Since the arrival of the Bolivarian Revolution, the Venezuelan educational sector’s situation, especially higher education, has not been easy. The policies in higher education of the revolution led to a stagnation of the most recognized universities. Not to mention the growth of student dropouts and the teachers’ position at the university level, which continues to be one of the most precarious in terms of income and working conditions. Against this background, the teaching staff at all levels of training faces one of these three paths: resist from the classroom, with the risks that this implies, resign from their jobs due to the impossibility of being able to attend their jobs, or migrate with the hope of continuing to perform in this profession and contribute to the rescue of democracy from exile, which is difficult given the many obstacles. In this sense, this article aims to reflect on Venezuelan intellectual migration and its causes to foster future research on the interpretative frameworks that present a distinction between skilled and unskilled migration. At the same time, the unions’ situation in Venezuela demands a reinterpretation of the concepts as they are in a gray area far from international protection in a differentiated way.

Se trata de La política como vocación, texto originado en la segunda de un par de conferencias dictadas por Max Weber (1864-1920) en Münich a la Libre Unión de los Estudiantes de Baviera.

Corruption is a systematic and harmful conduct sanctioned by law, in some cases. However, criminal legislation, for example, is not enough for a particular subject to generate, through internal discernment, actions with moral content or according to what is considered good and just. In this regard, this reflection article indicates how law and morality, which are dialectical and complementary elements of practical reason, determine principles and obligations that subjects establish among themselves in order to safeguard the good of individuals and, ultimately, of society.

This article reflects on the relationship between political science and political theory in Latin America. On the one hand, we argue that the way political theory is treated by mainstream political science reveals some of the most problematic ‘personality traits’ of the latter. On the other hand, we suggest that – if allowed – political theory can contribute to maintain and cultivate pluralism in the discipline, thus strengthening its democratic imagination. Hence, we contend that there is much at stake in the relationship between political science and political theory in the region. Although the article draws on research agendas focused on critical theory and on the study of power and knowledge dynamics within political science, we also offer an experiential and subjective perspective that we deem necessary to underscore. We aim to foster debate and to generate the conditions for political theory to be heard.

En este semestre de grandes retos, la revista Civilizar: Ciencias Sociales y Humanas continúa con su compromiso y responsabilidad de difundir conocimiento de alta calidad, por ello, en esta edición presentamos nueve artículos científicos, una traducción y una reseña; en colaboración con diversos investigadores colombianos y mexicanos, cuyos artículos se centran en cuatro grandes temas: educación, desarrollo sostenible, violencia y derecho.

Los retos que presentan las organizaciones sociales en cuanto a la medición y visibilización del impacto social van en incremento. Las progresivas demandas de las comunidades, el mercado y la cooperación público-privada, exigen mayores esfuerzos en la búsqueda de eficacia y eficiencia de la acción social. Ante las múltiples debilidades en la planificación estratégica y los inexistentes o inadecuados sistemas de medición y control, que permitan conocer y gestionar los resultados de manera efectiva, se hace necesario proponer herramientas de gestión acopladas a las características, recursos y capacidades internas de estas organizaciones. El presente estudio busca desarrollar un instrumento para la gestión del impacto social de organizaciones o proyectos que tienen como misión fomentar el empleo inclusivo. La herramienta propuesta es una adaptación del Mapa Estratégico y el Cuadro de Mando Integral (CMI) a la empresa social. Como resultado del proyecto, se propone un CMI de 54 indicadores, cuantitativos y cualitativos, asociados a 21 objetivos estratégicos, en su mayoría, comunes a las organizaciones que trabajan por el empleo inclusivo. Dichos indicadores se definen a partir del análisis estratégico de dos organizaciones/proyectos que trabajan por la inclusión socio-laboral de colectivos vulnerables y, además, del análisis de diversas metodologías o enfoques ampliamente utilizados en la evaluación de desempeño social. Después de validar la herramienta, se concluye que su adopción puede resultar en diversos beneficios para las entidades sociales, no solo para la planificación y control de resultados, sino también para la tarea comunicativa y de rendición de cuentas.

La crisis económica y financiera ha provocado una creciente desconfianza en el sistema capitalista. En los años posteriores a la crisis, surgieron diferentes iniciativas de inversores de capitales para dirigir sus inversiones a organizaciones y proyectos que produjeran un impacto social o medioambiental. Estos inversores acostumbran a priorizar la obtención de este impacto a la rentabilidad económica. En la actualidad, el mercado de las inversiones de impacto se ha desarrollado de forma importante en países como Estados Unidos, Reino Unido y Canadá. También en países de la UE como Holanda o Dinamarca. Hemos analizado el caso de la utilización de esta fórmula de financiación en el crecimiento de una empresa con impacto social, dedicada al diseño y a la comunicación. En 2016, la empresa cerró una ronda de financiación a la que acudieron diversos inversores de impacto. El análisis de esta experiencia ha puesto de manifiesto que la alineación de objetivos en torno a la generación de impacto social, fue un factor clave para el entendimiento entre ambos. Sin embargo, la falta de herramientas para medir el impacto social y la cautela de los inversores fueron factores que condicionaron el crecimiento de la empresa. En el presente artículo se explican los detalles de la financiación.

Abuse in relationships is a form of aggressive and negative action that aims to cause harm to the couple, and can occur from multiple dimensions (physical, psychological, emotional, sexual and economic). The main objective was to characterize the experiences of mistreatment present in the dating relationships of university students in Bucaramanga and its metropolitan area in a sample of 407 university students, linked to 26 professional careers in 7 public and private universities of the city (62.9% women and 37.1% men), with ages between 18 and 30 years. 91.6% reported having experienced, at least once, one of the types of abuse by their partner, evidencing that it is more frequent in women; however, no statistically significant difference was found in terms of gender, except for physical abuse. The age range where there was a greater presence of abuse was between 21 and 22 years. Likewise, the most frequent type of abuse was psychological, followed by emotional, physical, economic and, finally, sexual abuse.

This article is intended to demonstrates how in the Colombian legal system, the existence of the principle of sustainable development implies an impact on the welfare of people. This relationship can also be considered tense in those cases of absolute prohibitions that prevent a real sustainable development in its social, economic and environmental dimensions. In order to show this reality, the authors analyze the legal status of páramo ecosystems in which, for the environmental protectionism, absolute restrictions are created in relation to the use of renewable natural resources and based on collective interest as a banner. The research findings evinced the tensions between the principle of sustainable development and rights due to erroneous interpretation and misapplication.

This study aimed to strengthen the sense of responsibility towards solid waste management of the preschool students at the Jorge Eliécer Gaitán Ayala Educational Institution in Villavicencio (Meta). Through a qualitative approach developed from two methodological proposals, namely Creation Research and Action Research, school activities related to the creation of two superheroes were carried out the category of school eco-hero, to which these superheroes belong, sought to raise awareness among the student community about the proper management of solid waste. As a result, the children were influenced by the eco-hero and developed an awareness of waste management in the institution.
