Directive on Whistleblower Protection is definitely aimed at tipping the balance in favour of those reporting irregular activities and end -at the least legally- with the negative view of the informer or snitch. In order to make this legal transformation part of the civic culture, it is essential to analyse the main axiological problems arising from the act of reporting, such as the nature of moral duty, the conflicts of underlying values, the connection with freedom of expression, the controversy about good faith, anonymity and rewards, or the moral legitimacy of whistleblowing protection measures.

This article sustains the need to link the fight against corruption with a much broader objective such as that of improving the quality of governance. Without this broader goal, anti-corruption strategies are bound to fail. Countries that best control corruption are also those with the highest quality of government. An executive branch subjected to effective limits in its exercise in order to guarantee the safeguarding of the public interest in all its actions, not only allows better control of corruption, but at the same time also ensures better levels of prosperity, a greater degree of equal opportunities, and also higher doses of institutional and social trust.

The fight against corruption is one of the most critical issues of the Italian administration. Traditionally, a repressive approach has been preferred, which has focused on toughening criminal sanctions. Only recently, based on the legal experiences of other countries, has there been a shift towards prevention. From this point of view, corruption is an endogenous risk for the administration that must be addressed through the planning of organisational measures. Although good results have been achieved, there are still many critical issues.

This article aims to know how the emergence of the emerging parties of the so-called “new policy” has affected the formation and composition of the autonomous governments constituted between 2015 and 2019. The changes that have experienced the systems of autonomous parties with participation of Formations such as Citizens (Cs), Podemos-Unidos Podemos (UP) and its confluences and, more recently Vox, have been accompanied by an increase in the difficulty to overcome the respective investiture and, later, to compose the executives. Unlike what happened in the formation of the national government, in the autonomous area there have been no significant situations of blockade, trying different solutions that have gone from the investor pacts, through the parliamentary agreements.

Although in the recent Spanish political history there have been different parliamentary situations that predicted the formation of a national coalition government, this has not happened in any of them. The effects of the 2015 electoral processes both at the national and subnational level, together with the failed investiture of Pedro Sánchez in September 2019, have made it even more necessary to try to understand why the coalition government does not appear as a normal result in Spanish politics.

Parliament is the quintessential place of publicity and the appropriate setting to examine the actions of the Government and its Administration, especially those which might give rise to demand political responsibilities or be suspected of public corruption. Article 76.1 of the Spanish Constitution expressly states that the Congress and the Senate and, when appropriate, both Houses jointly, may appoint fact-finding committees on any matter of public interest. In this paper we will analyze the role developed in practice by these control mechanisms and whether their current regulation is the most appropriate one.

The Citizen appeal for new politics to be adopted by institutional actors and representatives arise as result of the impact of the great recession within a polítical sistema such as Spanish, which already dragged deficiencies manifested in the particular political culture of the country. The objective of this paper os to analyze the material causes that determines the emergence of these citizen demands and how they ended un being embodied insto social movements to, finally, being instrumented by partisan organizations.

The recent economic crisis has marked a before and after in terms of economic policy. The measures undertaken have improved some of the economic indicators, but they have not yet made it possible to remove some of the imbalances that occurred during the recession. Economic crises, despite having a number of negative effects, can make it possible to identify our weaknesses and threats and turn them into strengths and opportunities.The aim of this contribution is to point out the aspects that have been improved by the actions carried out and, at the same time, the public policies that must be implemented to solve the outstanding problems. It´ s a question of determining public policies for the post-economic crisis period.

The Faculty of Law of the University of Santiago de Compostela hosted the seminar "Law and Animals", which took place on the afternoon of February 4th 2019. The debate focused, among other topics, on the relationship between animal mistreatment and interpersonal violence, the reform of the Civil Code regarding the legal status of animals, and the Galician act for the protection and welfare of domestic animals in Galicia.
