Resumen
O objetivo do presente artigo é analisar como a inclusão digital pode ser eficiente para permitir a fruição dos serviços públicos prestados pela Administração Pública Brasileira, em especial daqueles voltados à execução da Seguridade Social. Para tanto, partiu-se da hipótese de que a inclusão digital é necessária e capaz de permitir, de forma mais eficiente e, também, efetiva, que os serviços sejam usufruídos de modo mais acessível e facilitado por quem deles necessita. A partir do método hipotético-dedutivo, por meio da revisão bibliográfica da doutrina e de dados estatísticos, foram apresentadas algumas modalidades de proteção do cidadão dos riscos sociais promovidas, em especial, durante a pandemia do COVID-19. Depois, o estudo analisou a ideia de eficiência do serviço público a partir da ótica das novas tecnologias de informação. Por fim, foram levantados argumentos que demonstram a necessidade da promoção da inclusão digital para a plena participação da vida em sociedade, inclusive com a fruição dos serviços públicos prestados.

Este artículo tiene por finalidad explicar las razones por las cuales la potestad normativa del Estado prolifera en el estado de excepción, dado que se ha expedido una cantidad normas que se supone que se han dirigido eficazmente a conjurar o evitar la extinción de los efectos de la situación sobreviniente o extraordinaria, como lo es, el covid-19. Poniendo de presente que no se ha podido enfrentar solamente con potestades normativas en uso de las atribuciones ordinarias, sino que también ha sido necesario el ejercicio de potestades normativas en uso de atribuciones extraordinarias, con la declaratoria de estado de excepción.

Advertising text and image in late nineteenth and early twentieth-century Spanish American magazines

This article focuses on text and image found in advertisements in Spanish American literary magazines during the late nineteenth and early twentieth centuries. Advertising as a means of financing such publications filled numerous pages promoting a wide range of products that reflected technological innovations and the customs, behaviour, and literary and social fashions of the period. It was aimed at those social classes that enjoyed considerable purchasing power, these being the main consumers of such magazines. Special attention was paid to women of a certain intellectual attainment who played a key role in the family. Single and married women from the aristocracy and the bourgeoisie were the targets both of these magazines’ literary content –short stories, brief narratives and poems– and of many of the products advertised –beauty creams, fashion magazines, romantic novels, jewellery, cookery and sewing books, pianolas, pianos, etc.– that were presented as entertainment, ways of improving a woman’s appearance, or completing her upbringing as an accomplished lady, model spouse, perfect housewife and teacher of her children. The advertisements used a range of typefaces and eye-catching slogans, as well as photographs and drawings to illustrate the products promoted in order to have the maximum impact on the consumer in a society open to modernity and change.

A bibliographical description is given of the edition of De octo partium orationis constructione libellus that Étienne Dolet printed in his Lyon press in 1541. It is a rare edition seldom recorded in major reference catalogues. In addition, we analyse the two surviving copies (held in Lisbon and Santiago de Compostela).

Resumen
Studies of Seville bookbinders from the second half of the 19th century are very scarce, only a few biographical notes having been published. The most important saga of a bindery is very possibly that of the Márquez family, the most important members of which were Luis Márquez y Echeandía and his father Antonio Márquez y Ramírez. Our work focuses on providing a fuller biography of three generations of this family of bookbinders, especially of Luis, identifying its workshops, categorizing his material and his decorative techniques, categorizing his signatures, and identifying the decorative tools he used as well as the location of his bindery. A comparing is also made of the tools used in bindings mainly found in the Casa Velázquez Library with those used in the workshop of the modern Seville bookbinder, Sebastián Rodríguez Vázquez, where they are currently to be found.

Resumen
The number of incunables recorded internationally is high, with more than 30,500 editions to be found in union catalogues. However, newly discovered incunables are not always incorporated into these catalogues, either because discoveries are not publicized or because the discoveries are shared only among specialists in fields other than bibliography. The latter is the case with the Ordenanzas de la Villa de Cuéllar y su Tierra, an incunable that was well known locally because it regulated life in the Cuéllar region in the fifteenth century, but has escaped the attention of bibliographers. In this article, I analyse the reasons for this and identify this incunable printed in Juan de Burgos’s office in Valladolid.

Resumen
In 1766 the Council of Castile ordered the inspector of presses Juan Curiel to prepare a report on calendars. In order to do this, he instructed his deputies to examine the provision and distribution of these items in their respective provinces. An analysis of their responses shows how effective this system of delegating to deputies was in providing information, while the reports themselves cast light on the trade in, and distribution of, such printed matter.

Resumen
Central American integration represents an opportunity for the harmonization of public procurement laws of each country in a single standard, typical of Community Law, in order to homogenize the contractual principles, organic structures, procedures, procedures and clauses of public contracts in favor of the conclusion of tenders and contracts of a regional nature, with the joint vision of building works, managing services and acquiring goods of common use, which can satisfy general interests in favor of the sustainable development of the Central American region.
