Resumen
In the present work an analysis of the rules on transparency in the BITs and in the most recent investment policies developed by some States is carried out. To do this, we start from a conceptualization of the BITs themselves and, from a comparative perspective, we enter into the study of the theme raised in the continents of America, Europe and Asia.

The need to build a fast ,agile and flexible administrative procedure justifies the need for this study , in the face of one of the most serious current legal problems that are detected in Spanish practice, such as administrative silence or otherwise the lack of response of a silent administration in its procedures with its administered. For the defense of the legal reform of this figure, it has been necessary to propose a joint vision on its origins and the current situation in the legal system, analyzing the impact of the last sentences on the subject. The conclusion reached confirms the thesis that currently the aim of society, is to have an effective, efficient and diligent administration in which administrative silence has no place and all this means finding new methodological proposals such as the one proposed in this study. This would strengthen the procedural guarantees, recover the trust of the administrated, when they are related to the administration, but also allow a more effective application of Administrative Law and a better control of the application of the procedure.

The railway charges, currently set up as fees, do not comply with the provisions of European Union law, which require the railway infrastructure administrator to take decisions on setting the prices to pay for the access to them and that an independent regulatory body reviews these decisions. It is also a model that does not adapt to a modern conception of transport infrastructures as companies that carry out an economic activity. The alternative of a regulated price model or a model of non-taxable public wealth benefits, would make it possible to give more prominence to the railway infrastructure administrator and the independent regulatory body, in line with the Law of the European Union.

This paper proposes the study of a legal concept that has now been revived especially in the contentious-administrative norm of the cassation appeal, called “cassation interest”. From its current analysis in the Procedural Law of this jurisdictional order, it is necessary to extract with a critical spirit the consequences of the design implemented and the effects that it causes from the revolutionary modification that it promotes in this area. It is also intended to study the content of the same concept in the Civil Procedure Act, to determine whether it is analogous or inconsistent with the one formulated in the contentious-administrative order. Finally, we also want to analyze if in the contentious-administrative order a mechanism institutionalized judicial dialogue between the organs a quo and ad quem has been implemented legislatively in the processing of the cassation and, if yes, its scope.

Resumen
Due to the special nature of chess, its interrelation with author`s rights is problematic and uncertain. The present work approaches this question through the analysis of the three most important chess expressions; the game, remarkable positions and moves, and the studies and compositions, and, the possibility of them being covered by the protection offered by author`s rights. In order to do so, an analysis of the inherent requisites of author`s rights was carried out through the study of the applicable legislation and case law and the concurrency of them in the abovementioned chess expressions.

Resumen
Introduction. Correct administration of Human Resources is a very important aspect of the service industry. Its importance lies in selecting the right number of the right people, the right place and the right time. Currently, one of the biggest failures of these organizations is not considering their employees as key in the development and success of the organization. As it is they who reflect the values, quality and service of the organization, which is why it is essential to know what they think about their work. Objective. To analyze the perception of the workplace environment within a Banking Institution in order to generate alternatives, and ultimately a proposal for improvement. Methodology. This research was descriptive in nature. A measuring instrument adapted from the Litwin & Stringer model Q12, and a job evaluation instrument based on satisfaction factors were used. This provided quantitative and qualitative information for accurate interpretation of the study. In total, 44 employees participated in the study. They work for 3 existing branches in the city, and work in different areas of the institution. Results. 62.50% of the employees have an extremely positive perception of their relationship with their immediate boss; 87.50% of respondents feel comfortable working within the organization; 35.00% of respondents agree with the benefits they receive; 22.00% with the interpersonal relationships that exist; 43.00% mention that the workplace generates a good work environment, and 87.50% mention that their work is of the utmost importance within the institution, which shows the satisfaction of the employees in the organization. Conclusion. In agreement with the collaborators’ perceptions about work relations and job satisfaction, the workplace environment is considered optimal.

Resumen
Introduction. The organizational climate determines work behavior. It is also a key factor for good performance, increased job satisfaction and motivation at work. This then has a favorable impact on efficacy, efficiency and productivity. Objective. The purpose of this research was the design and validation of an organizational climate assessment instrument. Methodology. Mixed study. In the first stage an instrument called “Organizational Climate Assessment Questionnaire” (OCAQ) was designed. The instrument included 40 items in its 10 evaluation dimensions: unity, support, participation, autonomy, planning, tension, precision, supervision, creativity and innovation, and development. In the second stage, it was statistically validated using the test/retest methodology. Results. The OCAQ instrument was validated in a sample of 22 workers from the Women’s Hospital in Mexico City. To determine the reliability of the instrument, the Cronbach Alpha Coefficient was resolved. In its first application, a coefficient of 0.969 was obtained and in its second application made five days later, a value of 0.960 was obtained. For an analysis of the consistency of scores obtained over time, Pearson’s correlation coefficient was used. This showed a considerable positive test/retest correlation with a value of 0.8864. Conclusions. The OCAQ instrument showed adequate reliability and temporary stability, so it can be implemented optimally in the institution.
