Resumen
Tele-education is a flexible remote teaching-learning modality, based on ICTs where the participants have elasticity in how, when and where to carry out the training action. It takes the same goals as its traditional equivalent and achieves the same teaching objective, learning achievement and professional competences so is considered the continuation of education. On the edge of COVID-19, Peru established a strict state of sanitary emergency and quarantine with strong regulations. In Education sector, lessons were suspended and the school year and educational facilities were closed. However, society showed the fracture of civility. Failure to comply with government regulations, misconduct in collective coexistence, health ignorance, social inequality, informality, crowds in markets, banks and public transport and homes with large families cause the multiplication of contagion. In this area, tele-education also implies the commitment of the educational process actors, students and teachers with appropriate environments and access to media, educational facilities with digital resources, capacities to analyze resources as well as thinking based on texts, images, audios and videos. Therefore, tele-education is shown as an effective and quality form of education to teach, protect and keep health, and it is shown as a valid and reliable way for education in times of COVID-19, thus maintaining educational services and continuing the development of individuals that contribute to the well-being and prosperity and the integral development of the person in society

Resumen
Based on the need to make accurate decisions in the face of the COVID-19 pandemic in Peru, pandemic in Peru, specifically for the recovery of the tourism sector. For this purpose, a characterization of the behavior of the pandemic was carried out in the first three months of its development, based on the analysis of trends and the determination of the effective reproduction number (Rt) from statistical-mathematical methods. A variant of the SIR mathematical model was applied to forecast the possible evolution of the pandemic. This model was adjusted with the GlobalSearch optimization strategy of the MATLAB software. His solution used the MATLAB function ode23tb, which uses a combined Runge-Kutta algorithm with a trapezoidal rule algorithm. With the application of the Kaizen strategy as a means of continuous improvement, a set of actions were proposed that could be carried out today and that would allow the recovery of the tourism sector to be faced in a better situation. The behavior of the Rt and the simulation carried out showed that the mitigation measures established are insufficient to substantially reduce the impact of the pandemic, predicting that, by the end of 2020, the number of infected could reach the figure of 840 thousand and the deaths would exceed the 44 thousand.

As war correspondents, investigators face the challenge of reporting on a daily basis the confrontation with SARS-CoV-2, a virus that has put public health and the socio-economic structure of virtually all countries at collapse edge. Basic rules of hygiene and the social isolation are valuable weapons in the strategic plan of this battle. However, to limit the spread of the virus and manage the disease it produces (COVID-19), it is tactical to understand the dual role of the immune response in infected individuals. On the one hand, the molecular and cellular actors of the immune system are, without a doubt, determining factors in the control of infection and viral replication; on the other hand, its contribution to COVID-19 severity and mortality has also been evidenced. Consequently, the design and implementation of immunotherapy strategies to manipulate the immune system, as well as the identification of immunological biomarkers with prognostic value, are a priority in the prevention and management of this disease. The accumulated experience and also the opportunities offered by genetic engineering in the design of vaccination platforms and other biological therapies, are determining factors. However, the stages and time frames that regularly require the development of these products are not compatible with the rapid control of this pandemic. What risks do we face when a pandemic forces us to modify the development strategy of a therapeutic weapon? This paper addresses the relevance of immunotherapy against SARS-CoV-2 and the challenges of its development in the middle of this war.

The theory of electronality as it has been linked to autism, establishes that this stage of our communicational history, where the use of the electronic word prevails through technologies born from cybernetics and the internet, offers tools that not only favor greater fluidity for an autistic type of mind but benefit the general population. In these times of quarantine as a result of the COVID-19, it has been necessary to promote a greater use of tools and applications that favor remote communication, an use for which we have noticed that autistic people seem to be better prepared due to the forms of processing. This leads to thinking about the relationships between the autistic mind and the new information technologies. This article will show the relationships between the autistic mind and the configuration of current communication models focused more on connectivity than dialogue. It also proposes a reflection on what the autistic mind teaches us about new ways of interacting.

