En la actualidad las empresas dan atención a la gestión del talento humano como medio para mejorar los procesos. Esta investigación tiene el objetivo de proponer una evaluación del desempeño como proceso generador de cambios para la Empresa Municipal Registro de la Propiedad de Manta. La metodología que se aplica en la investigación es exploratoria, descriptiva y correlacional. Teniendo como resultados la propuesta de un modelo de evaluación de desempeño, que consta de cuatro fases que son la identificación de elementos a evaluar, ponderar los factores, evaluación de parámetros y escala de valoración. La aplicación de este modelo de evaluación de desempeño permite que la empresa Municipal Registro de la Propiedad de Manta, mejore los procesos de atención al usuario, creando un clima organizacional que motive a los funcionarios.

The “song of quail” is amongst the impressive poems by the great contemporary poet, Mahdi Akhavan Thaleth; apart from having a dialectal language and containing factional words, the poem presents a marvelous array of senses and lyrical literature. From the linguistic perspectives, “the song of quail” is a vivid sample of the poet’s application of sounds for inducing his affectionate feelings to the readers.In the first step, this study sought showing the lyrical and symbol-generating properties of Akhavan’s poetry (with a particular glance at the song of quail) and capturing the sociopolitical structuralism of the work thereby to arrive at its lyrical structuralism; in the second step, the study tried investigating the poet’s depiction of senses in the poem which is commonly termed the effect of vowels on the meaning. The thing that can be recounted as the present research’s accomplishment is the affectionate feelings’ inducement based on inductive vowels and sociology of the work. Drawn on a free perception of the theory by the French Maurice Grammont and the Russian Roman Jakobson, the present study concluded that the alignment of the vowels with the poem’s significations resulted in the increase in the poetical function and that such an alignment could intensify the meaning and also that the coordination could bar the perception of the meaning if it was not aligned with the words’ denotations.

In the conditions of a difficult political situation, economic uncertainty and increasing unemployment in the land-poor manpower-surplus, depressive republics of the North Caucasus Federal District, the need to implement the entrepreneurial opportunities of the population is clearly manifested. It seems that small business can manifest itself in these conditions as a separate element of the economy decentralized sector. Of course, the success of small business in a depressed region depends on the state position to a large extent. And this is natural, because only the state is capable of creating the necessary conditions in market relations and various preference provision for the development of entrepreneurship, especially in the mountainous territories of the country.It should be noted that the next economic crisis and pandemic (coronavirus) not only led to the depletion of the state budget, but also collapsed the production activity of small diversified enterprises in the region. Most of the entrepreneurs of the North Caucasus Federal District declare that they are not able to independently solve the complex of this phenomenon negative consequences.

The article discusses the problem of countering the radicalization of adolescents. It is assumed that adolescents are a social group that is subject to radical influence. This paper emphasizes the growing tendency to involve adolescents and young men in extremist and terrorist acts. Modern theoretical concepts of radicalization are considered and their specific nature is determined. It is noted that all concepts take into account the role of disturbed or difficult social relationships as a latent factor of radicalization.

Budgetary federalism in modern conditions acts as a key link in the financial system of the Russian Federation. And this is natural, because the efficiency of the entire budgetary system, and hence the economy of the national economy as a whole, depends on the effectiveness of budgetary federalism functioning. Of course, one can hardly overestimate the importance of budgetary federalism for such countries as Russia, the United States, Great Britain, the Federal Republic of Germany, and others, which are considered as a federal state. One of the most important problems in federal countries is the need to develop a modern economic mechanism for vertical alignment in order to distribute optimally the financial flows between the corresponding levels of the budget system.Another independent problem is the need for horizontal alignment,

The relevance of the article is due to the increased interest of the state and investors in such an element of the economy as industrial parks and sites. Every year the development of industrial parks and sites shows a positive and planned growth. The aim of the research is to identify the dependence of the development of industrial production of the region on the number and quality of industrial parks and sites located on the territory of the Republic of Tatarstan.

The development of the Internet, which has been active over the past two decades, is leading to the formation of new forms of human interaction on the World Wide Web. One of such forms is actually social networks, which from the beginning of their activity are used mainly as a way to ensure human communication. However, such a big number of consumers with the usual ways of buying goods and services, lead to the search for new platforms for companies to do business, which in turn provokes the transition of social networks to a fundamentally new level of activity.

The relevance of the problem is due to the need for monitoring diagnoses of future scientist's intellectual work culture and insufficient study of various aspects of the multidimensional intelligence model as its basis. The purpose of the article is to consider the functional-structural model of multidimensional intellect as the basis of future scientists' intellectual work in the line of the human-anthropological approach and its approbation. The leading method of studying this problem is modeling, which allows us to study this problem as a process of mastering by future scientists the fundamental system qualities of intellectual work culture. 

The purpose of this study is to determine the impact of the development of the paradigm of the new public management on improving the efficiency of the public administration system; the need to use the basic principles of theory in the practice of public administration; the state's opportunities to benefit from strengthening cooperation between the public and private sectors.

The objective of this research was to identify the intertextual relationships between the television series Bolivar, an admirable struggle and the written biography Bolivar, liberator and enemy number 1 of Peru. For this, a qualitative approach and an interpretive design were chosen. Texts were read and interpreted to identify intertextual relationships in them. The following intertextual relationships were found: citations and allusions. There are similarities in Simon Bolivar's global presentation in relation to Peru; the battle of Pichincha; the entrance of Bolivar to the cities; the situations prior and the meeting in Guayaquil between Simon Bolivar and San Martin; the previous events and Bolivar's arrival in Peru; the battles of Junin and Ayacucho; the lifetime Constitution; and the last days of Bolivar in Peru and his departure. The series reaffirms the idea that the independence of Peru was "granted”.
