The enviromental educational praxis in the Normal School No. 1 of Toluca is developed from different strategies according to the academic and management requirements.  In academic ubiquity, it is intended to address the contents sequentially, gradually and in depth, under the linear premise of the teaching-research binomial, therfore, the investigative perspective of environmental education for this study permeates in integrating elements “in situ” from and for an immersive training of the teacher and the normalist community. The approach to the community in the institution is derived from the analysis of results of non participan observation, where it was determined that the first actions should be aimed at rasing awareness in the school community: directors, teachers, students, and administrative staff.  In this sense, two actions were implemented, which were: an indigenous ceremony (teachers and students)  and a Earth Charter experiential workshop with a focus on the worldview of indegenious peoples (teachers), both within the frameword of the celebration of International Mother Earth Day. The immersive training of the teacher and in the community, is linked from the different actions of the habitus (outside and inside the institution), the axis of critical theory and the registration from educational research under the careful and systemic integration of information. The present research is qualitative, in which a survey technique was applied with a question quide instrument to 374 partipants (directors, teachers, students and admistrators) in order to identify their knowledge, their interest in participating in actions from the institution for the benefit of the environment and the school community. The conclusions are derived from the processes and results compiled from the research developed regarding the perspective and prospective of environmental education in the Normal School No. 1 of Toluca as an agent of change, it is also important to continue with actions and lines that contribute to reduce the current environmental detriment.

En el contexto de las políticas públicas y  los cambios en el marco legal, en relación con la ampliación de la educación obligatoria, en este artículo, con base en una investigación conccluida, se analiza el surgimiento y desarrollo de los telebachilleratos comunitarios (TBC), modalidad de la educación media superior del sistema educativo mexicano, haciendo especial énfasis en el carácter comunitario. Las preguntas de investigación son ¿Qué implicaciones tiene el carácter comunitario de los TBC para los agentes educativos? ¿Cómo participan los habitantes de las comunidades, en su creación y sostenimiento? ¿Cómo se impulsa, desde las prácticas docentes, el desarrollo de proyectos comunitarios?. El objetivo es analizar las implicaciones del carácter comunitario de los TBC para los habitantes de las comunidades y para los docentes, en cuanto al desarrollo de proyectos de desarrollo comunitario desde el enfoque de la gobernanza. El alcance del análisis son las implicaciones que tiene en los planos formal y real el carácter comunitario de los TBC. El propósito es reconocer la participación de los habitantes y de los profesores como posibilidades de contribuir a la relación escuela comunidad. El posicionamiento teórico-metodológico se sitúa en las políticas de gobernanza y en los principios de la investigación acción participativa. En los resultados se caracterizan distintas formas de participación de los habitantes de la comunidad en la creación y funcionamiento de los TBC; se presenta una tipología de las prácticas docentes que incluye desde la creación de proyectos que no trascienden la venta de productos alimenticios, hasta la incidencia en la preservación del patrimonio cultural de las comunidades. Se concluye sobre la necesaria corresponsabilidad de los agentes en la ampliación de las oportunidades educativas como una vía para incidir en el desarrollo de las comunidades.

This article is based on an investigation that inquires how the Argentine newspapers Clarín and La Nación enunciate in their official Facebook accounts, what kind of bond they propose there to their readers-users-followers, and how this has been transformed over the years. From the mid-20th century until the early 1990s, the general information press experienced a period of considerable stability that was interrupted by the development of the WWW. After the forced landing of their online versions, and almost without interruption, we have witnessed the transitions that these media have had to face to adapt and contain a reading public that currently focuses its attention on a variety of media platforms. Situated within this framework, the period between January 1, 2016 and December 31, 2017 is addressed here, in terms of both the number, type and frequency of posts according to time slot, as well as the configurations of the text of the post in relation to the title of the link to the news -frequently published on the media’s website. All the findings presented are the product of an interdisciplinary study that combines socio-semiotic analysis with the use of computational tools and methods that allow the collection, processing and visualization of a massive amount of data and metadata from the platform in question.

