Resumen
This work describes the administrative procedure follwed by the Social Security General Treasury, as Management Entity, in order to obtain the refund or reimbursement of allowances unlawfully received by alleged beneficial owners, especially in the case of non-contributory benefits, within the area of Andalusia Autonomous Community. Firstly, it is made a short draft of those common or general aspects in all the autonomous communities, in accordance with the Spanish political structure. Secondly, it is analised some inherent aspects to the non-contributory benefits: what they are, who the profit, how they are bestowed, which their quantity is and how they expire. Thus, it can be valued the incidence in the Andalusia A C regarding the non-contributor benefits as an integral part the Spanish Social Security. Finally, it also deals with the proceedings which are to be followed for the reimbursement of the allowances unlawfully received by the beneficial owners in accordance with the procedure provided by our legal system so that every autonomous community must be a warrantor of both, the appropriate assignment of the allowances, as well as the drawback or reimbursement of the quantities received by the beneficial owners unlawfully, having been originated by mistake made by the Public Administration or due to default, counterfeit or intentional alteration of data by the beneficial owners.

With this research we have analyzed the importance of matrimonial laws promulgated by emperor Augustus, his idea of romanity, as well as the subsequent post-classical evolution already with Constantine I. In this sense, it has been demonstrated how both the Lex Iulia de maritandis ordinibus and the Lex Papia Poppaea nuptialis formed a single text called Lex Iulia et Papia Poppaea whose purpose was the Restoration of the family on the basis of traditions to develop a policy that favored lawfully contracted unions and procreation. This will lead us to repair illegal roman marriages, that is, those marital unions lacking conubium and, therefore, did not produce legal effects and were considered as a matrimonium iniustum. Finally, we have preferred to differentiate between non-existent iniustum marriages and null or ineffective marriages because they present different assumptions and in the sources there is no clear differentiation.

Throughout 2019, volumes have been written about match fixing and the first court decision on the offence of corruption in sport, created in 2010, has been issued. Given their newsworthiness and media coverage that such cases are receiving, an analysis of the corruption in sport offence, in the context of the liberal principles of Criminal Law, is required. This piece will centre on an analysis of the legitimacy of this particular offence, through the concept of legally protected interest as an instrument of legislative criticism. Our starting point will be consideration of that question and we will make a proposal for future regulation.

The migrant crisis brought migration to the political agenda and exposed the weaknesses of the European Unión, FRONTEX and Member States in the border management mechanisms. In 2015 more than 1.5 million illegal border crossings were detected at external borders, representing an all-time peak of arrivals, with Turkey being one of the main entry points, with around 800,000 irregular migrants, and more than 500,000 Syrian nationals. The European Union reached an agreement with Turkey to end to the irregular migration flow, resulting in a decrease in irregular entries into Europe. However, the number of arrivals is growing again and, although the situation cannot be compared to that of 2015, the upward trend is consolidating. This situation is aggravated by the start of the Turkish military offensive against the Kurds in Syria and by President Erdoğan Recep Tayyip’s threat to break the agreement with the EU and irregularly let in more than 3.6 million people. The European priority for solving the migration crisis has focused on stabilization with ad hoc measures rather than long-term planning.

In the present study, an analysis of data protection as a legal concept is carried out in the European Union and in the United States, as well as a brief overview of its legislative evolution. The theoretical and normative development that has taken place in the European Union reveals the importance of the digital identity of its citizens. Nevertheless, due to the characteristics of the American legislation, the free flow of data between entities has more strength. The importance of this study lies in the fact that the understanding of the data protection concept in both systems will allow us to have a better perspective on the weaknesses and strengths that may exist in the agreements for the transfer of personal data between the European Union and the USA.

For decades, loan institutions have been tying mortgage loan contracts with insurance contracts produced by their own insurance subsidiaries. The distribution of these insurances in the retail banking market has been massive, contributing to the exponential growth of the bancassurance channel and the use of banking networks. This paper examines, from our system of free competition, the conditions of competition arising through the tying practice and its repercussions in relation to the rest of the insurance sector operators.

Resumen
At present, the problem of sustaining the law-abiding behavior of minors in educational institutions, identifying and eliminating the causes and conditions that contribute to the development of deviant behavior of students is becoming more and more topical. This paper presents the results of a monitoring study of the current state of the activities carried out by educational institutions to form the law-abiding behavior of minors in the territorial entities of the Russian Federation. It also presents the results of a theoretical study of the foreign experience of educational institutions in the framework of maintaining the law-abiding behavior of minors in the educational environment. The conclusions have been drawn that a system-activity approach should be the basis of an educational impact in educational institutions which will provide: the formation of students’ readiness for self-development; the design and construction of a social environment for the development of students based on moral principles, traditional Russian values, relevant scientific knowledge and skills, respect for the traditions of the multinational, multicultural and multiconfessional Russian society; active educational and cognitive activities of students; building educational and moral education activity, taking account of the individual age-related psychological and physiological characteristics of students and with a focus on educational results. The materials of the paper are part of a large-scale study within the framework of the "Conception for the development of a system for the prevention of neglect and juvenile delinquency for the period up to 2020", conducted by a team of scientists from 2017 to 2020, whose scientific interests lie in the study of the problem of deviant behavior of minors.

Resumen
La Educación Superior en Cuba se encuentra en un particular proceso de transformación; en efecto, el desarrollo de la sociedad del conocimiento plantea nuevas exigencias a las universidades. Una de ellas es precisamente la inclusión educativa de los jóvenes universitarios, para el logro de las competencias profesionales necesarias en su desempeño. Particularmente aquellos que poseen diagnóstico de tartamudez y que estudian carreras pedagógicas, necesitan de una especial atención por los especialistas del lenguaje (logopeda) de manera que puedan alcanzar la seguridad e independencia que exige el ejercicio de la profesión. El gabinete logopédico es un espacio por excelencia para favorecer la inclusión educativa de los jóvenes universitarios con diagnóstico de tartamudez, sin embargo, existe un limitado nivel de conocimientos por parte de profesores, estudiantes y directivos acerca del rol que desempeña en este sentido. Desde esta perspectiva de análisis el objetivo del artículo está centrado en: Valorar la labor que se realiza desde el gabinete logopédico de la Universidad Central “Marta Abreu” de Las Villas (provincia Villa Clara, Cuba), para favorecer la inclusión educativa de una joven con diagnóstico de tartamudez. En el logro este propósito, se desarrolló una investigación de tipo exploratoria, a través de un estudio de caso, que constituyó la fase inicial de un estudio posterior de mayor profundidad. Como resultado se obtuvo el diagnóstico del estado real de la labor que se realiza desde el gabinete logopédico, en relación a la inclusión educativa de una joven con diagnóstico de tartamudez.

Resumen
La inclusión socioeducativa de las personas con discapacidad como proceso desde diferentes contextos, a partir del aprendizaje y la propuesta de acciones educativas que se centren en el desarrollo de habilidades, es un reto de los sistemas educativos en la actualidad, se necesita la eliminación de barreras para la participación, favoreciendo una vida adulta independiente con calidad. Desde la escuela y con el apoyo de las familias se deben proporcionar los medios adecuados para que los escolares con necesidades educativas especiales adquieran las capacidades sociales y la autonomía personal para interactuar de manera adecuada, para aumentar las probabilidades de éxito de su inclusión. En el presente artículo se realiza una sistematización acerca de la preparación para la vida adulta independiente de escolares con necesidades educativas especiales, como premisa para proponer las acciones didácticas metodológicas que favorezcan su inclusión socioeducativa.
