Resumen
The neoliberal economy in its process of expansion and continuous capacity of reinvention has been adapted to the new contexts of crisis and has generated socioeconomics relations under new forms of labor relations and mechanisms of work. This is how since the last decade new forms of independent work have massively emerged, precarious jobs in the so called collaborative economy that reproduce and extend the continuous informalization and precariousness of employment in Peruvian society, now involved in the entrepreneurship speech. The aim is to analyze the new emerging labor forms in the precariat economy, all of this on the base of a case study of the delivery men of the Rappi, Uber eats and Glovo platforms. The methodology used has been qualitative, 12 in-depth interviews were conducted, the fieldwork was carried out between 2018-2019 in Lima Metropolitana.

Resumen
This work investigates, from the approach of materialist conception of history (MCH) about one the classics Latin American and Peruvian debates, the one of the nations in formation or formed nation. This paper is based on the discussion that arose between J.C. Mariátegui and the Argentine Palacios, in the decade of 20ths in Latin America about whether or not the exitance of Latin American thoughts, and relocates the discussion in the light of new theoretical turns recently occurred, and progress on the proposal from Mariátegui against Palacios highlighting the “Hermeneutic” of Mariátegui. It also includes a debate that took place in the middle of the first decade of the present century, but according to the author, it did not give due importance to the “mentality” and “thought” that Mariátegui emphasized in front of Palacios to deal with the national formation subject, and without leaving aside the material specificity of Peruvian National formation. In addition, it also stands out other national authors who have addressed the subject.

Resumen
The budget is one the most important management tools that the State has to its survival and that of its citizens. Its development and perfectionism go hand in hand with the political, economic, and social changes experienced by the State undergo. From a minimum state where the public expending is subordinate to the Executive Power willingness, we move to a public budget system that incorporate different political actors in the setting of public expending. In the following lines we offer an approach to the public budget evolution, with special attention in the state transformation and the appearance of new political actors that intervene in the elaboration of its creation.

Resumen
This article aims to reflect on the scopes of bioethics in the commercial wood exploitation from tropical natural forest concerning their impacts on wildlife. To this end, a bibliographic review is carried out and a reflection is made in the light of bioethics and bio development proposals. It has been found that in certified forestry operations that are carried out at low intensity, the impacts on wildlife are minimal. Nevertheless, there are also limitations in terms of the scientific basis and methodological consistency of the assessments, which is why more rigorous systematic studies with greater temporal scope. Until now, forest management is based on a disjunctive ontological paradigm that separates human beings from nature and considers the forest as a source of forest products and opportunities for generating economic income, even though they have advanced significantly at the legal and technical levels in terms of conservation concepts, which translate into different degrees of commitment to wildlife. However, the evaluation of wildlife for its intrinsic values is almost non-existent

Este libro contiene 27 relatos orales recopilados y documentados por la lingüista sanmarquina María Chavarría Mendoza, quien ha dedicado parte de su vida al estudio de la lengua ese eja así como la descripción de su organización cultural.
La tradición oral de los pueblos originarios no era considerada con la importancia debida, pero, desde el 2011, cuenta con la ley nº 29735 que protege y fomenta la difusión de las lenguas originarias.
Es importante mencionar que esta edición es bilingüe, por lo que resultará muy interesante leer los relatos en la lengua originaria y en la versión en castellano regional

Resumen
The growth of the exports of the country natural resources and foreign investment in the extractivist sectors are crucial for the development of Peruvian economy. Since the 1990s, the economic development model has been based on the export of commodities and the markets deregulation. In this article we argue that the continuity of the extractivist development model of the country is the consequence of the interaction between the objective and subjective conditions of the Peruvian capitalist development. The analysis of the objective conditions focuses on the role of the country in the international division of labor, the relation between this role and the economic and corporate structure of Peru, and the functionality of the extractivist development model for the Peruvian State. In the case of the subjective conditions, the force of political left, the workers movement and the social movements against the mining capital are analyzed. The weakness of subjective conditions makes it impossible to change the objective conditions.

Resumen
This article reviews the tragic trajectory of Morococha mining site, through a historical exploration of the formation process of the mining complex. Likewise, it describes the living conditions of its population that remained trapped between an old Morococha city in ruins and the new Morococha, turned into a ghost town. It is, therefore, as the chronicle of a death foretold, that is reproduced over and over again in various contexts of the national space, such as the destiny or the fate of every mining center. This situation is reflected in the current days, due to people who manage economic policies, and assume that the prosperity of one country lies in the efficient exploitation of its comparative advantages, based on the exploitation of its minerals.

The study examines the development of the contemporary social sciences in Latin America and underlines its originality in the creation of theoretical proposals, specially of the power coloniality. It explains the social sciences crisis in the 1980s and the appearance of the new cognitive debate. A process that envelops the revision and criticism of the basic foundations that gave rise to the knowledge since the fifteenth century, and which signifies the advent of another discourse beyond the limits of modernity.

Pluriversidad appears with the fifth edition, in a tragic juncture for the country and the world in which the coronavirus pandemic has place the life defense as the principal aim of the government and their citizens. In this context, our University reinforces all his human abilities and its tools to attenuate and overcome the critical factors that threaten the Peruvian society health and economy.
Although reality is demonstrating that overcome this pandemic by itself is not enough, it is necessary to build a world in which liberty and justice could let us show in what kind of society we would like to live. And this could only be reach distinguishing the different social and political force that look for a different culture in relation to the one we are living in. Therefore Pluriversidad will continue to call for professional and intellectual staff from different areas to debate and propose alternatives in different aspects associated to economy, politics and culture
