Resumen
This paper presents the treatment offered by Polícia Militar do Estado do Rio de Janeiro (PMERJ) to their police officers drugs users. The goal is to discuss the treatment and their basis and also the interfaces with the police work. Since 1987, PMERJ maintain a clinic inside their hospital to treat chemical dependency. The main service offered is the voluntary hospitalization. In 1992, besides the hospitalization, they started to practice the Twelve Steps Methodology, arising from Alcoholics Anonymous and Narcotics Anonymous. The article discuss the process of self-reconstruction, considering the concept of total institutions (Goffman, 1968) and reinventive institutions (Scott, 2013). This work involves fieldwork and interviews with clinic employees and the police officers that have been hospitalized.

Profile of Persons with Mental Disorders Authors of Crimes Insured in a Psychiatric Hospital of the Interior of São Paulo In the Brazilian criminal justice system, people who practice behaviors defined as crimes and have your understanding capacity of reality reduced due to mental disorders are classified as not imputable from punishment for which there is not worth it. Therefore, the individual is acquitted and submitted to the security measure, a measure of predominantly preventive character, which is based on the term dangerousness and not on the culpability of the agent. Within this context, this descriptive documentary research, which seeks, through the analysis of medical records, to understand who are the individuals hospitalized as a result of security measures in a public psychiatric hospital located in the Municipality of Ribeirão Preto. Among the results that have attracted attention are the prevalence, among the internees, of diagnoses of use of substances that cause addiction, the large number of disinternations without the performance of a report of dangerousness, as well as the predominance of individuals with low income and educational level. In this way the results point to the existence of problems that go beyond the knowledge produced by the health sciences or law, and the challenge of joining efforts among the different sectors in search of public policies that can guarantee that a more humanized assistance to people with mental disorders that have committed some kind of crime.

This work aims to show the practice of the supervised internship and its relevance in the training process of the future Police commissioner, notably the supervised internship program of the Civil Police of the State of Paraíba. The issue consists of identifying the extent to which the supervised internship program in the Civil Police of Paraíba contributes to the formation of the future Police commissioner as a strategy of professionalization to the teaching-learning process of the undergraduate students in Law. The general objective of the research is to analyze the supervised internship program of the Paraíba Civil Police in the formation of the future Police commissioner. The justification for this work is based on the analysis of the Paraíba Civil Police's internship program, disciplined by Normative Instruction 01/2015, in order to contribute to its improvement and, by making possible the academic debate, the said program can serve as a parameter for implementation in other states. It was verified the innovative and relevant character of the supervised internship program in the scope of the Civil Police of the State of Paraíba, as a strategy of professionalization to the teaching-learning process for undergraduate students of the Law course, with a view to the formation of the future Police commissioner.

The present paper presents an effort to understand the morals that are involved when the military police officer approaches the user of drugs and does not take him to the police station in order to register. In addition, it discusses one of the investigative techniques practiced by the military police, which is the use of "X-9", seen as a "partnership relationship" with informants. After the implementation of law 11.343 / 06, there was a greater number of registrations in the police stations in relation to the traffic and a reduction in the registers of possession and use, which characterizes users. However, decreasing numbers of records does not mean that the approaches taken by military police to drug users have been reduced, since criminal procedures remain the same. And the law is constantly updated by operators.

This paper presents the results of a research on the implementation of the Defensoria Pública's policy of assisting the person imprisoned in the state of São Paulo. It aims to: i) evaluate how the process of elaboration and implementation of the policy was conducted; ii) analyze the mechanisms designed for monitoring the policy; and iii) analyze the results already gathered by public policy. As a method, this research uses document analysis - the resolution and acts that institutes and regulated this public policy and the records of the sessions of the Defensoria Pública's Superior Council - and the quantitative analysis of the data of the resources available by the institution. A policy for assisting the person in custody, implemented since mid-2014, was articulated and created with a civil society, with the main motivating factors being the need for the Public Defender to act immediately after an arrest, perfecting a practice institutional based on the elimination of bottlenecks in the knowledge flows of public defenders and greater institutional presence in the Centros de Detenção Provisória (CDPs), making it possible, in addition to the technical practice of defending and preventing possible violations of the fundamental rights of those present. However, the institution's internal interests and the resources of the Executive Branch limit the fulfillment of the expectations that drove the creation of this policy, as well as its monitoring.

