Se analiza, desde el punto de vista histórico, la evidencia de un manejo “irracional “de la política migratoria frente a Haití considerando la necesidad de una regularización estableciendo las normas para la migración. Se aprecia un avance del comercio entre Haití y República Dominicana que implica un incremento de la liberalización, contexto en el cual la protección a las industrias locales podría generar una atracción de mano de obra cada vez más barata, lo cual se traduciría en incremento de haitianos en el sector de que se trate. Se aboga por una campaña de concientización entre la población dominicana sobre el respeto a los derechos humanos de los inmigrantes y refugiados, a fin de limitar los efectos de los prejuicios sobre los inmigrantes. Se plantea que la campaña debe responder al interés de favorecer la condición humana de los inmigrantes, sería un factor importante para iniciar las negociaciones con el Estado haitiano y los organismos internacionales a los cuales se podría apelar por ayuda para contribuir a regularizar la inmigración en el país.

Se analiza la situación de la República Dominicana en el período, que abarca desde la muerte del dictador Ulises Heureaux, el 26 de julio de 1899, hasta el desembarco de tropas estadounidenses para efectuar la primera ocupación del territorio dominicano, en mayo de 1916 esta etapa se caracteriza por tres hechos principales: el progreso económico basado esencialmente en el desarrollo de la agricultura de exportación, la creciente influencia política de los Estados Unidos de América en los asuntos internos dominicanos y el debilitamiento del poder de los caudillos se observan estos hechos y la relación entre si lo que permitió que los gobernantes dominicanos fueran títeres al servicio de los intereses estadounidenses. Se abordan las convenciones realizadas en 1905 y 1907. Se referencia la actitud de los gobernantes durante los ochos largos años que duró la ocupación militar estadounidense.

Se caracteriza la población cubana comenzando por el período de la conquista y colonización que desencadenó un colosal proceso de mestizaje biológico y cultural, peninsulares y africanos se movieron de oriente a occidente desde los albores de la colonización, participando en la fundación de las primeras siete villas, en todos los núcleos urbanos se consigna la presencia de indios, españoles y negros. La población blanca y negra -foránea y criolla- tendió a crecer con el paso del tiempo, mientras desaparecía el indio, atrapado en un inexorable proceso de extinción. Se explica el mestizaje por regiones refiriéndose a las especificaciones culturales de cada región. Se ofrece una distribución geográfica de la población por color de la piel; un "mapa étnico" esencialmente mestizo en el que, sin embargo, aún se aprecian áreas de predominio de población blanca y negra. Se comenta que el color de la piel es un factor importante en la sociedad cubana contemporánea la supervivencia de prejuicios racionales de una Cuba ''blanca" y otra "negra", son las huellas que se irán extinguiendo con el pasar de los años.

Se analiza el discurso político de Ulises Francisco Espaillat, intelectual dominicano que influyó notablemente en el pensamiento liberal de los políticos del Partido Liberal o Partido Azul, durante el último cuarto del siglo pasado. Se tomaron como base para este estudio, los artículos de Espaillat recopilados en su obra "Escritos” porque se consideró que en la misma se recogen los postulados más importantes de su pensamiento. Se abordan los postulados del liberalismo, sus contradicciones internas y las incongruencias teóricas del discurso de Espaillat. Se referencian el contraste entre ideas y prácticas de los seguidores del pensamiento liberar dominicano.

Se intenta desde la determinación de la aspiración histórica de la Estética como disciplina filosófica, enfocar el problema de la esencia de la obra de arte, su significado en nuestro tiempo y sus implicaciones para la identidad de los pueblos; realizado desde una perspectiva teórico-conceptual con una orientación filosófica.

The Ridgway’s Hawk (Buteo ridgwayi) is an endemic raptor to the Hispaniola, considered the most threatened bird in Dominican Republic and one of the most endangered raptors of the world, with an historical distribution of 27 spots in the island reduced its population to one only remaining habitat Los Haitises National Park. The establishment of nesting habitat patterns for this bird is an important data for the understanding of its environmental preferences as vulnerable population, in order to be useful for the decision taking in conservation actions for the specie. For determining the habitat use patterns of the Buteo ridgwayi, 186 trees were sampled. Measures of dasometric variables andvegetation coverture were taken. For the estimation of landscape patterns in a fragmented and deforested environment, landscape metrics in a 250 mt of buffer area and the home range area was calculated.For the selection of the nesting tree species by the Buteo ridgwayi, the variables height and spp presented the higher relevance for the bird. The nesting tree of preference was Roystonea borinquena with 81% of the nesting cases. The land use Scrubland had the majority of the cases of nesting with 43% of the cases. The nests of Buteo ridgwayi had lower values for the metric nearest neighbor distance in comparison with other species of the genus Buteo. The proximity in distance between nests indicates of the scarcity of adequate conditions in the environment of this population under monitoring. The nest of Buteo ridgwayi were located in different land uses in fragmented and deforestedareas showing there is not a direct dependence with the forest for nesting. 

