This study is divided into two chapters. The first of them, covering approximatelytwo thirds focuses on the principle of non-intervention. Starting from a timelycomparative table of articles 2 of the Charter of the United Nations and 3 of the Charterof the OAS, which enunciate the fundamental principles of both Organizations, the authorundertakes the concept of non-intervention, discusses its normative background anddoctrines, in an order that I would personally reverse, presents the kinds of intervention,particularly the one related to the protection of human rights, points out the numerouscases of violation of the principle following the teaching of the Legal CommitteeInter-American and examines, finally, the cases in which the International Court of Justicehas spoken on the matter.

The intertwined global health and economic crisis which Covid-19 has generated showsthe centrality of the role of the State in confronting both events as well as its vitalimportance in the performance of international organizations dealing with such problem.Multilateralism still depends on the State’s performance and not the other way aroundyet. The global crisis has also shown the need to reform the great majority of internationalregimes involved in it with the purpose of strengthening and enlarging their specificfunctions without risking such regimes with integral changes. Besides, the global natureof the pandemic has underlined the importance of geography in the efforts of tracing it. Such event implies the need of redefining the concept of globalization which underscoresthe delinkage of global processes from its territorial bases.

In this article I briefly develop the issues of sovereignty from the point of view of internationallaw and how it is necessary to update the legislation of the countries, in accordance with itsprogress. Modern international law issues are essential for its application and validity and as away to effectively incorporate into the lives of citizens, therefore must be introduced into theinternal law of the countries. International law, especially the 21st century, has turn off newtwist that introduces the individual, the human person, as an element of international criminallaw, as a result of the processes that, intuitu personae, have been dealing with in theInternational Criminal Court.

The Covid-19 pandemic impinges upon various areas of international law, and calls intoquestion the effectiveness of current organizational and regulatory frameworks for globalgovernance. In particular, it reviews the rules on the human right to health, the powers ofthe World Health Organization, and the available international dispute resolutioninstruments to resolve controversies generated by the pandemic or by the measuresadopted by governments to address it.