In the wake of the global pandemic, electoral campaigns have turned much more to the digital world and have become the focus of media and social media attention. In this context, the candidates for the 2021 presidential elections in Ecuador have proposed to turn the traditional and monotonous electoral contests through the digital world. The objective of this research is to analyze and rank the different political communication strategies on Twitter of the presidential candidates that had the greatest influence and prominence in the first electoral campaign within the period between December 31 and February 4. For the study, the candidates of the two main political parties were selected: on the one hand, the leader of the opposition, Guillermo Lasso. On the other, the heir to the legacy of Correismo, Andrés Arauz. From a content analysis methodology with a quantitative, qualitative, and discursive  approach, what was done was to study the political communication strategies on Twitter. It was based mainly on a study of the social network of the candidates, their level of interaction and time of the publications. Finally, the central axes of the tweets issued, and the discursive line of their publications were identified to investigate their possible target audience and what they were trying to communicate to active users on social networks.

The study records the results of the critical analysis of Guillermo Lasso’s political discourse from May to December 2021, and  during June 2022, in the context of the protests that lasted 18 days. After almost 21 hours of material viewed and through a comparison between both time periods, the research finds that the population group that is mentioned as an ally of the  government in the first period, becomes an internal enemy of the government during the second period. On the one hand, this quantitative-qualitative research collects data on the duration of the speeches, places of broadcast, themes and recurring actors and their respective times of approach. On the other hand, the comparison between timelines and the finding of similarities and differences between discourses make it possible to find the total change in the conception that the government had/has about the indigenous population in Ecuador. This work puts into practice the approaches of Gunther Dietz and Laura Mateos on the inclusion of multicultural discourse in political discourse as a form of alliance with historically excluded populations, which does not rule out the possibility of excluding them again from the same discourse.

The work develops the phenomenon of mediocracy through the Intermedia Agenda of the most representative graphic media of the Autonomous City of Buenos Aires (Clarín, La Nación, Página/12, Crónica and Diario Popular).The objective of the study is to analyze the relationship between the ruling elite and the media for the imposition of themes through the front pages of newspapers during the first period of the pandemic, considering the reading contract relevant to each newspaper. The importance of the topic and its justification are based on the opportunity to analyze the relationship between two members of Political Communication - the media and the ruling elite - through the Media Agenda in times of health crisis. The research has its center of gravity in the Agenda Setting Theory, starting from what to think - First Level of Agenda Setting - through the media agenda of the graphic media. What stands out is the coincidence of interests between political power and the media as actors of Political Communication to present an issueto be debated in society, as long as it is a threat to the system. In this way, the effects of the Media Agenda on citizenship emphasize the situation when an event is directly experienced (obstrusive issues).The relationship between the ruling Elites and the media that are shown are not only presented as generators of consensus, but also as legitimizers of political actions.

The pandemic accelerated changes in campaigns and electoral processes, along with the predominance of the digital system which manifested the need to transform territorial strategies. Carrying the message together with new values and ways of living, in addition to understanding the public to disenchanted voters, became the main challenge in front of the prevailing need for social distancing. Change is present as a priority in the way of doing politics, in the assessment of rulers and, above all, in the way of handling what is public service. This is why it is necessary to pay more attention to the transition processes and to the first 100 days of government administration. A new leadership exercise is urgently needed, one that will show policies, actions and management, one which may solve the main citizens’problems and which may convey the vision of how a country could be transformed.

Based on a random qualitative exploration of journalistic content, this paper reviews essential narrative axes that connected the image and health crisis from the agenda setting and from social networks, in the public sphere, during the first year of the covid pandemic. -19 in Ecuador.The delimitation of the context in which this process unfolded, and the critical reading of the underlying hegemonic approach in the published information and opinion, have the objective of identifying the communication keys that positioned a collective perception of global crisis, and that even, could have affected the electoral situation of 2021. This research concludes by reflecting on the links that intertwined two specific crises, in a perfect storm.

From a brief diachronic overview of the evolution of political science and its relationship with citizenship, the social rituals that shape the political actions that exist today are established, including elections and administration transitions. In the specific case, the process of change of administration in Bolivia in 2019 and the US elections of 2020 are analyzed, in order to exemplify how political  communication is emotional both in the election and in the construction of the institutional image of the new administration.
