Resumen
The article examines the configuration and development of CELAC as well as its importance to the future of the region in terms of integration. In order to accomplish this purpose some model of regionalism, which have been elaborated from a regional perspective, are indicated. Also, it is showed out the weakness of the CELAC to become a true form of regional integration.

Resumen
The paper aims to contribute to the knowledge and understanding of the Uruguayan SSC, by studying its evolution for the 2005-2015 period. The analysis is framed in the country's foreign policy (FP), institutional changes and the international and regional situation, which positively impacted the Uruguayan´s horizontal cooperation evolution with Latin America (LA). According to these variables, and in order to show the dynamics of this cooperation, the research analyzes the four morphological dimensions of the Uruguayan SSC: geometrical, sectorial, geographical and financial, according to the analytical framework developed by Lengyel and Malacalza (2012). The work, allowed to demonstrate the increase and deepening of the Uruguayan South-South technical cooperation with LA for the decade 2005-2015, where the sustainable development was in the center of the priorities.

Resumen
There is a broad consensus on the importance that the domestic constraints have had on the design of foreign policy during the governments of Néstor and Cristina Kirchner. In line with this diagnosis, systemic constraints have tended to be neglected in the studies related to the argentinean foreign policy during this period. Therefore, in this work, we intend to fill part of that gap. For this reason, by way of hypothesis, we argue that the systemic factors were not constant in the twelve years of Kirchner's administration, but that they changed from a permissive profile to a more restrictive one in the second term of Cristina Fernández. This dynamic had an impact on multiple dimensions of foreign policy, but was more evident in the economic sphere.

Resumen
This article aims to systematize the external and domestic factors that trigger international relations of non-central governments. In order to do so, it focuses on Paradiplomacy as a concept, middle-range theory and field of study within International Relations; identifies its methodological weaknesses and revisits several conceptualizations that have contributed to its object of study. It argues that despite its critics and marginality within IR, Paradiplomacy has tackled the phenomenon from a satisfactory theoretical perspective; yet it should introduce new research techniques in order to overcome some of its main methodological weaknesses. In that regard, the article concludes with some basic ideas and suggestions.

Resumen
The present article seeks to explain why Chile has been so reticent to the democratic election with levels of autonomy of the intermediate level of government called regional government, today in charge of an intendente delegate of the Central Government although from the 2014 with an elected regional council. Chile is the only case in the great democracies of Latin America, in opossition a traditional democratic power whithin traditional federal countries (Mexico, Argentina, Brazil, Venezuela), Colombia from 1992 and since 2000 have joined to choose the macro territorial executive Peru, Paraguay , Ecuador and Bolivia. The reason is the naturalization of the "presicratic" model of presidentialism with centralism dating back to 1830. Finally, the paper explains the rise of regionalist protests and the projects emanating from the Presidential Commission for Decentralization that Bachelet created in 2014, generating an incremental dual model that is debated in Congress. Chile lives a tension between the conservative right allied with the centralist left that resist a change of political system against the left center that seeks to deepen democracy allied to Christian Democracy and liberal segments.

Each concept has a history. Conceptual history studies allow for rebuilding those moments of crisis where vocabulary which used to make sense to the world, becomes outdate. Therefore such vocabulary has to be updated regarding the transformations within the historical context. In this sense Reinhart Koselleck, one of the main exponents of conceptual history studies, asks about what is the nature of the time relationship between concepts and circumstances. Now at day ‘energy security’ as a concept has many meanings, most of them are deterministic ones, showing that there is no consensus about one single definition of energy security. Consequently, the aim of this article is to analyze the concept of energy security under the conceptual history approach to study its evolution regarding the changes at the international system level which caused the appearance of the concept itself and its modifications. Apart from that, this article could help to explain if the concept of energy security appeared bound to the public politics (energy policy) or there were the public politics which came from energy security. We try to go back along the constitution of the energy security notion since the International Relations discipline.
