The starting point for this paper is the suspected existence of a globally functioning operational democratic mechanism. Based on the work of Michel Foucault, it conceives this mechanism as a network that links up heterogeneous elements and has the effect of producing subjectivities. By making methodological use of this mechanism, it links ethical propositions about freedom, theoretical constructions of international relations, political practices of states and international organizations, and normative constructions (specifically, the responsibility to protect) that accompany international interventions in the Global South, in order to reflect on the production of a democratic subject, the predicate of a global liberal government.

The policy of differentiated management of waste for large generators promoted by the environmental authority of Buenos Aires Province in 2013, predicted a substantial change in the treatment of urban solid waste. Through them, big generators had to manage their own waste by separating them into at least two fractions (recyclable and non-recyclable) and to assume the cost of transporting and treating them. These regulations also sought to promote the social inclusion of waste pickers enabling their participation through the organization of cooperatives. From an approach of the public policies as process, this work exposes initial analyzes on the effects that this policy has been having on actors that carry it out.

This work presents the results and learnings of a retrospective analysis of the experience of the Participatory Evaluation of the Cancer Prevention Program in the Valle del Estrella, in the province of Limón, Costa Rica. The central question that drove the study was “how successful was the participation and contribution of diverse social actors in the evaluation of the programs and projects that affected them and to what extend this involvement was done in compliance with evaluation quality standards.This work emphasises the value of an experience that sought to offer learning opportunities and improvements for a particular group and actors involved. The analysis explored the use of methodologies and timely opportunities for reflection, understanding and collective construction. The case analysed here is especially revealing, because it started out with groups holding opposing perspectives; a public service provider and its users. This study not only reviews how the methodology was used to carry out a different kind of evaluation but also retrospectively analyses the experience of the protagonists involved. The idea and importance of alliances between different actors is, without doubt, one of the most distinctive aspects of this study. The lessons learned from this experience are presented with recommendations and guidelines for those who wish to carry out innovative and participatory evaluations.

It is true that the use of productive decentralization techniques is not limited to the private sector, but has also penetrated and already has a general and strong presence in the public sector, in which it is present in almost all its activities, both in those required for the ordinary functioning of the entities that comprise it (surveillance, cleaning of premises, maintenance of facilities and equipment, administrative management, etc.), as well as those necessary to provide services of general interest to citizens. No less true is that this indirect management has led to a hard devaluation of the working conditions of workers at the service of contractor companies or concessionaires before the generalization of low-price bidding processes, participated by multi-service companies, which, taking advantage of the absence of an own regulation, are characterized by the reduction of wage costs and other labor standards. Faced with this reality, we can only value positively the bet that since the Law 9/2017, of Public Sector Contracts, has been made in order to guarantee the fulfillment of sectoral collective agreements, being necessary, nevertheless, that the Labor legislator provides a full response to the gaps still existing, especially in the cases of subcontracting, where business responsibilities are largely diluted.

Research analyzes, from an institucional/political perspective known as «the policy making process», health budget allocation for localities in México during 2010-2017. The main objective of the research was to observe the influence of political/institutional variables of allocation focusing on the Executive and Legislative branch in two presidential periods and three legislatures. Two types of relations were observed: 1. The relationship between political party at the presidency and political party at each entity. 2. The relationship between political party with majority in the Lower Chamber and political party governing the entity. The relations were observed through arithmetic averages of allocation for each period for: 1. Localities governed by the same political party than the presidential one 2. All localities 3. Localities governed by opposition. We found that politisation of allocation depends on the political party at the presidency. During the presidency of Partido Acción Nacional (PAN) we do not observe more allocation towards entities governed by PAN, on the contrary, entities governed by opposition received in average more health resources. With Partido Revolucionario Institucional (PRI) however, we observe a clear politisation of health resource allocation. Between 2013-2017 every year there is a coincidence between PRI presidency and resource allocation for localities governed by PRI. Also, every year PRI had majority in the Lower Chamber (2010-2017) entities governed by PRI received in average more health resources than entities governed by opposition.

The Intergovernmental Relations are a constitutive factor of the majority of the public policies, also in case of the politics of the transport, and his analysis has allowed to integrate the institutional and territorial pluralism in the study of the processes of decision and implementation of public policies, in order to analyze the paper of the different actors and of his existing mechanisms of interaction and joint. The aim of this article is to analyze the reasons that influenced the creation of the Public Entity of the Transport and to evaluate his functioning to know the reasons that explain his disappearance paying particular attention to the influence of the Intergovernmental Relations.

With the new Law of Contracts of the Public Sector it has passed to use the public contracting for achieving public ends different from the initially foreseen ones, up to the point of generating a probable increase of the price of the contract, in an unknown use, at first, in the public servants. It it is not so much, the obligatiry nature of the incorporation of the environmental, imperative clauses by virtue of specific regulation. In his set one presents an activity of promotion different from the traditionally used one for the Public Administration. Questions that it is inevitable to approach, without losing of sight the dilemma it brings over of the possible breach of the beginning of efficiency that must re-dress the contractual activity of any Administration.

Representative bodies for public employees are selected through an electoral procedure. Challenges on electoral matters shall be processed in accordance with an arbitration proceeding, except for refusals to register electoral records, whose claims may be directly formulated before the competent jurisdiction. The arbitration ruling shall be written and justified, and shall rule by law on the challenge to the electoral process. Moreover, the arbitration award may be challenged before the Labour Courts through the relevant procedural methods.

The role of megaprojects is increasingly outstanding both in a global scope and in the Latin-American region. With the deepening of urban governance, it is crucial to consider how citizens asset government performance in this kind of investments. This paper analyzes the results of a random survey conducted in Guadalajara Metropolitan Area, Mexico. The main results point that the enhancement of public participation and the compensation of the building impacts are the two most important factors in determining citizens’ approval of government action.
