Resumen
The Francophile tradition in Latin American urban planning evolved in the sixties and seventies. In France, the State created not only new public but also parapublic organisms in charge of developing urban analysis and planning. One of the most important, which oversaw the Paris region, also developed many missions in Latin America. The study of the first missions in Argentina, Brazil, and Bolivia shows that they were at the conjunction of two movements: the policy of soft power and economic expansion of the French government and the new “developmentalist” economic planning policies of the Latin American governments.

Resumen
This article deals with cooperation and friendship agreements as a mechanism for learning, exchange and mobility of urban planning models between cities of North and global South. It analyzes the relations maintained by Medellín and Barcelona during the last two decades. First, the article traces the different forms of cooperation and solidarity between these cities, with their main milestones, agendas and actors involved. Second, identify the learning process in each city, emphasizing the features of the Barcelona model present in the recent transformation of Medellin. The paper reveals how those cooperation relations have contributed to the Medellín recognition as an urban reference in the international arena and at the same time to redefine the circulation flows of urban policies.

Resumen
In this article I analyze the circulation of experts and the creation and discussion of reconstruction projects after the 1944 San Juan earthquake and the 1947 fire in Tumaco. Furthermore, I observe the work developed as it has an effect in the professional’s involvement and the politician’s participation in planning processes. The comparison allows an exploration of the convergences and divergences originated by similar events but developed by actors with different trajectories and objectives. This paper uses urbanism journals and personal correspondence. It shows the circulation of professionals, the development and use of project divulgation mechanisms, and the use of reconstruction proposals for the attainment and consolidation of political objectives.

Resumen
The renewed interest in the life and ideas of Fray Servando Teresa de Mier originates this article. The study tries to analyze the relationship between his religious convictions based on the Dominican tradition, and his ideas concerning political independence, liberalism and republicanism detectable in his Memoirs. Particular focus is laid on the psychological function of a very efficient rhetoric in Fray Servando’s text and the importance of closed spaces in the process of its writing.

Resumen
The present study analyzes conceptual and aesthetic consequences of the notion of “precarious life” (Butler, 2004) in terms of a post-anthropocentric reorganization of sensibility. It does so from two fundamental vectors: the reorganization of temporalities and the post-anthropocentric impulse that, as it is argued here, are contained in the concept of precarity. The essay focuses on the film La mujer de los perros (2015), by Laura Citarella and Verónica Llinás, that revolves around a human-animal community as a motif from which the precarious condition is explored as a terrain of disputes and reappropriations. In this exploration, the tension between “human” and “living” emerges as a decisive point of reflection on the precarious condition.

This text highlights the characteristics of the panegyric rhetoric and its use in the writing of the civil and religious chronicles of the conquest of Mexico in the sixteenth century, in order to illuminate some of its repercussions in the historical evaluation of the facts lived and in the interpretations of the indigenous past.
