Resumen
MoviTel is a mobile radio communications company providing voice, data and video services in different formats and speeds to business sector customers in Cuba. The current global and national political and economic scenario implies that access to spare parts, supplier support and new technologies are seriously affected. This and other causes that are addressed in the paper make the Company unable to respond the growing requirements of customers generating an unsatisfied demand for the services it provides. The objective of the article is to show the design process of MoviTel Technological Strategy to 2026, from a prospective approach, based on the use of scientific methods, to solve the situation that arises. Among the methods used the Scenarios Method stand out.

Resumen
The Belt and Road is an important manifestation of global economic integration, which brings both new challenges and new opportunities to the tourism economy in rural areas. With the continuous advancement of the Belt and Road, the tourism market is undergoing earth-shaking changes, so it is necessary to seize the opportunity brought by the Belt and Road and make rural tourism bigger and better. Rural tourism is an important part of the tourism market, which can not only greatly promote the rapid growth of tourism economy, but also benefit the development of rural economy. It is one of the effective measures for the country to revitalize rural economy. The article shows the importance of China's rural tourism economy in the context of the Belt and Road initiative. The factors to be taken into account in the integrated development strategy of the rural tourism economy are presented.

Resumen
The article highlights the comparative advantages of Shanghai, to lead the high-quality development of the "Belt and Road", based on its geographical location and the development achieved as China's largest economic center and commercial port. It describes how Shanghai leads the high-quality role positioning of "One Belt One Road": as a logistics and transportation hub; center for economic, commercial and industrial cooperation; RMB investment and financing platform and internationalization; center for cooperation in technological innovation and as a base for cultural exchange of the "Strip and Route". Shanghai's actions should be aimed at holding the Import Expo at a high level; build Shanghai Free Trade Zone and Lingang New Area with high standards; and, create a high-level strategic link between the national and international dual cycles.

Resumen
Innovation-oriented government management is an alternative that leads to sustainable development and prosperity, depending on the political, economic, social and cultural system, as well as the management approach. Governance, policies, and legal norms, programs and plans, strategies, culture and management mechanisms also contribute decisively to the sustainable and prosperous development of nations. This article deepens these aspects with the proposal of the Government Management Model oriented to innovation. As a consequence of a process of analysis, synthesis and experimentation, the conceptual and methodological bases of the model are presented, which includes the scope, principles and components oriented to the conduction of the vision of the nation. Also, the types of innovation, the management cycles, and the evaluation system for the implementation of the model are shown with a Balanced Scorecard.

Resumen
In the Cuban agricultural sector, both in the conventional agricultural model and in the current agricultural model aimed at sustainability on agroecological bases, the management of technology and innovation assumes the incorporation of scientific-technical results as a basic component to guarantee safety the country's food and sustainable development. This article aims to assess the relevant aspects related to the introduction of mechanized rice transplantation technology with a self-propelled transplanter to guarantee the production of seeds of new rice cultivars developed by the Los Palacios Base Scientific and Technological Unit, belonging to the Institute National of Agricultural Sciences. To develop the research, different theoretical, empirical and statistical methods were used, as well as various techniques and tools acquired in the Diploma in Business Management and Direction at the University of Pinar del Río.

Resumen
One of the most complex issues of climate change is adaptation, because it is about adopting measures that produce adjustments in human or natural systems, in response to projected or real climate stimuli; measures that, in addition, must be useful from their implementation and that respond to climate conditions that do not yet exist. These measures must be foreseen for short, medium and long terms, for various possible climatic futures. This article reflects on adaptation deadlines and their relationship to strategic planning. It is concluded that, for adaptation to climate change, it is essential to take into account the specific local impacts that may occur under the different climate change scenarios, in order to carry out strategic planning of alternative development scenarios. Decisions on adaptation should be supported by climate monitoring systems, to verify which of the projected climate scenarios are the most likely.

The fourth volume and second number of the 2020 Cuban Journal of Public and Business Administration includes original articles, review articles and case studies, highlighting the approaches and experiences in public and business management. The first article shows the improvement of the university environment of the infrastructure and the identity manual of the Higher School of State and Government Cadres, created since 2011 for the preparation of cadres as a strategic and decisive activity. The second article reflects the actions and impacts of the postgraduate course at the Center for Public Administration of the University of Havana, which is part of the network of institutions in the country that prepare cadres and specialists.

In the strategic objectives defined by the Ministry of Higher Education (MES), the role of internationalization is intrinsically recognized. Its transversal nature in the universe of processes that are currently managed in universities, show a high priority in the attention of managers and decision-makers. Having an accurate characterization of their condition constitutes a highly valuable tool on the path of reversing the dissatisfactions that persist with the level of success achieved to date. This article provides, from the experience of the Universidad de Oriente, the methodological bases for the achievement of a diagnosis of the internationalization process in Cuban universities. As a result of analysis, synthesis, comparison, application of the scientific method and different management techniques, its results and scope, structure, operational elements and computers are determined as a starting point for continuous improvement.

In the Republic of Belarus, state strategies and programs adopted in recent years in the field of e-government development provide for a series of serious measures to deepen the electronic interaction of citizens and state bodies. Today, an electronic government has been created in the Republic of Belarus, the level of development of which makes it possible to ensure the automation of management processes, a significant increase in the efficiency of public administration, a simple, convenient and fast interaction with citizens and the companies. In the near future, the greatest attention should be paid to the issue of continuing to increase the volume of state electronic services, since increasing the level of computerization with citizens and organizations is one of the fundamental principles to de-bureaucratize the apparatus state.

Resumen
Increasing efficacy and efficiency of processes in the Mincex Collaboration Department “Cuba Recibe”, means a key objective for the organization. Digitization of these processes results in a viable and necessary initiative for taking better advantage of funds and resources enabled to national entities during the development of international cooperation projects. Digital platforms are a way for exchanging and collaboration between stakeholders and facilitate the orchestration of interactions between public administration entities and with another surrounding ecosystem. In this paper, a conceptual model of a digital platform for the international collaboration activity is presented, as well as the requirement for its design. The main model´s layers or components are also described for the cooperation project approval process.
