Patients with pneumonia due to SARS-CoV-2 may present, among its most frequent complications, an acute respiratory distress syndrome characterized by systemic hyperinflammation due to a syndrome of cytokine release associated with coagulation disorders with pulmonary microthrombosis that can spread to other organs. The presence of hyperferritemia, D-Dimer and Fibrin Degradation. Products are parameters to be taken into account in the follow-up of these patients since they could identify those who would have an unfavorable evolution.

Tackling COVID-19 both in Cuba and abroad and the role of scientists in this arduous battle provide an excellent opportunity to explore the links between science, technology and society from a national and international perspective. What are the consequences of cognitive capitalism in confronting the pandemic? Can it be said that the Cuban scientific system represents an alternative to neoliberal science? What kind of science model can be most effective in dealing with the complex challenges that the pandemic poses to us? What lessons can our scientific policy draw from these experiences?

Introduction. The second decade of the 21st century has been defined by escalating changes in the production, dissemination and communication of information. New forms have been produced for creating and disseminating knowledge, all based on network strengthening, the usage of technologies, globalization, and the development of massive communication systems, with the subsequent exponential growth of information. Objective. To examine the problem of disinformation by analyzing informational situations that occurred during the COVID-19 pandemic. Also, to contribute ideas with respect to the notions of misinformation and disinformation, based on the definition of infodemic used by the Pan-American Health Organization. Methods. This paper results from a descriptive and exploratory study, with a document investigation to determine the state of the art in the topic and to verify the flows of information about COVID-19. Results and conclusions. The worldwide spread of the COVID-19 pandemic showed to what extent populations are exposed to this evil scourge on modern society, in this context treated as an infodemic. The need is evidenced to implement information policies for encouraging scientific, educational and cultural institutions and organizations to work coordinately in search of strategies for creating informational competences.

The article 48 from the called “Texto Único Ordenado” of the Contentious-Administrative Process Law establishes as a cause of nullity of acts and regulations its contradiction with judgments, in order to avoid its compliance. All the elements and requirements, so that this cause of nullity might happen, are analyzed in the paper. And it is argued that such cause of nullity can be successfully alleged in the process of enforcement of judgments and in autonomous processes.

This article addresses the general conceptual framework of administrative oversight and the heterogeneous development that it had at the regulatory level in the Peruvian system until 2016. To address this heterogeneity, this study recounts the legal attention that this activity has received. On the one hand, under the 1979 Constitution, according to which the administrative oversight had to adjust to the prevailing Entrepreneurial State model in that period. On the other, from the 1993 Constitution to the present day, during which the administrative oversight has not only had to be strengthened and specialized, but has demanded an organizational transformation in the Peruvian State, to the point of collecting common provisions for the exercise of this administrative power in Law No. 27444.

This paper analyses a recent judgment from the High Court of Justice regarding the use of automated facial recognition (AFR) at public events by police forces. In particular, the judgment focuses on the questions whether the use of such technique might be contrary to article 8 of the European Convention on Human Rights (right to respect for private and family life), whether this instrument is compatible with the legislation on personal data protection and whether it has a bias towards certain groups of people that might be in conflict with the equality principle. Concerning the first issue, the author reaches the conclusion that the automated facial recognition represents an interference with the claimant´s rights under the ECHR, analyzing its necessity and proportionality. Regarding the second question, the paper states that the AFR uses personal data that are particularly sensitive; nevertheless, its use seems to be in accordance with the law. Finally, the judgment concludes that the existence of an ethnic or gender bias in the use of the AFR cannot be asserted. The Peruvian legislation on these issues is highly considered through the whole study.
