Resumen
This paper analyzes the neoliberal economic model, its origins, its basic values in determinates economic growth and how it was first adopted in developed economies such as the United States and England, and in case of Mexico, it was until the 1980s to get out of the debt crisis, hyperinflation was applied to create the conditions for sustained economic growth with macroeconomic stability, which, although the objective was partially fulfilled, generated inequality and high levels of extreme poverty in the country. The economic policy of the Andres Manuel Lopez Obrador government set out to establish a ‘post-neoliberal’ model where the State would be above the market and would be in charge of promoting the social welfare of the lower income sectors of the population. However, the strategy that will be carried out to achieve this objective is not clear.

Resumen
Mexico had two revolutions along the XXth Century. The first one was violent, gave a new constitution created by the original constituent power that promoted the social constitutionalism y supported, years later, a development model based in a closed economy, protectionist and with a strong and interventionist State. The second revolution was juridical, began almost at the end of the century and it continues, in a strongly manner, along the XXIth century. It has been peaceful, permanent and gradually and it´s been done through the permanent constituent power. It has promoted a change in the model of development based on the neoliberalism, on the force of market and individualism. A regulatory State, non interventionist, open to internationalization and, therefore, with a strong participation in “globalization”. To assure this new model and make it permanent, a huge amount of reforms have been made to the constitution up to the point that it is possible to say that the State has a new constitution.

Resumen
The energy sector faces two constants every day: uncertainty and risk, hence its resilience to certain events. However, the pandemic causing severe acute respiratory syndrome, known as COVID-19, seems to be the variable at the moment in the sector, so resilience will not be so easy. Speaking of the productive chains in the sector, the impact of the pandemic that is experienced today is showing effects, some unexpected and that are causing major rethinks in the production processes. The promotion of these chains, a challenge already in Mexico, seems to face unprecedented challenges that, if not attended to effectively and efficiently, will have serious repercussions in the country. Some of these effects and measures adopted for their solution will be addressed in the present.

Resumen
On April 11 the General Health Council released the Mexican bioethics guide for triage of seriously ill patients with COVID 19. This was the first version published followed by another one on April 30 and which repeated the same errors of the first, namely: allocating scarce medical resources (critical medicine) to young patients, who are more likely to be cured and have a life to be completed (sic). What left out of consideration for treatment, and possible cure, older adults and, therefore, awaiting death. Is this triage policy compatible with human rights? What theoretical philosophical foundation is at the base?

Resumen
Vivimos en tiempos marcados por la incertidumbre, la pandemia a la que nos enfrentamos nos ha posicionado en un momento histórico que nos ha hecho reevaluar nuestras prioridades y ejercer medidas de aislamiento social para proteger nuestra salud y la de los demás. Sin embargo, si bien es cierto que las actividades fuera de casa han disminuido, las labores de investigación, promoción y difusión del conocimiento han retomado el papel de ser faros para la humanidad en tiempos de oscuridad. Hoy más que nunca nuestra sociedad se encuentra deseosa de obtener respuestas a las interrogantes que nos rodean y es bajo esta premisa que nuestra revista reitera su compromiso de brindarle a nuestros lectores artículos que les permitan obtener una mayor compresión sobre la ciencia jurídica y el derecho desde una óptica tanto nacional como global.

Resumen
The idea of justice has had multiple conceptualizations in legal thought. In contemporary law dominated by human rights’ discourse, justice is conceived as a material claim that is the object of a right. This is the right to justice of victims. This article reviews the legal content of this human right to justice, which has been derived from other rights such as: access to justice, effective remedy and due process of law. The article’s thesis maintains that the content of the victims’ right to justice exceeds the content traditionally attributed to those other rights because it entails a claim of criminal punishment as an expression of material justice. The study focuses on Mexico and the relevant inter-American case law.

Resumen
Con la finalidad de caracterizar la calidad del café de Cirialo - La Convención – Cusco –Perú, se evaluaron 90 muestras de café (Coffea arabica L.) variedad Typica y Catimor, producidos entre 900 a 1710 m de altitud en la microcuenca de Cirialo. Se utilizó la metodología estandarizada de la Specialty Coffee Association of America (SCAA) para las variables calidad física y sensorial; las muestras de café cerezo se obtuvieron mediante cosecha selectiva, fermentación en el mismo día de cosecha, lavado con agua limpia y secado solar sobre mallas. Las muestras fueron evaluadas por tres catadores certificados Q Grader. Se concluye que la región de Cirialo presenta condiciones agroecológicas óptimas para la producción de café de alta calidad. Sus características físicas: café verde (83.57 %), rendimiento físico (81.11 %), defectos (1.97 %), densidad (741.00 g L-1), humedad (11.63 %) y cascarilla (16.36 %) mostraron que el café de Cirialo presenta buena calidad física. El promedio de calidad sensorial fue 82.17 puntos, aroma (7.56), sabor (7.51), sabor residual (7.37), acidez (7.54), cuerpo (7.48), uniformidad (10.00), balance (7.34), taza limpia (10.00), dulzor (10.00) y puntaje de catador (7.37), características que lo clasifican como café “Premium”.

Resumen
En el Perú existen más de 532,000 personas sordas con 23 intérpretes y un solo colegio especial donde se enseña el lenguaje de señas, aunque en el país se reconoce oficialmente la lengua de señas peruana (LSP). Esta investigación tuvo como objetivo diseñar una aplicación móvil que facilite el aprendizaje de LSP. Se probó esta aplicación móvil educativa con los estudiantes dentro y fuera del aula, con los padres de familia, y personas del entorno. La aplicación móvil facilitó a las personas con esta discapacidad a mejorar la comunicación versátil, sin necesidad de tener un intérprete a su lado.

Resumen
The objective of the article has been to determine the relationship that exists between the environmental literacy of the students and their teachers of fifth and sixth grade of primary of the public and private schools of Metropolitan Lima 2019. A survey was applied to 1,396 primary education students, of whom 645 were in the fifth grade and 751 in the sixth grade and its 33 teachers, previously 11 public schools and 7 private schools were selected from all the UGELs of Metropolitan Lima area. According to the results of the research, it was concluded that there is an average level of literacy for students and teachers of 5th and 6th grade of primary education in Metropolitan Lima and a highly significant relationship between the environmental literacy of these students and their teachers , which leads to consider that, if you want to improve the literacy level of students, you must also improve the literacy level of teachers and the teaching of environmental issues be part of the school curriculum.
