Resumen
Gadamer’s philosophical hermeneutics broadens and detaches itself from the scientific model, which no longer meets the demands, and offers answers to solve the environmental crisis Philosophical hermeneutics proposes to overcome dogmatic paradigms and assists in the construction of paradigms that are more appropriate to the environmental changes faced by contemporary society. This work focuses on the construction of a new paradigm for the realization of sustainable cities, from the legal and philosophical perspectives, discussing not only the institutional and normative elements related to the issue, but also and, mainly, the social implications, suggesting an emergency view to face the problems, and alternative ideas and paths to the realization of the right to a sustainable city.

Resumen
The Basic Income for Emancipation was one of the measures of social content that the Government of Spain presided by José Luis Rodríguez Zapatero approved to support the emancipation of young people, trying to facilitate their access to housing. In addition, the measure connected directly and immediately with the electoral commitment that, in broader terms referring to all the areas involved.
This article shows and explain the difficulties in implementing the measure as a consequence, fundamentally, of the intervention of the various and different actors involved.

Resumen
The UME, Military Emergency Unit, is a body at the service of citizens in matters of high need such as floods, forest fires, snowfalls and situations of special gravity. It is a unit that due to its high preparation of its members has a full acceptance by citizens. In recent years, due to the high rate of forest fires in Galicia, experts point out that it would be advisable for the UME to have a base of operations in the Ourense region of A Limia.

Resumen
The Consello de Contas is aware of the need for the public entities of Galicia to have an adequate internal control system that guarantees the detection and assessment of risks, which allows the management of the different administrations to have a perfect knowledge of these circumstances to be able to make directed decisions both to reduce the possibilities that the risks occur and that their consequences are assumable. In this environment, the Consello de Contas de Galicia has designed a methodology for risk management and the prevention of corruption.