The economic development of a nation is clearly determined by an effective management of its resources for production, development and growth and therefore we associate that one’s progress affects the progress of the other. Scientific research also shows that global warming has been caused by the enthusiasm for the riches of industries so it is peremptory that governments include policies of action and preservation, clear and universal for any nation, without failing to personally engage in our actions in terms of competitiveness and consumerism. It’s a commitment from everyone. The Dominican Republic with a growing economic development, has established within its development policies actions that promote sustainable consumption and promote the conservation of our natural resources thus ensuring the Continuity of this evolution and especially establishing the guidelines for the new industries and the incoming generation, have a sustained structural support in all lines that affect the good development of this I of this island. At least in theory, the Dominican Republic is at the global trends forefront with public policies focused on sustainable development. To mention some recent cases, the 2010 Constitution includes and incorporates important premises for the environmental issue, the creation of the National Council for Climate Change and the clean development Mechanism, the national Development Strategy 2030, the Biosecurity law 219-15 and the Biodiversity Law 333-15 and some projects Bills such as payments for environmental services and the water law currently being pursued by the Dominican legislative entities. However, it is pertinent that this sustainable development is fed with a reality that we must incorporate, a long-term perspective that points to the management of these resources and that emphasizes in the solidarity towards the present and future generations defending the Intergenerational equity.

To assume the commitment to achieve sustainable development, recognizing that in order to reach that goal it is necessary to guarantee new modes of sustainable consumption and production; it is an imperative; which means achieving a balance between the three dimensions that sustain development: the economic, social and environmental dimensions. At the country level, a series of instruments - laws, decrees and policies - have been generated in the last 20 years, in order to promote the protection of the environment and natural resources, along with sustainable development. Other important instruments directly linked to the Policy are: The National Network for Cleaner Production and Efficient and Sustainable Use of Resources; the National Prize for Cleaner Production, and the Voluntary Agreements for Sustainable Production. But none of this is enough if the participation of a plurality of actors (consumers, businessmen, media, academics, public bodies, politicians, cooperation agencies, non-governmental organizations, among others) is not guaranteed, securing that the commitments assumed with the 2030 Agenda and the Sustainable Development Goals, become a reality.

This article refers to the recurring disasters affecting the Municipality of San Felipe de Puerto Plata and how the Framework Agreement for Disaster Reduction 2015-2030 of Sendai, together with the Sustainable Development Goals (SDG), are interrelated and can be used for a Disaster Risk Management. It shows previous work on disaster risk management in this territory. This is important for it seems it have been poorly understood by authorities and communities. Prove of this, is the repetitive negative effects of natural threats and anthropic occurrences; as it occurred with the losses during the rains of October and November 2016, the beginning of 2017, and those caused during the passage through the vicinity of the Dominican Republic of Hurricanes Irma and María in September 2017. The findings showed that there is insufficient understanding and sensitivity, from the key stakeholders of the Municipality of San Felipe de Puerto Plata, to the coordinated work of risk management of natural and anthropic disasters. The development of projects at the local level by the central government and international organizations, taking into account the Sendai Framework, the Sustainable Development Goals and the National Development Strategy. The recommended works, in addition to increasing Environmental Sustainability, would achieve the future we want, increase resilience and reflect it in the SDG indicators of the Sendai framework.

During the first 15 years of this century, Extreme Meteorological Events (tropical cyclones, heat waves, cold fronts, forest fires, droughts, etc.) have been a growing trend. The main purpose of this article is to carry out an analysis of Extreme Meteorological Events, with the aim of motivating decision-makers and the general public to reflect on the need to be prepared for the possible effects of these events. In addition, the article analyzes the impact of these phenomena on different aspects of daily life, such as: health of the population with diseases such as dengue, Chinkunguya, Zika, eye and skin irritation, among others, as well as in the economy of the country. In the particular case of theDominican Republic, located in the center of the Caribbean and its dependence on tourism and agriculture, preparing mitigation and adaptation plans with the purpose of being more resilient is an obligation of the state, as well as of the municipal governments.
