Resumen
The study provides answers to substantive questions such as adjectives on formal or procedural issues, specifically the legal limitation of the challenge to the administrative act that determines civil liability via reinstatement order. The objective is to analyze the determining procedure of civil liability focused from the perspective of the challenge phase. For this, the challenge in administrative headquarters was studied, from the identification of the possibility of appealing in an administrative act that decides on the rights of a person, which constitutes a basic guarantee of due process. The findings revealed that there is a clear legal limitation that does not allow challenging the resolution that determines civil liability via reinstatement order. However, the legal scheme must be synthesized based on two criteria: a) The fact that the law does not provide for the use of resources does not imply defenselessness of rights, this, moreover, does not imply that constitutional norms are applied in a direct; and, b) it is necessary to highlight the premise that in all administrative procedures individual rights must be guaranteed, therefore, a challenge mechanism must be contemplated. It is concluded that only the resolutions that determine civil liability via gloss are subject to challenge, while, in the determination of civil liability by reinstatement order, the law limits its challenge.

Resumen
The objective of this article is to contribute to the discussion about the legal vacuum noticed in terms of community rights of intellectual and cultural property of native communities. We start from this observation in relation to the situation of indigenous songs from the experience of art, ethnographic practice, and research from an ethnomusicological perspective. We note a link between the absence of public policies on communal intellectual property and the postponement of the draft Community Property Law in Argentina that assists community land ownership. This legal inequality gap from the perspective of musical art and indigenous sound expressions is what calls us to write this work. With a methodology anchored in collaborative research and from the analysis of documentary legal sources, we analyze the defense of the Qom and Mapuche sound heritage. On the one hand, the defense of sound heritage as a self-determined response with strong participation of indigenous women, in the emergence and constitution of autonomous and self-managed spaces; and on the other, as a safeguard of the memories through the task of compiling the music.

The purpose of this project was to analyze the motivational profiles in university students and to assess the differences regarding quality of life, age, gender, major and states of change. In order to accomplish said purpose a descriptive cross-sectional study was carried out, the sample was 476 students between the ages of 18 and 36 years old. (M = 22.64, SD = 3.96). A conglomerate analysis was performed using motivation as a variable to establish the profiles. The results showed four motivational profiles: high quality (n = 187), low quantity, (n = 103), low quality (n = 124), high quality (n = 62). The students associated with the high quality and high quantity profile presented higher levels of life satisfaction, the females were associated with the low quantity and low quality profile, and the males were associated with the high quality profile. According to age, no significant differences were found. Also, according to the branch of studies, the students in nursing school were associated with the high quality profile, with a lower tendency to low quantity, and Pedagogy of Physical Activity and Sport students incline towards the low quality profile with a lower prevalence in the high quality and high quantity profiles. In relation to the states of change, the state of maintenance presents the highest prevalence. This project reached the conclusion that is essential to promote self-determined motivation in university students with the purpose of raising the levels of satisfaction with life.

Resumen
In Ecuador the linear economic model is applied -use, throw away- that is why the Ecuadorian State since 2019 saw the need to create initiatives that bet towards circularity, one of them is El Libro Blanco on Circular Economy, this is a document that has four main axes; Sustainable Production, Sustainable Consumption, Integrated Solid Waste Management (ISWM) and Policies and Financing. The objective of this research is to analyze the Circular Economy model in Ecuador. It has a descriptive scope, with a quantitative approach using the deductive method with the help of the documentary technique whose instruments were secondary databases and document information. The results were obtained based on the four pillars of the Libro Blanco. The results in relation to Sustainable Production showed that, in the country, indicators that measure circularity should be implemented, since, for now, the government only measures green production, through CEPAL indicators. Regarding Sustainable Consumption, households still need to gain knowledge about sustainability, in addition to the fact that the social and economic context of the country influences decision making. Continuing with Integrated Solid Waste Management (GIRS), although the Covid-19 pandemic had a great influence on GIRS, this problem had already been latent for some years. Finally, Policies and financing; Ecuador has not implemented direct Circular Economy policies and has not invested and financed enough in more circular actions.
