Resumen
This article analyzes the growth of the Sudanese economy from 1989 to 2011, as a result of four concurrent processes: neoliberalism in Africa and the Arab world, Islamism, extractivism, and changes in the global geopolitical framework strongly influenced by China’s growing role. Two phases have been identified in this process: in the first phase, the foundations were laid for the exploitation and distribution of crude oil and large investments are made in infrastructure. In the second, Sudan consolidated its role as an oil-producing country, entailing major transformations in its productive structure and in the State’s role. The authors also examine the impact of oil, the shifting global geopolitical context, particularly in regard to China in the evolution of the armed conflict scenario.

The concept of Dao in the three classical interpretations of the Laozi: An analysis and a comparison

The essay analyzes and compares the concept of Dao in the three most influential commentaries of the Laozi. In particular, it explores how different readings of Dao within the texts relate to different historical periods, traditions, goals, and authors of the commentaries. For example, the tradition of the Huang-Lao school, with its interest in cosmological theories and self-cultivation, permeates the Heshang gong commentary and its vision of Dao as an accessible and knowable cosmic principle. On the other hand, in the Xiang Er, the religious institution of the Celestial Masters, approaches the Laozi as a sacred text, and Dao as a divinity with its clear and intelligible precepts. Finally, the relative interpretative freedom of Wang Bi, devoid of orthodox exegetical influences, together with the search for internal coherence of the text, generates a totally different commentary from the earlier exegetical tradition. The Laozi becomes a manual of wisdom that reveals the Dao as the logical foundation of the world.

Resumen
Music theory is an essential aspect of religious, theological, philosophical, and literary thought in India. “Śruti” is a core concept in studies on Indian musicology, and this article presents an introductory analysis divided into three main interconnected topics: the antecedents of the śruti concept in the sāman song, the composition of the śruti (microtone) in ancient India’s musical system and, finally, the presentation of a hypothetical reconstruction of the primary scales originated of the Bharata tonal system. Indian musical theory shows a theoretical process of constants and variables, as well as ruptures and continuity in its historical development.

This article aims to demonstrate that the drastic deterioration in Afghanistan’s security situation following the withdrawal of the NATO-led multinational forces in December 2014 has been an inevitable result of the failure of the United States military’s exit strategy. By analyzing a series of indicators related to the levels of violence and insecurity in the country between 2008 and 2014, the author of this article argues that the Obama administration’s military strategy failed to create the conditions for an orderly transfer of responsibilities to the Afghan government within a context of relatively consolidated political stability. As a result, the spiralling violence and insecurity since 2014 continue a trend clearly established in previous years.

Mali is one of the West African countries where tradition has lost its relevance due to sweeping social changes. Rural exodus and immigration have obliged griots, a social group heavily dependent on customs being preserved as they are passed down through the generations, to take on new activities to earn their living and to adapt their roles to new circumstances. I intend to illustrate how this adjustment takes place in Recas, a municipality in the province of Toledo (Spain), home of an important Malian community.

Die vorliegende Arbeit untersucht, ob die nationalen Rechtsprechungsorgane gegenüber dem Straftäter bei der Strafmaßfestlegung den Wohnort oder festen Wohnsitz berücksichtigen und ob diese Praxis mit den Menschenrechten vereinbar ist. Diese Untersuchung berücksichtigt hierzu eine aktuelle Rechtsprechung des Europäischen Gerichtshofs für Menschenrechte, welche den Wohnsitz nicht nur als Ort zur Ausübung diverser Menschengrundrechte ansieht, sondern auch als möglichen Faktor der Diskriminierung zwischen Bürgern und eines Bruchs der Gleichheit vor dem Gesetz, gegenüber Menschen, die von der Rechtsprechung als Verantwortliche einer begangenen Straftat eingestuft wurden.

Die parlamentarische Kontrolle über die Staatsgeheimnisse wird in Spanien durch eine Entschließung des Präsidialamts des Abgeordnetenkongresses geregelt, welche einen pluralen Mechanismus festlegt, nach welchem die Dokumente als »streng vertraulich” oder »vertraulich” eingestuft werden. Diese Kontrolle wird durch eine begrenzte Anzahl von Abgeordneten ausgeübt, welche die Dokumente, zu denen sie Zugang haben, nicht aufbewahren dürfen und bezüglich ihrer diesbezüglichen Kenntnisse zur Verschwiegenheit verpflichtet sind.