Este artigo tem como objetivo refletir a relação entre violência urbana e criminalidade, e suas consequências para a sociedade em geral, em especial as dos Estados do Pará, que no período dos últimos anos (2011/2017), obteve um total de 48.3% de aumento em crimes violentos, e de homicídios dolosos o total de 45.3% no Estado do Pará. Além de realizar um breve estudo comparativo da implantação de politicas publicas de segurança no Estado do Pará das décadas de 1990 até o ano de 2018.

This work attempts to comprehend the practice of the accusatory system when the arrestee is caught in the act. To do so, it analyses the practice of the defense at the custody hearings, from qualitative and quantitative data, produced by monitoring research carried out by the Center for the Study of Crime and Public Security (CRISP / UFMG), in partnership with the Institute for the Defense of the Right to Defense (IDDD).The analysis of institutional practices adopted by the legal operators in the scope of hearings and decisions suggests that there is a patternization of the jurisdictional decision, which transforms the idea of contradictory in mere procedural myth, which can be greatly detrimental to the interests of the defense.

This article analyses the motivations and the objectives proposed in the National Public Security plans and programs launched after the advent of the 1988 Federal Constitution, which are: the Plans of 1991, of 2000, of 2003, the program of 2007, known as Pronasci, the restructuring of the National Public Security Strategy at Borders in 2011, the National Pact for Reduction of Homicides in 2015, the Plan prepared in 2016 and launched in 2017, in addition to the Decemal Plan 2018-2028 recently launched and approved by the Single Public Security System Council. The objective is to analyze de reformulations proposed in the Public Security field over the past 30 years. Te analysis was made base on the formal texts and it was considered the contexts in which each plan was inserted, as well as the related legislations that operationalized the expected actions. The method used was that of biographic and documentary analysis, raising hypotheses about the advances and (dis)continuities in public security. The main conclusions are aligned with the notion that there is no necessary continuity in the implementation of public security policies and, as a consequence, it is not possible to prevent and reduce crime. It is also noticed that there is little participation of the analyzed plans. The criticism is that the planning is centralized without the expected accompaniment in their developments nor in the evaluations of the expected actions in the plans.

This article argues that the translation of counterinsurgency operations into public order practices in the context of “post-conflict” in Colombia has allowed for the military to diffuse their “expertise” to countries allegedly far from an “internal war” condition. By its turn, this dynamic has nurtured the expansion of the circuit of military savoirs in the South-South axis. The argument unfolds into three main parts. Firstly, I trace the historical footprints of the crystallization of counterinsurgency in Colombia, by inscribing the production of the "military professional" in this country into a broader circuit of military savoirs. In a second analytical move, I analyze how discourses of national security doctrine in Colombia have been historically entangled with counterinsurgency practices. More than this: they found in the latter their center of gravity. Finally, the article faces the re-articulations of the role of the military in Colombia in the context of “post-conflict”. It claims that the penetration of military savoirs into modes of public ordering constitutes the condition not only for claims to peace in Colombia, but also for the re-positioning of Colombia as a reference in public order in the South-South circuit of military savoirs.

This article aims to present and describe the historical and institutional evolution of two of the main Brazilian criminal organizations, the First Command of the Capital and the Northern Family. The methodology is based on a qualitative analysis, through a literature review relevant to the topic, as well as being based on interviews made by the authors during two years of scientific research. The results show that the Brazilian criminal organizations studied here have developed in the midst of a vacuum of state intervention, enabling them to grow and threaten peace not only in the region but also in Latin America as a whole.
