The objective of the work was to determine the cost, in percentage, of the credit regularly delivered by commercial houses in Paraguay, from the perspective of the end customer. With this purpose, in 2017, a quantitative investigation of exploratory scope was carried out. The fieldwork consisted of reviewing the offers of the commercial houses, published in digital form, and by printed means. Subsequently, personal telephone communications were made with the sellers of this commercial house, to obtain the missing data. The main data is the cash price, the list price, and the amount of the installments. The BAILY formula was applied to facilitate the analysis and presentation of the results. To verify the findings of the investigation, the rates were applied in the French amortization system, whose interest rates are established on the balance of the debt and the relevant rate. The average result of the sample is 83% nominal annual rate and 139% effective annual rate.The nominal rate could be considered as high regarding to the top active rate established by the Central Bank of Paraguay. However, it must be considered that the risks at an extra banking credit assumed would be higher, therefore, it would be necessary to analyze the level of risks to establish rates for each operation.

The global pandemic of COVID-19 has had social and economic impact in a global scale. The educational sector has not been the exception and the traditional models of education went through an unprecedented process of changes. In this context, the following article analyze the key aspects in the middle of a stressed situation between the educational policies and the effectiveness of the right of children and adolescents to education in times of pandemic. The start point of this study are the two normative acts that come from the national authority in educational matters: the National Educational Plan for pandemic times and the Resolution N° 602/2020. From a reading based on the principles and normative precepts at national and international level that guarantee the right to education, specially the National Constitution; the General Law of Education N° 1264/98; Law N° 1680/2001 that approves the United Nations Convention on the rights of the Child (from now on UNCC); and the Law N° 1680/2001 that approves the Code of Children and Adolescent (from now on CCA). At the same time, there will be a showing of the plan considering the comments of international organizations in the subject such as United Nations International Children’s Emergency Fund (UNICEF) and the United Nations Educational, Scientific and Cultural Organization (UNESCO). It is proposed that through a documental review and analysis of law, to be able to offer comments and proposals with a right approach that help to reduce as much as possible the appearance of vulnerabilities to the rights of children and adolescents.

The main objective of this article is to analyze the main characteristics of the first virtual distance training process of Institutional Evaluators Peers, carried out by the National Agency for the Evaluation and Accreditation of Higher Education (ANEAES, Paraguay), within the framework of the quality assurance processes, implemented in the country. The documentary study of an exploratory nature used as a primary source of information all the documentation related to the country’s national evaluation and accreditation model, the guiding and regulatory documents, as well as all that related to the design of the training course for Institutional Evaluating Peers to Universities and Higher Institutes in its first virtual distance edition, its implementation and the results obtained. The analysis showed that the course was highly positive in terms of the number of participants, level of achievement, and the degree of satisfaction of the participants, at the same time verifying that the training of the Peer Evaluators as a guarantee of their efficient performance, it’s not enough. The experience has been positive in terms of the number of trained people, the level of participation in face-to-face activities, and online discussion forums. The participants had a good performance, a total of 49 were selected to be part of the Agency Peer bank data.

The research aimed to analyze the rhetorical aspects of Pope Francis' speeches, based on linguistic aspects of eight speeches, in different contexts with different audiences, during his visit to Paraguay in July of 2015. In the light of Aristotle's ideas, the theoretical proposals of Austin, Van Dijk, and Searle, Habermas, and Eco´s ideas analyzes were performed. The methodological framework was constructed with simple materials and methods, based on research with a qualitative approach at the descriptive level and an inductive logic method. It turned out to be appropriate to present the results of the interpretation, also detailed findings in a particular form of each speech and then in a general form. It has been revealed that the argumentation varies according to the audience, making use of arguments of exemplification, authority, causality, and consequence. Recurrent rhetorical figures in the Pope's speeches have been identified in each speech the rhetorical figures present and compared the recurrence between the speeches analyzed, verifying the complexity According to the audience. Rhetorical questions, asyndeton, and comparisons were recurrent. The most commonly used speech acts were assertive, expressive, and directive. The ideological character was analyzed based on what he approves and rejects, it was related to literary works of Borges, Dostoyevsky, and Hopkins. This study provides a methodology and a scheme of rhetorical analysis at different levels.

Psychology is the science that studies behavior. Its structuralist tradition has influenced the development of intervention methods focused on the psyche, behavior and self. In turn, positivism collaborated with the construction of a system of ideas based on universality, standardization, evaluation, measurement, prognosis and objectivity, aspects present in much more in psychology. With the arrival of postmodernism, it seems like certainties crack and a new vision appear to look at reality. In this way, socio-constructionism and the critical paradigm within Psychology community, constitute postmodern approaches and fields of action that assume a new way of establishing relationships and processes of change in people, groups and communities, assuming social and relational complexity in their interventions. This article has the purpose of identifying epistemological and methodological links, deepening the categories of “subject, power and commitment”, which make it possible to achieve respectful, dialogic and horizontal practices, and that contribute to promoting new narratives in the field of psychology.
