Resumen
On the eve of the bicentennial, the National Education Council of Peru published the National Education Project (2020) (or PEN 2036); a long-range proposal, like its predecessor, the PEN of 2006, since its horizon is 2036 and its main goal is the formation of full citizens. Due to the context, structural corruption and institutional precariousness that each new generation inherits from the other (García, 2016; Quiroz, 2013), the governing class - understood as the officials of the Ministry of Education and the members of the National Education Council (CNE) - proposes to Peruvian society in general, and educators in particular, to make a joint effort to achieve full citizenship.

Resumen
The following article gives a brief description of the proposed holding the World Federation of Clubs, Centers and Associations UNESCO to follow up on the commitments that define UNESCO concerning the Quality of Education in Latin America and the Caribbean. This proposal is to promote educational institutions in implementing the self-assessment of educational management and their academic processes, in order to have results and systematized evidence to carry out comparative studies in the region to establish improvement plans. And allow teachers and education authorities are able to choose the best quality practices in their school and meet their corporate objectives. The proposal is via Model for Comprehensive Quality Management, measure progress of the indicators and the evaluation of processes to determine continuous improvement, which is not possible perform without implementing the self-study.

Resumen
The category of intratextual analysis, which is developed by Jose Enrique Martinez Fernandez, based on the finding of related elements in the artistic production of a single author, raises awareness of customary topics between The War of the End of the World (1981), The Young Lady of Tacna (1981), Kathie and the Hippopotamus (1983), History of Mayta (1984), Who Killed Palomino Molero? (1986), The Chunga (1986), The Storyteller (1987), In Praise of the Stepmother (1988) and Death in the Andes (1993) with the first novel written by Mario Vargas Llosa, The Time of the Hero (1963), which will be taken as a reference and main object of study. In order for the investigation to be relevant, modes were recognized subject to the frequent performance of violence in the plot of this narrative, such as the transformations of the characters, failed attempts to act in reality, their worldviews, the impediments to interacting effectively or imposed hierarchies forms of representation.

Resumen
The magazine, Cultura Infantil represents an icon of the cultural, literary and educational life of Peru. Valuable intellectuals such as César Vallejo, Alcides Espelucín, Juan Espejo Asturrizaga, among others, collaborated in this magazine. The HBLL Library of Brigham Young University has had custody of this collection since October 22, 2019, becoming the only library in the world, to date, wich has the complete collection, previously lost to the world for a long time. My intention is to make public this world finding, of which rescue, I am proud to say, I was a participant. In this work I am going to analyze some representative poems of the poetic-educational poetry that Vallejo published in Cultura Infantil magazine between 1913 and 1914. In this work, the poet leaves a didactic lesson through his poetry. The author of Trilce recreates, from his initial works, the beloved land, the deceased brother, mother nature, etc., which are part of his poetry and his later work. These poems are evidence that, since Vallejo’s early writings, in addition to poetry, he ventured into other literary genres. Vallejo’s poems published in Cultura Infantil, already show themes and symbols the poet used repeatedly in his subsequent work, such as water, rain, walk, tears, cemetery, family, etc. The lyrical speaker goes on a physical and metaphorical journey, where in addition to exploring unknown places, he becomes a spiritual guide who guides and teaches the listener, the inner child and the reader.

Resumen
This study constitutes an approach to one of the events with the greatest repercussion in Holguin and Cuban history: the popular celebration of the Centennial of the birth of Cuban National Hero José Martí. It deals with how through the pages of the Holguin newspaper Norte, not only did the people publicize their feelings and outrage at the indifference of the local government and some sectors of the population at the proximity of the date, but also journalists reviewed every detail of the celebrations with comments charged with the deepest nationalism.

Resumen
The purpose of this essay is to analyze the different modifications to the constitutional text that refers to education and its impact on the implementation of educational quality policies. Considering that in Mexico from the year 1985 has considered the issue of Educational Quality and evaluation as an important activity and that the subject has been referenced in the educational reforms implemented during the period between the years 1980 to 2019. Two central themes are described: review documentary of the reforms to the constitutional article in the Political Constitution of the United Mexican States from 1934, until the last reform carried out in May 2019 and the analysis of the impact on the quality of education in the educational system.

Resumen
This work hypothesizes that a vision of the editorial process from the marketing of experiences and not from the traditional publishing norms, is decisive in publishing success. It highlights that the author’s role should be an active part of the editorial process, and contribute from their experiences, vision and motivations. It also explains that the editor should not be left out of their specialty knowledge, but rather incorporate other knowledge such as design, graphic arts and marketing, etc., necessary to strengthen the editorial process. Author and editor must be part of a work team made up of all the parts (human resources) that make up the process. The work also analyzes the need to establish the norms, standards, characteristics and qualities that the final product must have before being delivered to the user. It situates the editorial design along three fundamental lines: functional-aesthetic, evident-little evident and conventional-rupture. It argues the elements that provide communicational, visual, aesthetic and modern support to the work, and that allow linking the new knowledge technologies applied to the editorial process with the sociocultural variables that await a quality editorial product. As a result, it is found that, by adding the aforementioned values to the editorial product, the quality of the product, the experience of the managers and the satisfaction of the users are increased.

The triumph of the Cuban Revolution in 1959 was immediately followed, in an unprecedented social turmoil, by its process of radicalization. The first law of the cultural nature of the Cuban Revolution would be destined to the foundation of the Cuban Institute of the Art and Industry of Cinema (ICAIC) and created national cinematography of unquestionable aesthetic values and own identity. A relevant characteristic of Cuban cinema in general and of Cuban fiction cinema, in particular, is its vocation for history. In this article, the authors refer to the legitimacy of the use of cinematographic works as historical documents, set out their own methodology for determining the historical information contained in a work of cinematographic fiction, and outline the historiographic value of Cuban cinematographic fiction production between the 1960s and 1990s.

Resumen
The promises and challenges with which governments interact in Latin America can be seen as the direct and indirect result of political, economic and cultural factors that in their interrelation have assigned a particular stamp to the current economic political landscape of our nations. Currently, significant progress has been made in the area of social participation and democracy, mainly in processes to combat corruption, but one of the distinguishing features is the effervescence regarding human rights and at the same time the concern about the values that must prevail and exercise the citizens of Latin America throughout the Latin American territory. This is the main challenge that is also a demand and a symptom that must be strengthened.
