Resumen
The new changing paradigm of the digital age offers to the public sector unique opportunities to innovate in the modernization of its management. The use of new technologies for data analysis offered by digitalization provides great potential to improve the design and implementation of innovative public programs and promotes new ways to evaluate them. Mexico is in an incipient process towards a new approach to impact assessment. There is a deficit in analysis of the development and impact of state-driven social policy.

Resumen
The concept of intellectual has many different definitions tending to hinder the outlook as for who they are, what they do, whether they are close or not to the State, what kind of activities define them and, most importantly, that they are responsible for the production of dominant knowledge or beliefs. Additionally, and regarding the latter feature, there is a lack of depth in how hegemony is produced in micro-social terms. In this article, different definitions of intellectual are reviewed; some social mechanisms are proposed to explain the production of hegemony by intellectuals and, in terms of said production, we suggest that change or continuity of certain way of things could be explained inasmuch as such way of things could be associated to said mechanisms and the resulting hegemony. Finally, a definition to this concept is outlined which may result –as we hope– more comprehensive for future research.

Resumen
There are many definitions related to the term “internationalization.” This article will analyze 26 of the term’s definitions as identified in the literature. Four dimensions of internationalization were identified in the literature: (1) Uppsala model (UM); (2) eclectic paradigm (EP); (3) depth; and (4) breadth. A qualitative technique of content analysis was implemented to analyze the 26 definitions. The main results suggest that depth is the most frequent dimension (20), followed by UM and EP (16), and breadth (12). Only two definitions included all four dimensions. The article concludes that internationalization is a complicated phenomenon with several approaches and is difficult state an unique definition.

Resumen
Design theory suggests that the designed products affect or lead users to a desired behavior during their interaction and life of the designed appliance. From this idea, it is important to formulate new questions about design education, in other words, it is necessary to bring a new approach to design education from an interdisciplinary point of view, which allow us to understand the users behavior based on that artifact, considering the responsibility of the designer and design education, and the creation process as well.
One of the main challenges that design has is not only to have an adequate methodology to develop new artifacts such as graphic, industrial, textile, architectural or others, since it is a common knowledge that one of the main tools used by designers is the intuition and inspiration, elements that by themselves do not offer any promise of results, concepts or possible measurements, but on the contrary, open the way to uncertainty and subjective positions from the designer.
If we allow us to understand Design and its instruction from other knowledge fields, and at the time, improve its own methodologies and creation process, it’s possible to obtain not only new work tools which can reduce the inspiration process and nourish the intuition with informed knowledge, and having a better approximation, understanding and communication with the user of the designed artifacts, and promoting better ways to satisfy their possible needs.

Resumen
La presente investigación muestra que la relación entre las reglas electorales y el desempeño institucional no solo es compleja sino contradictoria. A partir de una revisión tanto de la literatura normativa como de la literatura crítica sobre gobierno local, rendición de cuentas y clientelismo se desarrolla un modelo conceptual para entender la relación entre elecciones, participación y desempeño. Para probar el modelo se utiliza un caso único de un gobierno dividido que en la práctica presenta visos de gobierno abierto a nivel local. Por medio de un exhaustivo trabajo entnográfico y utilizando métodos cualitativos, se contrastan distintos enfoques teóricos en torno a un caso de estudio. Se trata del único estudio empírico de la figura de regidores de demarcación en México.

Resumen
El análisis sobre los resultados de 55 elecciones presidenciales efectuadas en América Latina entre 1999 y 2019, parece cuestionar los supuestos efectos y bondades que para la gobernabilidad y legitimidad de gobernantes, pudiera tener la aplicación de la segunda ronda electoral en dicha elección. Para el caso de México, la experiencia internacional comparada se contrasta con la única evidencia que ha existido en la elección de ejecutivos, tanto federales en el siglo XIX, como municipales en el estado de San Luis Potosí en el siglo XX. Se concluye con algunas propuestas en caso de una posible implementación de esta figura de elección en México.

Resumen
Intelligence has existed since immemorial times, as can be seen from the work The Art of War of Sun-Tzu from the 5th century B.C., that defines it as the anticipated information of the dispositions and intentions of the enemy. Hence, its essential notes are both anticipation and prediction, as well as support for the decision-making process. This explains why, since the administration headed by the constitutionalist President Venustiano Carranza, Mexico has –uninterruptedly– a civil intelligence agency. And, given the lack of knowledge about intelligence in general, the present contribution seeks to explore the historical milestones of the civil intelligence apparatus, from its origins to the current situation, as well as account for their challenges.
