The objective of this research was to analyze the financial cost incurred by SMEs during the years 2014-2015-2016, reviewing financial indicators and estimating the interest rate on bank loans obtained, and then comparing them with other forms of financing that companies have to obtain resources. Two theories were analyzed on the ways that companies have to obtain financial resources; one theory is about Pecking order that indicates three ways to obtain indebtedness through the profits of the year, bank and shareholder loans; The other theory is called Trade Off,  indicated that financial expenses generate tax savings. The data analysis estimated that the interest rate paid by the company was 18%, relating to what happens with the market, where SMEs obtain loans with rates over 22% and the decisions taken to get money are according to the revised theories. It is concluded that one of the forms of indebtedness is the use of the stock market that offers low interest rates, through the name RED.

The exports of a country represent countless benefits, such as the entry of foreign exchange, creation of employment sources, cost reduction, international participation, among others. For Ecuador, primary exports are the basis of the economy, so we thought it important to carry out an analysis of the 2000- 2017 period based on the Cobb Douglas econometric model. The elasticities of the three main export products of Ecuador indicate that the greatest contribution in elastic expressions in the period taken for the analysis was the banana (second most important item in total exports), which generated approximately one percentage point for each percentage point. wealth increase towards GDP of 0.16%. It was also known that when measuring the returns of scales of the three primary export products taken in this article (crude oil, bananas and shrimp) for the economic growth of Ecuador from the perspective of GDP, this resulted according to the properties of the Cobb Douglas production function, in a declining economy of scales, due to low productivity and innovation, a scenario that is repeated in most Latin American economies, whose export focus is based on commodities.

The development began with a review of the state of the art followed by the application of the life cycle and the technique of cascading goals that ISACA contemplates through its COBIT 5 framework; all this applied together with the principles established in the international standard ISO 38500 (2015), guaranteed that the EAU applies good practices of Government of Information Technology (IT) giving additional value to the processes and establishing guidelines for mitigation of risks. This model allowed the EAU to combine IT objectives with institutional strategic objectives, adding value and meeting the needs of each unit through the administration of resources (IT applications and infrastructure) and the measurement of the performance of IT-related processes. In the end it was evident that the adoption of this Government was highly satisfactory since the results obtained in the short term reflect the optimization and better use of IT resources.
