Since José María de Pando published in 1827 his work Elements of LawInternational, the edition of works on the subject has gone with time becoming morelimited. For this reason, in our times in which globalization demands newhorizons to international studies, the appearance of this work entitled LawInternational Public, under the coordination of Ambassador Oscar Maúrtua, President ofthe Peruvian Society of International Law, is a good news and an investigationthat stimulates the national legal community.

Resumen
In this study the challenges of the American region in terms of reception and regulatoryhierarchy of international treaties in the Internal Law of States are argued. To do this,using the legal-doctrinal analysis method, the theoretical references on treaties and theirrelationship with Internal Law are systematized. Likewise, the current status of thereception and regulatory hierarchy of treaties in the constitutions of 21 American Statesis analyzed.

This writing have the purpose to reviewing and commenting on the historical debate that took place in the German Parliament, on March 10, 1965, on the Non-Applicability of Statutory Limitations to nazi crimes, as an immediate antecedent to the United Nations Convention on the Non-Applicability of Statutory Limitations to War Crimes and Crimes Against Humanity, of 1968.

Resumen
Frederick Hartmann was born in New York in 1922 and died in 2015 at the age of 93.He graduated from the University of California at Berkeley, he joined the US Navy in theaccelerated program during World War II and took part in nine invasions including that ofPalau, Leyte, Linguyen, Gulf and Okinawa and was award with 7 battle stars.In 1946, he enrolled in the Princeton University Graduate School program, obtaining aPhD in Politics in 1949. He was professor at the University of Florida in 1948 where he wasquickly promoted to associate professor and then to full professor. Hartmann commanded adivision of the Naval Reserve in Gainesville, Florida and was promoted to Captain in 1966.That year he accepted a new position created at the United States Naval War College inNewport, Rhode Island, where he served for 20 years as Professor of Political Science and wasthe senior adviser to nine presidents of the Naval War College. His prolific literary productionled him to write fifteen books, all of them very well known, including his most important ones:The Relations of Nations and The Conservation of Enemies.This author as an Alum of the US Naval War College is honored to attempt to revive hislegacy, in this short article, for the prestigious Journal of the Peruvian Society of InternationalLaw, in which I try to revisit his most famous book: The Relations of Nations written in 1957with six editions and translated into many languages, being used in international businessschools, war schools, and foreign policy schools in many countries. The central theme of thisarticle is the focus of the curriculum of the US Naval War College which are the internationalrelations and the politics and strategy in the development of nations.

Resumen
The assumption of power of the President of the United States Donald J. Trump meant a turnradical both internally and internationally, which contributed to exacerbating divisionsin American domestic politics, while bringing with it important consequencesnegatives for multilateralism and existing international legal regimes. This attack,manifested in different areas of international law, has among its objectives variousinternational organizations, whose most recent example has been the suspension of funds to theWorld Health Organization (WHO) amid the coronavirus pandemic. TheWorld Trade Organization has not only not escaped this onslaught, but has been oneof whites particularly chosen by the US administration. This work analyzesTrump's attack on the WTO, its consequences and possible solutions to this impasse.

Resumen
In recent years, the favorable international scenario has changed, it has complicated withpolitical changes in the United States, the trade war with China and was exacerbated by thepandemic. This hinders the success of traditional raw material export policies. The article raisesthe need to resume regional integration and the convergence processes that were taking placein South America, which may have a crucial role in the new international environment.
