragments of mud and the mount in its original location.

Resumen
: Este artículo presenta un estudio comparativo de los contextos y factores que llevaron al resurgir de propuestas de baja de la edad de imputabilidad penal de 18 a 16 años, en Uruguay y en Brasil en el período de 2012 a 2016. Se identifican posibles dinámicas regionales de criminalización de la pobreza y de la juventud tomando como variables de estudio: el aumento de las tasas de encarcelamiento de jóvenes, principalmente, adolescentes y el recrudecimiento penal a través de políticas y legislaciones más punitivas (avance punitivo). Se brinda mayor atención a los aspectos socio-históricos-culturales de esas dinámicas y a las relaciones que se establecen entre política y penalidad en un contexto de hegemonía neoliberal. La pregunta central es ¿por qué se realizan propuestas semejantes para contextos que, aparentemente, son diferentes? Así es que se propone identificar y comprender cómo ocurren esos procesos, las continuidades y discontinuidades con su pasado y comprobar que los mismos no se reducen exclusivamente a dinámicas internas de los “tejidos nacionales” sino que se deben, de cierto modo, a la propia historia y realidad regional. El marco temporal de esta tesis se ubica entre el 2012 y el 2016, tomando como referencia el fuerte (re) inicio del debate en Uruguay a través de la aprobación de realización de un plebiscito constitucional para bajar la edad de imputabilidad, y la re-abertura del proceso en Brasil en el 2015 con una propuesta similar (que sigue en discusión en el parlamento brasileño).

El Hábitat de los trabajadores rurales itinerantes en la Provincia de La Rioja, Argentina, Año: 2018

Resumen
En el trabajo de investigación se analizaron las tipologías de vivienda disponibles en plaza con el fin de servir como base teórica para futuros proyectos urbano arquitectónicos que respondan adecuadamente al clima de la provincia de La Rioja y al perfil sociocultural del trabajador rural itinerante, conocido como “trabajador golondrina”.
Se relevaron y analizaron los lugares que albergan temporariamente a los trabajadores golondrina, con el objetivo de reflejar la realidad habitacional en la que actualmente viven describiendo la complejidad del tema en cuestión con el fin de que sirva como base para propuestas superadoras e innovadoras, creativas y eficientes en futuros proyectos urbano arquitectónicos pensados para mejorar la calidad de vida de los trabajadores rurales en la provincia, fomentando a su vez, la interrelación con los vecinos de cada región; sin que esto interfiera en los intereses y justas ganancias de empresas y fincas.

Resumen
The advertising posters in urban sites can become a visual pollutant with varied effects on the environment and people. In this study, the perceived environmental effect of the population in the areas with the most dynamic advertising posters was described. The study is quali-quantitative, non-experimental, transectional and exploratory-descriptive. For the study, two sampling sites were defined on intersections of the main avenues of the capital that showed the greatest number of posters enabled in the 2014-2016 period. At each point, observation was made and the perception of settlers, bystanders, key and qualified informants was included. Some of the negative environmental effects mentioned above were cutting down trees for the placement of posters and affecting the image of the city of Asunción as a sustainable city. It is concluded that the presence of advertising posters can cause environmental damage in the urban environments where it is inserted
