The following essay analyses the historical evolution of Argentine economy, highlighting the interaction between the implemented economic policies and the institutions they were based on. The main hypothesis is that Argentina’s economic instability –which gets worse and follows a different path than the rest of the countries after the Second Postwar– has to be explained not only by economic factors, but also by the influence of institutional conditions.

Despite the marginalization of regional issues in contemporary literature, its importance is not negligible: they mark the evolution of the overall national economy, in addition to the local communities. With this concern, the authors offer us an essay about the dynamics of growth of regional economies: the so-called phenomenon of convergence, both conditioned and non-conditioned. First, conducting a tour through the literature on the topic, and then reviewing the results of different authors for the Argentine case. After referring to studies of regional distribution of income per capita in “dynamic terms”, according to the application of the “Markov chains”, the article ends with a series of conclusions that arise from the undertakenargument.

Before national elections took place in October 2007, the terms “social dialogue” and “social pact” acquired increasing importance, as they were understood as necessary political tools for the coming years in Argentina. However, at present, the possibility of signing a social pact is still far away. This article starts introducing the concept and relevance of social dialogue, and reviews the literature that analyzes social pacts in Europe and in other particular countries. After identifying the main factors that explain the rise of social pacts, and highlighting their principal characteristics, this work points out the economic, political and social events that modified their content, and the major threats that they face. Finally, after analysing the particular case of Ireland, this article arrives to some conclusions regarding the necessary conditions for the implementation of a real social pact in Argentina, which guaranteesa sustained development.

The authors resort to the hypothesis of the “Dutch disease” to bring an explanation to the lack of convergence in the development between poor and rich provinces of our country. The key to understand this gap would be the system of intergovernmental transfers fromthe national government towards the subnational governments, within the federal co-participation regime. According to Capello and Figueras, the characteristics of the redistributive regime could produce fewer incentives to the production of industrial manufactures in the poor provinces.

Is enlightened self-interest a reason to opt for a policy of corporate social responsibility? Is it enough as a moral reason or is it only a strategic reason? The author revises the recent debate prompted by the reports of The Economist about Corporate Social Responsibilityand looks for a more suitable reason based on the “social function of the corporation”. Preziosa understands the corporation as a result of collective action and as an institutional agent with moral character.

The recognized Argentine economist Juan J. Llach dedicates this article to the current issue of federalism. The article describes some present aspects of the regional economies, and the problem of fiscal responsibility. Though today a very important rebirth of the regional economies is taking place, the different governments continue delaying the establishment of a fiscal system of federal co-participation that yields the tributary responsibilities to theprovincial governments. Llach offers his view on the reasons for this delay, and on the factors that sustain them. On the other hand, he also indicates that it would be a great mistake to fail in taking advantage of the moment that the country is going through.

Economics is a practical science, oriented towards certain ends. In this article, Professor Ricardo Crespo, following Amartya Sen, considers and analyses the rationality that this science uses in the adequacy of means to ends and in the definition of the ends themselves. In this aspect of the discipline, technical or instrumental rationality is opposed to practical rationality. The underlying problem would be then, the incommensurability of the ends, namely, the absence of a measurement instrument that provides an appropriate criterion in the election.
