Resumen
This work describes the main changes in Ecuador in the 2007-2017 period, related to the strengthening of local clusters (CL) and local value chains (CV) analyzing their impact on the country's level of competitiveness. The objective is to relate the institutional reforms with the economic indicators achieved in terms of competitiveness, taking as reference the evolution in the competitive position reached in the global competitiveness index. A descriptive and applied research methodology with a mixed approach has been used, which starts from the theory to arrive at causalities and conclusions about the study phenomenon. The work introduces a theoretical model called, structural economic policy scheme, which is oriented to the promotion of productive development through structural economic policies, as the basis (cause) that generates increases in income and expenditure (effects) in the economy. The results show that the institutional changes affected positive the competitive improvement of 31 positions in the ranking 2013-2014 with respect to the 2007-2008 period. From the 2015-2016 period to the 2017-2018 period, a significant setback of 26 positions can be evidenced, which exposes the vulnerability and dependence of the Ecuadorian productive structure.

Resumen
Due to the scandals of corruption related to the offshore accounts of different people linked to the public and private sphere, which have been discovered in recent years, this research aims to verify the predictive capacity of an alternative methodology to the classification that divides jurisdictions into tax havens or not, that notoriously has not been effective. Specifically, it has been analyzed whether the Financial Secrecy Index (FSI), which is calculated every two years, turns out to be a determinant factor on Foreign Direct Investment (FDI) of positive net inflows. The method with which it has worked has been a multiple linear regression at global level, and from developed and emerging jurisdictions (separately), in the period after the global economic crisis (2011-2015). The main conclusion obtained from the study is that there is a positive and significant relationship between the value of the FSI and the positive net inflows FDI, only on a global scale.

Resumen
Globalization and the dynamism of markets pressure companies to implement different strategies to defend their position. Innovation stands out as a strategic response from companies to adapt to change. This work is guided by the objective of identifying the types of innovation that companies are using as adaptation strategies to the dynamism of the markets. A qualitative approach is used by applying theoretical historical-logical and analytical-synthetic methods for the interpretation of the relevant literature. Twenty scientific publications are used as sources of information covering case studies of exporting companies that have applied organizational practices, from which a type of innovation is associated. In the case of Ecuador, the analysis focuses on three productive sectors, taking as a reference the representativeness of export products. Among the main findings is that companies apply open innovation associated with certification processes that require external reference of good practices, cooperation and information transfer. Finally, it is concluded that the majority of firms employ incremental innovation, followed by open innovation and radical innovation to respond to changes in the environment, improve learning and take advantage of global market opportunities.

The study also makes visible the values of the rates of the control institutions and details the amount to cancel the Ecuadorian Institute of Standardization INEN for Certificate of Recognition, which stands at an average of $ 247.00. The rates that are paid to the ARCSA Health Regulation, Control and Surveillance Agency for foreign products vary from $ 542.12 to $ 2,258.41; AGROCALIDAD Operating Permits and the Register of Fertilizer Products are $ 1048.58 and $ 560.95 respectively.
