The article describes a set of works developed by AEVAL throughout its years of existence, which go beyond its two main functions: the evaluation of public policies and programs and the promotion of quality management in public administrations. The development of these works made possible to maintain AEVAL’s activity during the years in which evaluation work plans were not approved. But on the other hand, many of these works provided innovative solutions to old management problems and were very well received both by the organizations that had commissioned them and by other interested actors. However, the resistance to change and the reinforcement after the 2008 crisis of the most conservative aspects of the administrative and political culture meant that some of this work was never put into practice.

The purpose of this article is to describe the progress made in the Autonomous Community of Andalusia regarding policy evaluation. It emphasises the innovative nature of the strategic policy that has been implemented to build a policy evaluation system in a collaborative manner. It is based on the knowledge, experience and evaluation capacity building of the staff of the Junta de Andalucía itself, the regional government of Andalusia. Based on documental analysis, surveys by the author and participant observation this article presents a legislative review of the state of evaluation in Andalusia, the role of the Andalusian Government Institute and, within it the Policy Evaluation Department and especially, the crucial role of the Collaborative Group of Policy Evaluation. Currently, this group is still operative and has a significant impact on the institutionalization of the evaluation in Andalusia. This experience shows that this kind of collaborative and interdisciplinary work is achieving excellent results, that the government has talented and motivated professionals, ready to work collaboratively for the improvement of the organisation and that this strategy can be easily replicable in other regional governments.

In Argentina, during the management of the Alianza Cambiemos, social policy has been reconfigured in its conceptions, empowering or weakening territorial actors linked to its implementation. In this sense, we propose to analyze the strategies that organizations have carried out to manage the programs from 2015 to 2019. Specifically, we focus on the position taken by the Evita Movement together with the Argentine Confederation of Economic Workers to manage Argentina Work – Social Income with Work Program (AT-PRIST), which later became the Make Future. They allow us to observe particularities of social policies, management modalities and the agency capacity of social actors. We maintain that through experiences and practices, organizations have capitalized on these programs in pursuit of local needs and have expanded their territorial network. The methodology we use is qualitative and is based on field work from 2015 to 2019, consisting of the analysis of regulations, bibliographic review, requests for information from the MDSN and semi-structured interviews.

Public Administrations have a significant role to play in improving opportunities in public employment for people with disabilities. The main objective of this paper is to verify the importance of effectively achieving more diverse, inclusive, and egalitarian public administrations. The research covers the degree of implementation of the existing regulations on access to public employment; specifically, the process of applying corrective measures for possible inequalities that strengthen protection and guarantee effective equality of opportunities in access to public sector employment for women with disabilities. Despite the enormous normative production, this study shows the lack of practical specificity and the need for greater involvement in the implementation and evaluation of the actions design. The year 2020 is a turning point for the incorporation of a more cross-sectional approach, made concrete through a shift in the organisational paradigm towards diversity, which is yet to be realised.

This article proposes an analytical framework to understand the complex nature of policy issues and problems, based on the following arguments. First, that complexity is related to the process of social construction that determines which issues are assumed as public problems and the way in which they are defined as such. Second, complexity also has to do with the «material causes» of the problems themselves that involve multiple variables and relationships. Third, the complexity also comes from the fact that social problems increasingly call into question the traditional referents of government organization and action; namely, the referents of a functional, spatial, and temporal nature which determine the way in which they approach problems and conceive their solutions. We deal with this third argument in this article, analyzing the case of obesity which, in the field of health, is a social problem representative of this complexity.

