Resumen
Speeding up in the digitalization of the country's economy has a positive effect on the economic development of the regions, but this requires not only legislative initiatives, but also their scientific justification. The conceptual apparatus for managing the research activities of a regional university in the context of the transition to digital technologies was developed in the paper. It has been proven that in the new economy, universities make a significant contribution to the development of innovation and economic growth.

Resumen
The main aim of the article is to identify the directions of innovative human capital development of industrial enterprises based on the development of an improved assessment methodology. The object of the research is industrial enterprises of the Russian economy. The subject of the research is innovative activity of the enterprises. The key research method is modeling (building a regression model, production function), which makes it possible to systematically study the links between indicators of enterprise innovation and the use of human capital in this process, as well as identify problem areas and directions of human capital development of industrial enterprises.

Resumen
The solvency crisis of 2020, exacerbated by the Covid-19 pandemic, necessitates a study of the effectiveness and relationship of crisis management in public administration. This study is based on the concepts of neo-institutionalism, attribution and organized legitimacy. The article confirms the importance of using the principles of these theories based on statistical analysis using the Granger test and a regression model based on panel data from transition economies. First of all we will review The Worldwide Governance Indicators (WGI) of transition economies for 1996-2018 and explore the relationship between public governance indicators and the effectiveness of crisis management.

Resumen
The paper reflects the analyzing of current trends in the use of innovation, technical and technological potential of different countries in the context of optimizing the interaction of government and the public to stimulate the effectiveness of public management. As a result of correlation analysis, it has been proven that the basic factors, determining the effectiveness of the outlined management model, are the level of development of online services and the availability of the necessary information data infrastructure. Perspective for e-government lies in the ability to improve and adapt innovative tools to public management systems around the world by using the existing digital, research and technological potential of governments of different countries.

Resumen
This research includes the examination of the views of pre-service teachers on cybercrimes. For this purpose, it was aimed to determine the students' opinions about their preventive attitude towards these crimes. The study was carried out with 282 pre-service teachers at the Near East University Atatürk Education Faculty in Northern Cyprus in the 2018-2019 academic year. In the study, personal information form, validity and reliability provided by Gözler and Taşçı (2015) and the "Student Opinion Scale on Informatics Concepts and Crimes" were used as data collection tools. According to the findings of the study, it was concluded that general views of pre-service teachers on informatics concepts and cybercrimes are at a moderate level and education on this subject should be increased.

Resumen
The article focuses on the problem of place determination of law-enforcement agencies in the civil rights and freedoms protection system. The emphasis is given to the analysis of international legal instruments in this sphere, in particular: the Convention for the Protection of Human Rights and Fundamental Freedoms; the International Covenant on Civil and Political Rights; the International Covenant on Economic, Social and Cultural Rights; the EU Charter of Fundamental Rights. The article has proved that law enforcement agencies are mainly aimed at ensuring and protection of human and citizen civil rights and freedoms in all spheres of social relations.

Resumen
The globalization of economic relations and the computerization of all spheres of life create favorable conditions for the commission of economic crimes, which is a problem not only of a national level but also an international one. The aim of the scientific article is to establish the level of economic crime in the world and certain countries, to determine its dynamics, to establish the causes of economic crimes in international relations, their consequences and to suggest ways to combat economic crime. Achieving this goal was carried out using the elemental and theoretical method, as well as using methods of comparison, analysis, generalization and analogy. The dynamics of economic crime at the international level is determined, which shows an increase in the commission of these crimes.

Resumen
This paper states that despite the growing importance of the so-called information and communication technologies (ICT) for the legal profession in recent years, its study and eventual teaching has been restricted in our environment, first, in a basic use of this technologies as pedagogical resources, and second, to a dogmatic-juridical approach of the phenomenon (law and technology), without noticing the impact they are likely to have, in the medium and long-term, as professional skills exorbitant to the traditional curriculum, but necessary for future job performance.

Resumen
Information and Communication Technologies (ICT) and the Internet have transformed the dynamics of the world. However, many social services have been oblivious to these transformations. That is why this article makes a review and analysis of the implementation of information and communication technologies for social inclusion in the provision of social services, through the administration of justice until reaching the services provided by legal clinics in Colombia, to conclude that ICTs have been used rudimentary to provide the service of legal assistance to users, and that for its correct implementation and use, a technological tool that responds to the profile of the users and their special needs will be needed, as well as a public policy that promotes its use.