Resumen
As of the second half of 2020, the total number of financial debtors (individuals) by type of credit (consumer and mortgage) amounted to 7,310,779. There are millions of families with financial difficulties to honor their commitments with lenders (banks, savings banks, finance companies, edpymes, etc.) as a result of the coronavirus. In the current scenario of exceptional health, economic and financial crisis, a debt reduction or reduction can avoid the non-payment of said debts and the bankruptcy of families. The main objective of this research work is to demonstrate that the entities of the Peruvian financial system have a solid financial solvency, to release part of the debt to their borrowers without compromising their stability. Two conclusions of the study: a) the impact of the removal of part of the debts receivable is minimal in the total income of financial institutions, and b) the solutions proposed by Congress and banks (reschedule, refinance or freeze debts) do not solve the underlying problem, but on the contrary, debts will become unpayable with the accumulation of interest.

At the end of 2019 a Coronavirus Disease 19 (COVID-19) pandemic starts in Asia. This disease arrives in Peru in March 202 affecting mainly adults but also children. The current available information indicates that children are as susceptible as adults to get this disease, generally from another household member, being asymptomatic in most cases but maintaining the capability of transmitting the virus to other persons. Adults, on the other side, acquire the disease from the community and have more severe symptoms. In this article we review the epidemiological and clinical characteristics of the disease and its treatment in patients under 18 years of age.

This article first describes the events that occurred since the world was informed about the pandemic caused by COVID-19, and later how it spread throughout the world, reaching Peru with all the implications that the crisis has meant health care in our country will subsequently analyze the impacts on employment and companies, the stimuli and the measures taken by the government to mitigate the crisis caused by the pandemic.

Since the state of alarm was declared in Madrid, it has been possible to observe how the central part of Spain has been shaken by an unprecedented social crisis, which isincreasing as the months are passing. Institutions have not done enough to avoid the so-called "hunger queues", lines of people in front of residents` associations waiting for food provided by the neighbours to survive. This has been the spitting image of a city that without the development of such networks and solidarity pantries would not have survived.

Resumen
La presente investigación tuvo como objetivo determinar jurídicamente que el denominado triángulo terrestre no puede ser objeto de una controversia como sostiene Chile de manera sistemática pues el referido espacio terrestre se encuentra inobjetablemente dentro de la soberanía del Perú, conforme el Tratado de Lima de 1929. Con lo anterior, la pretensión chilena de forzar de que dicha controversia existe, no tiene amparo en el derecho internacional pues en la doctrina y en la jurisprudencia internacionales es abrumadora la posición de que no porque una parte la sostenga deba aceptarse que existe. Con lo anterior, tampoco es viable sostener que un arbitraje podría ser un mecanismo para cerrar una brecha que Chile busca crear. Ello resultará sumamente riesgoso en la medida de que, no obstante el arbitraje estar contemplado en el propio Tratado de Lima de 1929, la actuación del árbitro que es el presidente de los Estados Unidos de América, podría volver al laudo más político que jurídico.

Resumen
Objetivo determinar relación entre la regulación ambiental y la quema de caña de azúcar del distrito de la Huaca, Piura. El presente artículo refleja el desarrollo de una investigación de tipo no experimental y correlacional y está enmarcada en el enfoque mixto. La muestra fue de tipo probabilística que comprende 333 ciudadanos del distrito de La Huaca, Piura. Se utilizó la encuesta para recoger información relevante de los pobladores de La Huaca, así como también se utilizó la recolección de datos mediante el cuestionario y la entrevista a profundidad a 28 expertos en evaluación ambiental respecto de las variables materia de la investigación. Asimismo, para la confiabilidad del instrumento se utilizó el coeficiente de Alfa de Cronbach que salió con alto valor de confiabilidad para las variables de estudio. Los resultados arrojaron que existe relación entre la regulación ambiental y la quema de caña de azúcar del distrito de la Huaca, Piura, teniendo un coeficiente inverso de (r= -, 207) afirmando que la regulación ambiental se relaciona significativamente con la quema de caña de azúcar del distrito de la Huaca, Piura, interpretándose como: A mayor regulación ambiental, entonces menor quema de caña de azúcar. Finalmente, se debe señalar que el término “regulación ambiental” no guarda identidad absoluta a “normas legales”, pues es enmarcado en los preceptos de Análisis de Impacto Regulatorio (AIR) el cual propone que la promulgación de normas no es la única manera de regular, pues las autoridades deben tener a su disposición un abanico de alternativas para hacer cambiar la conducta a sujetos regulados y orientarlos a fines públicos relevantes.
