In the absence of previous research on gentrification in Costa Rica, the objective of this article is to propose some elements of analysis to address the issue in this country. For this, the debate that exists around the concept, its application in other Latin American countries and its findings, as well as the characteristics of urban development in our country since the beginning of the 20th century is analyzed. The result is a theoretical framework and background of the subject, as well as a necessary discussion about the approach and the questions for a possible subsequent investigation. The main conclusionis that in Costa Rica there is a model of neoliberal urban governance, in which the State allows private sector action in the growth of the city, but does not directly direct orfinance it in terms of an urban governance model. business, and therefore, until now there have been no favorable conditions for urban renewal and associated processes such as gentrification in downtown areas. However, it is not ruled out that gentrification  is taking place in other conditions and with other characteristics.

This is a synthetic presentation of the political, ideological, legal and historical basis of the Costa Rican state’s funding to the Catholic Church, and also the funding amounts assigned to the church from five institutional mechanism under study. The field work consisted in reviewing institutional documents and interviewing officials in the respective institutions. The main conclusion of the work is that this relationship of exchange of gifts between the church and the state is based on a process of ritualization-blessing of political power, however, it is necessary to broaden the debate on the channeling of these funds as a debate of public policy.

The article focuses on the proximity programs that have been implemented in Uruguay since 2012 and that considered proximity work with recipients as one of their innovations. Based on an investigation carried out in 2016, which involved the analysis of documentary sources and the conduct of 60 interviews, it is concluded that this form of approach is not well founded and that the concrete form that it adopts collaborates with processes of individualization of poverty.

That is why an analysis of popular grammar using discourse and content analysis techniques to a set of interviews made within the framework of social movements in Córdoba, Argentina, during the period 2004-2010 was conducted. The present work is organized in three sections: the first contextualizes the Argentinian policy from the perception of the popular sectors; the second one warns about the emergence of new collective actors in the context of the 2001 economic crisis; and finally, the third develops the trajectory of state devices and popular organizations, addressed in the previous sections, but now in the territory ofthe province of Córdoba.