Throughout the history of humanity, crises marked a turning point, a rupture, a break from «normality». The crises force to question and challenge the prevailing reality and urge governments to rethink new strategies to circumvent or at least lessen its effects.In social terms, the current situation, characterized by the global health crisis caused by COVID-19, highlighted one of the main biases of patriarchal society: the permanence of immutable structures within homes.The social division of labor continues to rest on the dichotomy public men / domestic women, accentuating the overload of care work in women at the expense of better opportunities for an autonomous professional and occupational development of men.The exacerbation of this overload of unpaid care work and the lack of public policies with a gender perspective aimed at reversing it confirms once again the validity of the historical denunciation of feminisms about naturalization and gender blindness regarding this structural problem.In this framework, the proposal of this work is to analyze the situation of unpaid care work (TDCNR) in the situation derived from COVID-19. To this end, the aid of qualitative methodology will be used through documentary analysis and secondary statistical sources produced by government agencies.

This article analyzes the Transnational Private Regulation (RPT) based on the experience of the multinational Monsanto in Argentina, from the crisis of 2001 to the sale of the Company in 2016, from the constructivist structuralism of Pierre Bourdieu. The case study focuses on the corporation’s interactions with regulatory agents in the national arena and the global public arena, considering the consequences of the extensive use of glyphosate on human health. Emerging actors in the global public field have not been enough to carry out the government’s own regulatory and control tasks. On the other hand, state bodies continued to be legitimate for corporate regulation, although the model based on the consensus of commodities required lax controls. Finally, the corporate social responsibility programs implemented by Monsanto are analyzed and their impact on the symbolic capital of the Nation-State. It is concluded that, within the framework of the RPT, the Argentine National State has empowered the corporation to construction of meaning in order to reproduce the income of foreign currency and face financial obligations, both in the national field and in the international field.

In political and administrative contexts in which the practices of the new public management have been installed, public policies are oriented towards efficiency, in sense of organizing public resources to the accumulation of capital in any of his forma. Faced with this reality, Feminist Critical Theory proposes to structure public action in non-binary form. This text explores the possibilities of the tool of intersectionality for that purpose. To this end, the metaphoric thought and the metaphor of marked bodies is presented as potentially useful in the design, implementation and evaluation of public policies.

The Spanish Constitution of 1978 and the basic institutional rules attributed powers to the Autonomous Communities with which to design and structure their public administration, based on a model of institutional isomorphism. At present, the autonomous public sector is of unequal nature in terms of organisation, motivated by decisions taken in its regulation during the process of transformation and innovation of the res publica in recent decades. This paper aims at reviewing the processes of administrative change and modernization, where a reflection on the evolution of organisational theory from a neo-institutionalist perspective is assumed. Hence, professional public management arises as a tool able to help public administrations face current challenges that put at risk their sustainability in the 21st century, especially during the recent COVID-19 pandemic. For this reason, institutionalism and professionalization, beyond seeming to be mutually exclusive concepts, must be combined from a neo-weberian perspective.This study analyses the public political-administrative subsystem in the Autonomous Community of Cantabria to check the correlation between the degree of politicisation of the senior civil service and the legislation on professional public management in the last decades of institution-building in this Autonomous Community.

The effects of catastrophic events are magnified by different regional and local vulnerabilities. The multiple risks and socio-environmental stresses of vulnerable areas are also associated with unequal planning, prevention, and mitigation of disasters; inefficient operation of early warning systems; insufficient institutional capacity for post-disaster response; and, in peri-urban areas such as Mexico City (CDMX), due to the presence of informal settlements. According to the definition of the risk management system (norms, public policies and actions), this work evaluates the dimensions, approaches and components of the design and application of disaster risk management policies in CDMX in relation to informal settlements. The dimensions, Normative, Systemic and Procedural, are evaluated for seven documents (initiative, law, program, regulation, manual, guideline, and risk atlas). It is concluded that the explanatory frameworks for vulnerability, sustainability and irregular human settlements, resilience and risks focus on linking the capacities, principles, and elements of recovery to increase performance in urban systems, which would allow the definition of strategies in the face of disruptive events. However, there are not integrated the following: the type of risks; resilience elements and capacities; populations or stakeholders; and performance management processes and systems at the strategic and operational level considering the complexity of the dimensions, relationships, and effects between the sustainability components.
