This paper aims to analyze how the militarization and legalism structures attached to police institutions affect the answers against criminality in Brazil. This double feature of the Brazilian system is supposed to affect the proportionality of coercion and the ability to prosecute crimes before the courts. It is verified how those structures were maintained from the beginning of the New Republic, imposing the limits and the logics to security policies whereas individualistic and conservationism solutions are enhanced as meta-political goals in this subject.

The object of the work that is exposed next has been to carry out the Initial Evaluation of the Management System of the Department of Administrative Procedures of the Government of Andorra. For this evaluation, the methodology described by Sonia Martín Pérez and Paulino Martin Seco has been followed in its “Guide for the implementation of process-based management in Public Administration”. With the model described, the authors intend to help public managers to lead their organizations to the operational excellence. As a result of the analysis carried the strengths and opportunities for improvement of the Management System of the Department of Procedures have been identified. The work presented is part of a broader proposal that covers the different stages that make up the process of continuous improvement, applied to Public Administration of European microstates.

This article applies the cognitive approach of Pierre Muller (1998), in some of the instruments of public action on the subject of territorial planning for the Costa Rican case in the period from 1995 to 2013, showing how the territorial planning arises. In the first time, in an environmental legislation initiative it was dimensioned in urban planning aspects linked to land use, somewhat limited. After that, various initiatives were generated up to what is presented today in a dimension of sustainable development, thus being a benchmark change. Some aspects that emerged from the analysis process were: referential of integral vision of territorial planning with environmental criteria (Organic Law of the Environment (LOA) of 1995); referential of the Common Vision and Regional Development at the Central American level (ACOT, 2010); referential of vision of planning of regional scale at national level that serves as a framing of the regulatory plans of the municipalities of the GAM (GAM Plan 2013); referential spatial vision of social, environmental and economic policies in the territory in three strategic areas: Habitat Quality; Environmental Protection and Management and Territorial Competitiveness (PNOT, 2012–2040); Referential vision of sustainability of the operational management of the strategic areas of the PNOT: Habitat Quality, Environmental Protection and Management and Territorial Competitiveness (PLANOT, 2012–2040).

The article deals with the complexities experienced by migrants in an irregular situation during the access to the process of obtaining residency. In this way, the educational dimension in the field of public administration is made visible, recognizing the learning that takes place there. All this with the aim of discussing on the construction of procedures that facilitate and guarantee the access of citizens in state institutions. The approach was based on an ethnographic focus using the participant observation and interview techniques, of documentary sources was also incorporated. The results have shown, from the distinction between availability and access, its possible designing policies oriented to the capacity to generate access conditions, taking as an example the “accompaniment” modality. From this, the importance of thinking about the educational dimension in the field of public administration is raised in order to identify obstacles and develop strategies for the access of citizens.

In the majority of the Federal Entities of the Mexican State, there has been a gradual creation of regulations that include a series of mechanisms of direct democracy, with the main aim of empowering citizens. In this context, this current document pretends to do a comparative study of the different laws of citizen participation that exist in a local level as an imprescriptible condition of the democratic regimes, as well as the different mechanisms that include every one of these laws and if this mechanism are really the adequate ones to allow a truthful, direct incidence of the citizens in the decision making process, or if, such mechanisms have been applied in a shady way since their creation to guarantee a better quality of the democracy.

One of the social phenomena with more incidence in society is corruption. It affects public ethics, accountability, transparency, democratic public institutions, as well as social processes and institutions. Their manifestations as their causes are complex because they weaken both relational and institutional trust. This article is addressed in four parts. First, we try to explain the reason for corruption by debating different views on this phenomenon. Thus, in the following sections, it is explained through transparency, accountability and participatory democratic institutions how corruption could be attacked from the democratic point of view.
