The reflection on the institutional capacities of the State and, specifically, of the Public Sector is an issue to be considered for countries that want to achieve a greater degree of development. Conceptual and practical efforts are a fundamental task; at this point, taking public investment as a reference constitutes a foundation of this process, since it is a bridge to achieve development objectives.Public investment, properly channeled, enables processes of well-being and competitiveness, through the creation of public value. This article synthesizes some questions about what could be called strategic public investment, especially that which helps to improvethe conditions of competitiveness and strengthen the conditions of sustainable development in the long term. There is a need for greater efforts to improve the destination of public investment so that it contributes to economic growth, strengtheningactivities or key areas for technological development, conditions for industrial parks or economic zones enable new ventures and strengthens national empowerment capacity. Collaterally, there are activities necessary for these purposes, such as the quality of public health, adequate infrastructure, modern sanitary systems and logistics for the mobilization of goods and resources, all part of the efforts that must be made from strategic public investment, whose destination must be clear and inadequate terms.

The study is part of the mixed approach, quantitative and qualitative data are extracted, and it is descriptive. Some results of the study are the university community makes regular use of libraries, university libraries and public libraries are the most consulted, the most used tool to search for information is Internet, the consultation to the physical-virtual library is little, the main need for information is the search for information, followed by training in the American Psychological Association (APA) normalization, as well as training in accessing and using the University’s virtual library. On the other hand, it can be concluded that it is important for campus to support the processes of continuous improvement of the library in order to offer a quality education, academics are a vital target of libraries, because they stimulate and encourage access and use from the physical-virtual library, on the part of the students; It is transcendental that the university authorities carry out an administrative directive, where the training of academics is required, with respect to the access and use of the physical-virtual library, as well as their different information resources and tools for research.

Resumen
The University of Deusto (UD) has implemented a Quality Assurance System to ensure improvement and innovation in their degree programmes and faculties.Innovation in degree programmes and their teaching methods requires the development of a number of academic processes, which may result in inputs for the ongoing improvement of the teaching/learning process. This university uses a computer-based process manager to ensure effective management of the implementation of the academic processes involved in the Quality Assurance System. This helps the parties involved in this improvement to take an active part in the activities being developed whenever necessary. This descriptive case study shows the academicexperience developed by the University of Deusto in the Basque Country (Spain), in its commitment to excellence.

Resumen
Soil compaction caused by agricultural machinery traffic has a negative effect on a range of soil functions and ecosystem services. Using the information of the agricultural equipment registered in Costa Rica and considering that the average weight limit that resists the soil in friable conditions is 49kN per axis, three scenarios of static weight distribution were proposed in the front and rear axles. It was found that only 3.1% of the tractors with tires exceeded the weight limit, but when the tractor was analyzed with the suspended implement, it was found that the distribution of the load generates an effect in the percentage of excess weight in the axles. The more powerful tractors should use liftingimplements of less weight than their capacity, or use pulling implements so that they do not exceed the limit weight in any of their axes.

Resumen
This document shows the reader about the opportunity that exists with organic and inorganic wastes that are in the environment and society in general. Inorganic waste can be used to transform itself into new assets that contribute to the recycling principle, as well as encouraging economic reactivation, so that people at social risk can be included in the labor market. It is necessary to know a little about these types of projects that are established in community collectioncenters, in this case the Municipality of Poás in which they do a whole process and treatment of waste. It should benoted that there are ways to add greater profitability to this type of project, in which inorganic materials can be used to promote the agribusiness and, eventually, collaborate with reducing the amount of chemical inputs in territories andagricultural plots.
