Resumen
The UK-EU relationship has been depicted as awkward, and Brexit represents the pinnacle of this strangeness. This paper uses the Complex Adaptive Systems framework and the Containers, Differences, Exchanges (CDE) model to understand Brexit as a turning point in the system-wide pattern of the UK-EU relationship from differentiated integration to disintegration. Also, in accordance with the post-functionalist theory, this article argues that the ‘constraining dissensus’ that emerged since the 1990s has been pushing both towards more differentiated integration and, ultimately, towards disintegration.

Resumen
Partisan defections in electoral authoritarianism have been shown to generate instability for the regime. The reaction of autocrats has also been analyzed. It may be expected that they begin by repressing the “traitors.” However, I argue that there is a less risky strategy to resolve the threat of party ruptures. I hold that autocrats can appeal to the masses through increases in social spending and thereby avoid them being coopted by the defectors. I examine this argument using models for panel data and evidence from the authoritarian period in Mexico at state level.

Resumen
While studies assert the strong restrictions on independent candidates due to their electoral success, this paper argues that the least restrictive requirements and political experience favor independent candidacies. To show this, the 31 states of Mexico are classified by restriction levels, and the proportion of independent candidates by level, and the political experience of the 97 candidates for governor in Mexico between 2015 and 2018 are examined. The principal findings are: 1) the predominance of states with a low restriction level that present the highest proportion of candidates and successful candidacies, and 2) the predominance of candidates with political experience.

Resumen
This paper addresses the issue of Mexico’s (very active) foreign policy on the regulation of firearms and the domestic lack of compliance with a number of treaties that the foreign ministry promotes in multilateral forums. The principal hypothesis is that the gap between active foreign policy and the absence of domestic measures is explained by the resistance of domestic actors and the lack of a coordinated policy on firearms at the federal level. Although the Foreign Ministry has adopted an activist and leading policy on the matter, this forms a part of the diplomatic tradition that favors disarmament, non-proliferation and a peaceful solution to conflicts. It is argued that recent diplomatic actions in response to the illegal trafficking of arms have been isolated initiatives.
As well as contributing to the literature on the interaction between foreign policy and domestic policy on firearms (an issue that has received insufficient attention), the aim of this text is to present a comprehensive analysis of Mexican government policy on the issue, including its contradictions and areas of opportunity

Resumen
In this article, we identify the elements of a populist foreign policy strategy by analyzing the relations between India and Israel since Narendra Modi became prime minister in 2014. We argue that a foreign policy strategy is populist when: 1) it appeals to the will of the people; 2) it accentuates the confrontation between elites and otherness, and the people in speech; 3) decisions are centralized; it intends to portray congruence between the actions and the national role conception, which legitimizes those decisions. Moreover, we claim that a populist strategy in foreign policy is constructed from complex calculations that must foresee national and international pressures.

Resumen
This article aims to explain the use of soft power by the People’s Republic of China (prc) by taking so-called “panda diplomacy” and global health diplomacy as examples. Using the deductive method and the support of a theoretical apparatus based on the analysis of soft power by Chinese scholars, the authors discuss the strategies Beijing uses to “win the minds and hearts” of the international community and mitigate the perception of the “Chinese threat” generated by multiple factors, including the current pandemic caused by sars-cov-2. The article concludes that through panda diplomacy and global health diplomacy, the prc has succeeded in these goals and is likely to continue to use its soft power to position itself as a great power in the 21st century.

Resumen
This research focuses on the performance of African countries with regard to public health policies in the context of the covid-19 pandemic (2020-2021). The main argument is that the response of African countries to the pandemic and the low number of deaths on the African continent in general made explicit a contradiction in the hegemonic discourse regarding African states’ capacity to act effectively in the face of the threat of the virus. The theoretical framework includes post-structuralist and post-colonial approaches of International Relations and the methodology consists of discourse analysis.
