Resumen
Historically, relations between Colombia and the United States were repeatedly discussed in terms of the existence of two competing strategies: réspice polum (subordination and alignment) and réspice similia (diversification and search for autonomy). The object of our work is the development of these relationships over the past two decades under the strategy of Plan Colombia and its successor, Plan Paz Colombia. Initially focused on the fight against drugs, the scope of cooperation between the two countries was gradually widened to include more areas thanks to changes in both the internal environments of both countries, as well as in the regional and international context. Based on some basic hypotheses on the direction of bilateral relations and a summary of their historical development up to the presidency of Juan Manuel Santos, the text analyses in its main part the bilateral cooperation in the different political areas since the beginning of 2017, characterized by the entry into force of the peace agreement with the FARC and the assumption of Donald Trump as the new president in the United States. In the end, we wonder if the development of bilateral relations from 2017 to the present is confirming the hypotheses formulated in the introduction.

This article is inserted within a research project that approaches the study of possible relationships between power structures, conflict and the construction of international orders, focusing on four multilateral summits of great relevance: the Peace of Westphalia of 1648, the Congress of Vienna of 1815, the Paris Peace Conference of 1919 and the San Francisco Conference of 1945. Firstly, it reiterates a systematization of quantitative data about the structure of the international system and its level of conflict, this indicator being derived from three specific sources of variation: number of major powers in conflict, duration, and severity of conflicts between powers. Considering these systemic aspects during the 1500-2000 timeframe, the paper reveals the following findings: there were no instances of a unipolar structure, and what prevailed was a high multipolar structure; the wars between great powers previous to the summits were the most conflictive; during the periods previous to the summits the systems registered the highest levels of conflict. Secondly, it approaches in a comparative way the summits´ consequences, taking into account the normative equation established in Westphalia: legal equality-sovereignty-balance of power.

Frondizi assumed the Argentine presidency in May 1958, and, from the beginning, stated that the implementation of a development model was vital for the country progress. From then on, foreign policy was subordinated to achieving this objective, which is why it was characterized as having a pragmatic orientation, despite the international context that prevailed at the time, the Cold War. For this reason as well, throughout his tenure he maintained diplomatic and commercial relations with different countries, without distinction of ideology, whether capitalist or communist. Frondizi assured that in the future we would find ourselves in a completely globalized, disarmed and denuclearized world, which he called “One Single World”. The Antarctic Treaty can be understood as a sample of such thinking. Argentina became a founder country of the Antarctic regime, whereas the scientific cooperation and peace among countries is one of its distinctive features.

Resumen
Tourism has occupied an increasingly relevant place in the agenda of the Antarctic Treaty Consultative Meetings by virtue of the expansion and diversification of tourist practices. Thus, a series of concerns and questions have been generated with regard to the protection of the environment, safety of human life at sea, disturbance of scientific activity, among others. This contribution aims to observe how the different concerns are related to the evolution of tourist flows in their different modalities. To this end, a review of all the provisions emanating from the Antarctic Treaty System between 1961 and 2019 and from various documentary and statistical sources of Antarctic tourism for the period 1958-2019 have been carried out. In this way, a periodization is presented that synthesizes the behavior of tourism in Antarctica and the deliberations in the Antarctic Treaty Meetings.

This article proposes a theoretical approach to the study of cross-border cooperation of double-periphery sub-state units. That is, the cross-border cooperation actions of sub-state units on the periphery of a State that, in turn, is inserted on the periphery of the international system. The study of cross-border cooperation is a key international field of action for sub-state units under this condition. The article is made up of three parts. The first part addresses, from a theoretical point of view, the conceptualization of double periphery. The analysis focuses on the variables that determine double dependency: geographic isolation, social cohesion and mobility, the quality of leadership, institutional instability, the ability to think of a model of self-development, and productive articulation and value chains. The second section is dedicated to the cross-border cooperation of the double periphery units, as a tool to overcome this condition and a strategy for sub-state development. Finally, some final thoughts are presented.
