Resumen
The objective of this research is to propose an associative model of the Las Rocas Collection Center of the Multitud parish, Alausí Canton, Chimborazo Province, with the purpose of explaining to what extent the direct actors (partners, community members) assimilate the model. The problem that originates this research is the organizational ignorance, lack of a structure that allows the socioeconomic development of the sector based on entrepreneurship, the method is based on a bibliographic, field, exploratory and descriptive research operationalizing the two defined variables that are the associativity and the market. The result of this research is a model that represents the operation of this community company, in association with the production chain with the elements that make it up, proposing alternatives to generate greater cooperation and direct sale of the final product to the final consumer or the industry.

Diversity of thoughts related to theoretical knowledge and economic political practices; discoveries in the field of economic analysis; the intervention of new technologies; statistics; and, new techniques for monitoring economies, have not succeeded in removing discrepancies; there are now major market failures. The rulers in Ecuador, were and are chosen by sympathy, most voters do not analyze the plan of government that each voter must submit during their candidacy and the beginning of the first year of management. On the other hand, the continuous change of ideologies, initiating when the state should not intervene in the market assuming that things would improve on their own (Neoliberal politics); and then, when the state decides to intervene in the market, creating an artificial economy (neo-Keynesian politics). This study was based on documentary-based analytical research, using inductive, analytical and synthesis research methods. Concluding that there is no defined policy in Ecuador, which we would say applies to it as appropriate as the nominated authorities.

Resumen
The objective of this article is to develop a literature review, highlighting the report of the selected authors on their perspective in strategic direction, to improve organizational development. The methodology is qualitative, bibliographic type. Initially you can select scientific articles, search databases such as: Redalyc, Jstor, Emerald Insight and Scielo, to proceed later with the analysis, treatment and synthesis of information. The most important conclusion is that, strategic direction contributes to organizational development, establish objectives and strategies within an organization; where senior management is responsible for making assertive decisions for the fulfillment of their goals, contributing to organizational growth. If the results are neglected, having a strategic direction that structurally implements a strategic plan in any type of organization will promote companies that are at the forefront of constant changes in the environment in which it will be developed.

Resumen
There are more than 1000 million people with disabilities out of a total of approximately 7500 million, which represents around 15 % of the total world population. This research work analyzes the Joaquín Gallegos Lara program that seeks to improve the quality of life of people with special abilities. A descriptive research was carried out, based on a sample of 140 people obtained from the Ministry of Economic and Social Inclusion that seeks to explain the characteristics of people with disabilities who receive the voucher. The referential framework was obtained from bibliographic sources and from the information the characteristics of the people who receive the Joaquín Gallegos voucher were generalized, the quality of life of people who have a high percentage of disability living in the urban area of reference.

Resumen
The purpose of the study is to highlight the main changes that occurred in the Ecuadorian public administration and how they influenced the control system exercised by the Supreme Audit Institution in the period 1977-2017. Analytical and deductive methods were used to verify the adaptability of the control system to the referred historical moments. It describes the models of internal and external control in a period of transition from the Organic Law of Financial Administration and Control to the Organic Law of the General Comptroller of the State. A necessary comparison is made between the results of the changes generated in the period, with the proposal for the creation of the Court of Accounts in Ecuador, which is driving a transformation of the government control system, which responds to the evolution constant of public administration. The results allow to conclude that, although there is a positive evolution in the normative and methodological aspects, the system requires additional improvement strategies, such as the promotion of institutional risk management, the technical strengthening of the staff of the Supreme Audit Institution, and the impulse to the creation of the Court of Accounts.

The objective of this research is to determine and describe the financing of micro and small companies in the recreational center of the city of Sullana based on the owners’ lack of knowledge of the sources and facilities to access financing. Being descriptive, with a quantitative cross-sectional approach, the non-experimental type. In conclusion, due to the climatic factors that occur in the northern region of Peru, such as the El Niño phenomenon, entrepreneurs are reluctant to assume risks inherent in long-term financing, due to the experiences of previous periods and in which Their income was significantly affected since this phenomenon occurs between the months of October and April, a period in which, since it is summer in the region, there is a greater demand for the service offered. Due to this, the cash flows would be affected, which would raise the financial cost in the event of non-compliance with the payment schedules in the event that a credit is accessed by a bank or savings bank in the long term.

Resumen
This article intends to contextualize from a theoretical perspective, the application of the Multilevel Governance framework as a methodology for multidimensional analysis of the process of generating public policies. A theoretical panorama is presented, through the analysis of the concept of Governance and its relations with the concepts of government, governance and state capacity. The methodology used is documentary and descriptive, because it has identified elements and mutual relations in the terms Governance and Multilevel Governance, as well as the execution of public policy in the ‘House for All Mission’ Program, aimed at reduction of the housing deficit, which is being implemented in Ecuador with the theoretical dimensions of Multilevel Governance. As a result, the relational and deployment vision of Multilevel Governance is presented within the execution of the government policy in the aforementioned Program from its formulation to the present date of execution.

Resumen
The objective of this study is to identify and analyze the potential market, operational and competitive risks faced by the startups in times of crisis. Comprehensive management of risk in entrepreneurship, today, is a priority for entrepreneurs who have the need to achieve independence and economic stability. The research was of a non experimental descriptive type with a qualitative approach through the application of an interview structure of 24 questions addressed to 15 managers and / or business owners considered as undertakings in the city of Quito, without discriminating gender or type of business. The results obtained from the interview served as the basis for developing a risk matrix to generate valid recommendations on how to mitigate the risks that may arise when developing new startups in times of crisis.

Resumen
At present, a new economic model called the circular economy has been generated whose objective is to reduce the production and consumption of materials and energy through renewable cycles. This model can be applied within microenterprises, however, its implementation generates challenges that often cannot be easily overcome, which causes microentrepreneurs to decide between applying a model that supports the environment or perpetuating the model linear (more accessible) to survive in the market. Therefore, the objective of this work is to analyze the challenges and opportunities of the implementation of the circular economy in micro-enterprises. For this, a documentary review was carried out to validate the phenomenon under study. The results show that the circular economy has generated important economic benefits in Europe but is wasted in underdeveloped countries mainly due to structural problems in the region. It is concluded that the circular economy provides great opportunities for micro-enterprises but also represents great challenges that businesses have to face for its implementation.

Resumen
This article aims to solve the problem of optimization of logistics costs of the Liquefied Petroleum Gas (LPG) distribution tanks in the province of Azuay, Ecuador. Hypothesis is that distributors have similar business structures and basic cost structures, so they have a margin of optimization and application of the model is adequate. Collection of information from primary source has been carried out, and later an integer programming model applied to the analyzed sector has been proposed, to respond to the optimization problem. For the resolution, the Visual Basic tools in Excel have been used, which allows to present a summary table with quantities and the optimized costs, as well as the savings value for the businesses. Among the main conclusions, an optimization of logistics costs of approximately 40% on average for the analyzed sector has been determined.
