Resumen
In Andalusia, at present, the educational policies in the field of teacher training opt for self-training as the main axis of their planning to the detriment of face-to-face training. This article offers a comparison between both modalities with the intention of determining which option is best valued by the teachers. The study involved the collaboration of 1596 teachers who, during the 2017/2018 academic year, participated in 105 different activities in the «centro del profesorado» (CEP) of Malaga, where they completed a general assessment questionnaire for the activity prepared and validated ad hoc. The results support the optimal direction of the strategies adopted in teacher training in said community, given that self-training is the modality with the best evaluation; and among the main reasons that are perceived by the participants: its greater applicability, the support of the external reports, the methodology, the contents and the promotion of the collaborative work in this type of activities.

Resumen
Transparency, as an agreement, is essential in the implementation of public policies to overcome crises and reduce uncertainty. Governments must collect and disseminate information that is understandable, comparable, timely and reliable for the benefit of citizens and society. The Community of Latin American and Caribbean States, CELAC, in its II Meeting of Ministers and High Authorities of Prevention and Fight against Corruption, defined the need to propose a regional technical measurement methodology that accounts for the status and progress on transparency, prevention and fight against corruption. In this context, the evolution and progress of the regional measurement proposal by CELAC was studied, taking into account transparency as a basis, for the period 2014-2017. The research has a qualitative and longitudinal approach and applied documentary analysis techniques and semi-structured interviews. Discussion was generated as a result of political agreement obtained from the dialogue and as an instrument that allows finding regional responses in a context of crisis in public finances and political uncertainty, having as a meeting point transparency to achieve certainty. There were difficulties in the construction of a regional index.

Collective bargaining, as a constitutionally recognized source of law, determines the framework of labor relations in an area set by the interlocutors, based on their capacity and legitimacy, and includes, where appropriate, a set of obligations for the parties. The problem arises when the Administration recovers a service that previously has been outsourced and doubts arise regarding the agreement that had been ruling for the company that provides such service and its workers, while the Administration has not been a negotiating party of the company. A problem that goes from the subrogation of the personnel to the own specification of the group of rights and labor duties of such personnel. In this article, we intend to give the guidelines for specifying the collective agreement applicable in the aforementioned reversal cases in light of the current regulations and the most recent jurisprudence.

Resumen
The present work analyzes the current dynamics of the processes of reversion or remunicipalization of public services, although from the labor perspective of the question and with respect to the main one of the possible consequences that can take place in this field: the business subrogation, by which is incorporated into the Public Administration personnel from private companies. The main assumptions that lead to subrogation are studied as a consequence of the fact that the reversal can be classified as a succession of companies; and they indicate which are the main legal problems that arise, especially from the point of view of the respect to the constitutional principles of equality, merit and capacity; as well as the most recent normative evolution by which it is intended to limit the effects of the incorporation of these personnel to Public Administrations.

Resumen
The impact of better regulation policies in terms of productivity and economic growth is widely contrasted. In Spain, despite the regulatory efforts made in recent decades, studies and indicators reveal an important untapped potential for economic growth. Consequently, there is still room for improvement in the red tape reduction iniciatives and in the development of quality regulatory frameworks to facilitate access and exercise of economic activities. For this purpose, taking into account the distribution of competences among different Administrations, policy options should focus on the encouragement of inter-administrative cooperation, the exchange of best practices and the iniciatives to promote the involvement of civil society.

Outsourcing processes involve numerous problems in the labor sphere, and of greater scope when dealing with cases in which any Public Administration or an instrumental public entity is involved, because, among other things, the public interest in the public sphere directly comes into play. maintenance in conditions of efficiency of public service, public entities have to respect the guarantees of access to public jobs, there are budgetary limits, etc.).Both in the foundational and corporate public sector and in the administrative public sector, there is no doubt that the elimination of prior administrative authorization in collective dismissals has impacted, in the sense of determining a less intense administrative interventionism. However, collective dismissals in the public sector involve, by their own internal logic, a greater weight of administrative intervention at different levels or in different areas. At the same time, it is not only the frame of reference but also –and in relation to it– the public nature of the intended purposes, which would focus on the search for greater efficiency of the entity and public body through the restructuring of work templates.

Resumen
This article reconstructs the normative contributions that some of the main theorists of the Administration have made about public opinion from Wilson to Bozeman. We agree with Lasswell that in a democracy the relationship between public opinion and public policies should be bidirectional. From this perspective, the central questions to be answered would be: what should be the role of public opinion in relation to public administration and policies? And to what extent is it legitimate for public institutions to try to manage public opinion? The answers offered could be grouped into a scale whose first step would circumscribe public opinion to the role of authoritative criticism that would oversee the process of policy formation without interfering in the day-to-day management issues; the second, would be aimed at probing opinion to define strategies and plans that guarantee public support for policies, regulations and services; finally, the citizen, would assume a more relevant and daily role participating directly and even choosing the producers of public services. The management of the opinion with public funds could be considered legitimate and necessary, with the application of opinion research and institutional communication tools.
