This article shows the status of knowledge management theories, including the typology of organizational learning and personal styles. These theories, especially those related to the different styles of personal learning should be considered in the creation of E-Learning programs in Virtual Learning Environments (VLE). In this way, such programs can tend to the development of innovation competencies in participants. The objective of the article was to define scenarios for each learning style, which serve as a guide forindividuals who educate and lead work teams. Qualitative research was conducted based on secondary sources and literature review. Among the main findings, it is highlighted the importance of having study or work teams that have, if possible, individuals with all or most of the personal learning styles, and that they can go through the different stages of the innovation process without staying in the abstract academic isolation where we remain only in ideas and concepts, or the other extreme, with very simple practical applications that are made without prior reflection.

The article makes a theoretical review of the evolution of the problem of democratic institutions in recent democracies, presenting the standard approaches to study the relationship between political regime and public policy. It is argued that academics have stopped treating democracy from a perspective focused on the components of the political regime to concentrate on the functioning of political institutions in relation to state management. The essay examines three aspects of this new wave of research: mainstream political economy, the approach of informal institutions, and the perspective of political agreements. The review pays particular attention to the place that these three approaches give organizations as political actors. The author concludes by presenting the implications of his theoretical evolution for an empirical research agenda that can be developed from the confluence between political economy and organizational studies.

The purpose of this document is to provide a snapshot of the influence of government purchasing power on the behavior of the market of good suppliers. In this case, the analyzed influence was the environmental sustainability promoted through public procurement. In a longitudinal study conducted on the acquisition processes of the Brazilian federal public administration, classified as sustainable, of 2016 and 2017, the effectiveness of these processes with respect to the sustainability promoted was evaluated. The evaluation was carried out by verifying the quantity of items related to purchasing in each process that could have environmental sustainability guidelines in their specifications and, those that really had such guidelines. The result was called effectiveness of environmental sustainability in the specification of the items, such percentages are shown in Tables 2 and 3. The conclusion lists possible restrictions on the show results, as well as deeper problems that could contribute to changes in the methodology of government procurement, Brazilian federal government and the culture that guides public procurement processes in Brazil. Problems that are considered crucial for better results.

To represent is to “talk about”, it is to capture, frame and build a cultural archive to build a “regime of truth” that places the indigenous as immobile, a-historical and abject. This article seeks to know what representation appears in the tweet-text-speech of the Twitter user in his interaction with Juan Sorín, two-time World Cup participant with the National football team of Argentina, who asked and visited Ecuador in order to know the history of Mushuc Runa. Football represents in this study a “field” of symbolic dispute, construction of senses, reveals racism, identity and temporary affections. Meanwhile, the indigenous of Mushuc Runa team circulates their symbols and cultural matrices to permeate the football “field” with the dimension of culture, not only the identity but also political-economic aspect, being their form of autonomy and emancipation with the symbolic world, they achieve to question hegemonic images and speeches. The discourse analysis is used to demonstrate these elements and a theoretical corpus (device-language, field, football, field and cultural archive) was required to achieve the stated objectives. The “cultural archive” fails to indicate a new name for this new indigenous who energizes football with its cultural matrix because the old troops are left without power before him.

The objective of the article is to study the capacities of neighborhood councils in the individual, organizational and institutional dimensions, in order to observe if the capacities of the neighborhood councils constitutes a limitation to their potential of action and then, to the possibility of contribution to urban governance. The study is applied to a sample of neighborhood councils in the city of Guadalajara, Jalisco, Mexico. The main results is that the neighborhood councils have some limitations because they are weakly established and rudimentary institutionalized organizations. Recommendations are made to strength the capacities of neighborhood councils.

The present investigation analyses the conditions of gender equality in which the teachers who occupy leadership positions at the Central University of Ecuador (UCE) are found from the perspective of the Sustainable Development Goal (SDG) 5 and its goal 5.5, for which a mixed quantitative and qualitative methodology was used. Although the gender problem in universities is identified and presents a series of implications and/or factors such as the androcentric culture, the lack of historical references, the feminization of private spaces, the minimum organizational areas for women within the universities, lack of gender awareness, differences in leadership styles (prototypes), the university as a reproductive space for inequalities, etc., in response to which agreements, policies, goals, and more have been established; in practice progress is slow. In the Ecuadorian case, the legal framework has played a fundamental role since it has pressured universities to incorporate women into leadership and management positions. The findings show that compliance with SDG 5 and goal 5.5 at the Central University shows progress, but not enough.

This document analyses the barriers to the continuous improvement commitment (MC) in a recognized company in the automotive industry in Ecuador. With the aim of being able to understand what the reasons that contribute to this current problem of this type of companies are, where the Staff does not openly contribute neither to meeting goals nor continually improving their processes, the research was an integrated study in two automotive technical service centers in Quito, Ecuador. The integrated unit of analysis was the total population of employees and managers in an organization. Data was collected through questionnaires and semi-structured interviews. The results were triangulated. Reliability and validity procedures were used to increase the confidence levels of the results. The research showed that there are barriers in the initiative of employees to maintain a commitment to continuous improvement and development in companies, which should be overcome to implement an efficient quality system; In addition, it found that the commitment of the employees are low, affecting the effective fulfilment of their short and long term objectives. It was also shown that these barriers affect the commitment to achieve the adequacy and convenience of their quality system, which directly affects their organizational culture to achieve improvement.

The automotive sector is one of the important sectors in Ecuadorian economy, mainly thanks to its contribution in tax collection and in the generation of direct and indirect employment. This sector has a high number of micro and small companies principally dedicated to providing maintenance services. The research is made with the aim of characterizing the quality management carried out by these organizations, which has not been previously analysed, in order to propose a generic quality management model. The research is exploratory-descriptive and is carried out with an interview based qualitative approach, considering a universe of 41 companies that meet the predefined characteristics in a sector in northern Quito, from which a sample of 13 companies was taken. The results allow us to identify shortcomings in the management process, resource management, market understanding, product development, order fulfilment and delivery, customer service, evaluation and improvement. Despite the above, companies do have certain quality practices that are guided by the customer searching, satisfaction and loyalty. Based on this, a general model is proposed, based on the ISO 9001 standard, so that the companies comply with the main conditions of a quality management system.
