This document is a study of the structure and theoretical elements of Open Government in Mexico, in order to clearly identify its nature and scope of this governmental paradigm that arises in the transparency regulations but is developed as a public policy with political effects by attempting to legitimize public management and thereby strengthen democracy.

All mythology tries to explain fundamental concepts such as duty, obedience fault/culpability and punishment, present in all normative system, They are also the concepts that transit wiht the logos to contemporary ethical and legal theories. The theme of this article is to account for how these concepts were incorporated into myths and how they were later rationalized by philosophy

The paper addresses the attitudes that different groups of the political left have taken towards human rights, both when they have been in the opposition and when they have been in the government. While there is no leftist who does not advocate for a society in which social justice and equality prevail, the distinctions among the different lefts are significant. This text presents the characteristics and trajectories of the revolutionary left, the populist left and the social democratic left, specifically the position of each of them with regards to human rights. Special attention is paid to the actions and omissions of the current Mexican government in relation to such rights.

De acuerdo con Dussauge, existen cuatro beneficios que brinda la implementación del Servicio Profesional de Carrera; por un lado, se trata de un mecanismo que busca limitar la politización de las instituciones administrativas del Estado mexicano, es decir, el servicio profesional de carrera permite identificar los puestos públicos de carácter netamente políticos que se brindan con base en el sistema de motín y lealtad partidista, de aquellos puestos administrativos que se deben ocupar con base en el mérito y por medio de concursos abiertos. Lo anterior, permitirá que la función administrativa del Estado sea autónoma y efectiva, pero sobre todo despolitizada permitiendo una mejora en los servicios que se brindan a la ciudadanía.

PABLO RAÚL BONORINO RAMÍREZ, es Doctor en Derecho por la Universidad de León (España), licenciado en Derecho por la Universidad Nacional de Mar del Plata (Argentina), Catedrático de Filosofía del Derecho de la Universidade de Vigo. Dirige el grupo de investigación interdisciplinario AGAF, financiado por la Xunta de Galicia en sus programas de excelencia. Es el investigador principal del proyecto “Sesgos cognitivos y discrecionalidad judicial” financiado por el MINECO y FEDER. Preside la Asociación Española de Derecho y Literatura creada a finales del año pasado. Coordina la Liga de Debate de la Universidade de Vigo desde el año 2013. Ha publicado artículos en revistas especializadas españolas y extranjeras y varias monografías en editoriales de reconocido prestigio. Su último libro es Sesgos, argumentación y decisión judicial publicado por la editorial Thompson-Reuters/ Aranzadi en el año 2022.”.

El Estado se encuentra obligado a la promoción y protección de los derechos humanos en su integralidad, sin que corresponda hacer distinciones entre los derechos sociales, derechos civiles y políticos. Recientemente, los derechos que se discuten en los tribunales de justicia, los actores que promueven estas acciones, los intereses que se representan, los procedimientos que se siguen y las decisiones que se adoptan, revelan una evolución promisoria hacia la configuración de un compromiso con el acceso a la justicia de los grupos más desaventajados, garantizando la igualdad en el ejercicio de los derechos.

The University is synonymous with universality, which represents the acceptance, debate and assumption of any scientific, humanistic or philosophical position. Its historical development has generated multiple discussions about its role insociety, although at no time has there been any doubt about its primary purpose that is focused on the teaching task. Today, there are two aspects that dispute the way of teaching in universities: behaviorism and constructivism. The first finds its central argument in the learning process, accompanied by stimuli and reinforcement, to obtain responses from the student, highlighting the figure of the teacher. Constructivism proposes a dynamic and interactive process through which the student develops their individual skills and abilities, through a system of competencies and under the guidance of the teacher, who guides them to locate information, guides them to apply knowledge and encourages them to solve real or pragmatic cases. Today, constructivism is gaining followers in the Universities and in the Faculty of Law of the UNAM, it is reflected in the Study Plan 2117.

There are advanced wine regulations in the United States, Argentina, Chile, the European Union, and others in the American continent from which we can take examples that should be taken into account when regulating the Mexican industry. The regulation in each case is based on regional and national experiences. Our main trading partners are very important markets for the production, marketing and consumption of wine: knowing how the sector is regulated in the trade agreements signed by Mexico is therefore of the utmost importance. The regulations in the T-MEC and in the 2020 version of the EU-Mexico FTA (which has not entered into force as of July 2022) must be taken into account.

Actualmente, a través de Montoya & Viera se dedica a la consultoría Legal de PYMES y Startups con presencia en Chile y en otros países de Latinoamérica, desarrollando un sistema legal de prevención, que considera la legalidad desde el Diseño de los modelos de negocios.

Susy Inés Bello Knoll. Abogada y contadora argentina recibida de ambas carreras en la Universidad de Buenos Aires. Master en Derecho Empresario por la Universidad Austral. Tesis de Maestría Zonas francas. Doctora en Derecho por la Universidad de Salamanca. Premio extraordinario de Doctorado 2011-2012. Tesis de Maestría Fideicomiso Público dirigida por el Doctor Ricardo Rivero Ortega y Olivier Moreteau. Actualmente realiza sus estudios postdoctorales en dicha Universidad.
