The article explores the criticisms that have been made about the concept of marriage contained in Advisory Opinion 24/17. From a conservative position it is indicated that the marriage is limited to people of different sex. The premise that supports the “heterosexual” pro-marriage establishes the union between man and woman, for that reason only and exclusively the marriage bond could be constituted with people of different sex. The central thesis about marriage focuses on the fact that, from its origins, its concept or nature, it has been exclusive to heterosexual people. Also, this notion would be based on article 67 of the Ecuadorian Constitution. While from a more progressive position it is rejected that the concept is so reduced. Meanwhile, the egalitarian pro-marriage movement supports its reasoning on the principle of equality, but specifically, in the prohibition of discrimination found in the second clause of the same article 11 numeral 2. Therefore, I analyze and criticize the first and second position, from an interpretative and moral perspective, in order to obtain a good argumentation, from a meticulous conceptual analysis. The interpretative thesis the rule of article 67 could be seen in four possible “interpretations” - plausible rules of marriage. On the other hand, under the moral thesis I will use the naive and sophisticated moral argumentwith the aim of realizing a redefinition of moral arguments regarding marriage.

The fight towards equality for LGBTI groups in the country has made a lot of progress in the past few years. However, a brief overview to the current legal framework, including public policies within the criminal justice system and the rehabilitation system, persuades to believe that what has been achieved so far, has longed overlooked a differential and fair treatment within prisons. Likewise, academic research about transgender people inside the prison system are scarce, and for the Ecuadorian case, it can be argued are almost inexistent. It is a realm that has escaped the government’s view. Gender identity and respect towards individual sexuality have been actively promoted from the OC-24/17, which also reflects itself to the criminological context into the prison system in Ecuador. This essay will try to confront this reality and make some space to debate.

A homosexual couple based on Advisory Opinion OC-24/17, want to celebrate between them civil marriage. Petition denied due to several reasons, as such, they present a protection action. In first instance the demand is accepted, while the superior judge not accept the petition. This is where we must consider whether or not the right to equality and non-discrimination is violated and not only of the petitioners but in general to people with a different sexual orientation, a category protected by the current Ecuadorian Constitution. In addition to determining if the aforementioned international instrument is part of the constitutionality block since, if it were affirmative, it would be part of the current legislation and, therefore, of mandatory compliance.Doing an analysis if in reality the right of equality and non discrimination is being fullfilled in reason of sexual orientation.

Advisory Opinion OC-24/17 of the Inter-American Court of Human Rights is of great importance to the region on paradigmatic issues such as gender identity, equality and non-discrimination for same-sex couples. This is the central point of reflection in the present essay, in which the principle of equality and non-discrimination to diverse sex-generic persons and the framework of equal marriage as a human right will be studied. Taking account, the discrimination of recent history that has been given to a minority little or nothing protected by the State.

Nowadays, the fundamental right to the protection of personal data is considered as an institution guaranteeing other fundamental rights. Moreover, with respect to Advisory Opinion OC-24/17 of the Inter-American Court of Human Rights, the right to gender identity shares with this fundamental right a series of principles and guarantees that, from the constitutional point of view, strengthen respect of the equality and non-discrimination. Under these considerations, this article tries to highlight the importance of establishing accountability and pertinent measures that guarantee that the procedure for requesting the adaptation of the data in accordance with the gender identity corresponds to the protection of sensitive or specially protected data.

This research aims to analyze the elastoplastic behavior of welded connections of square section steel tubes subjected to monotonic loading, by means of the theoretical - experimental comparative analysis of the distortion of the cross section geometry of the elements of the beam - column joint. For the experimental tests it was necessary to build a rigid support frame designed with STAAD software. Pro v8i, of fixing and assembly to the gantries and load application system of the universal machine of the Materials Laboratory of the Faculty of Engineering of the University of Zulia. In every test a progressive load (monotonic load) was applied on the upper connection of the gantry to systematically to measure displacements and distortion of the geometry of the beam jointing elements column of the lower connection. While the theoretical model was performed using the finite element program [4] ANSYS Workbench. The obtained results show that: the welded connection presents a local failure by punching in the column that reduces the theoretical plastic moment capacity of the gantry "Mp" by 46%, scenario of concern for being this capacity used in the design under the theory Design for Load and Resistance Factors (LRFD). The welded connection (node) does not meet the weak beam strong column criterion established by Norma. The column of the welded joint must be reinforced to avoid the formation of the plastic ball joint and a possible mechanism of collapse in the gantry

This paper presents the analysis of ten structural models of steel structure buildings, using different lateral concentric arches, with software Etabs-16 and Sap2000. to make an observation of the results obtained from the linear and non-linear analysis (Pushover) of the models; taking into consideration the compliance with the minimum parameters established in the Ecuadorian Construction Standard NEC-15, regarding the evaluation of the basal shear and controls so that the structures are considered seismic resistant. The definitive designs of the steel structures are obtained considering the American Institute of Steel Construction norm, and based on the summaries of materials in which indexes are detailed between the total weight and the area of the structures, reference budgets were elaborated. As a consequence, an economic evaluation was carried out to determine which type of concentric bracing turns out to be the most beneficial in terms of costs. The results obtained indicate that the most economical concentric bracing alternative corresponds to the use of reinforced concrete cutting walls, in which savings can be obtained ranging from 14,18% to 17,34% with the use of the other bracing alternatives

Barquisimeto, capital of Lara State, Venezuela, has a Local Urban Development Plan approved in August 2003 whose validity was estimated until 2016, which is why the municipal authorities have the responsibility of assuming its updating or the formulation of a new plan that rules the urban planning of the city for the next twenty years. The formulation of the plan is a task in which all the dimensions that make up the development of the city must be considered given the essential multi-sectorial approach, requiring solving some problems in the urban dynamics, as well as some weaknesses of the current instrument. Through this work we propose a set of ideas on key aspects that the new instrument should address, such as: consider international agreements related to the objectives of sustainable development and the new urban agenda, the role of Barquisimeto in the sub-region, the integration of neighborhood areas, the incorporation of Transbarca, the consideration of new employment centers and dynamics, review of zoning, innovation in the provision of equipment and the protection of built heritage, incorporating urban action programs from the perspective of the strategic plans and, finally, the strategy of implementing the macro plan with micro plans. To achieve its purpose, the work identifies information sources and local, national and international experiences that will serve as a reference to the professional team that assumes the challenge of designing the new Local Urban Development Plan

The architecture, engineering and construction industry has great activity and importance, it moves other areas to satisfy the infrastructure needs of most economic and social activities, such as housing, roads, education, industry and health, among others However, it is one of the industries with the lowest productivity and which seems not to have taken advantage, as do other production sectors in general, of the opportunities offered by some management philosophies to solve complications and difficulties. This article analyzes the most relevant lessons learned from the implementation, both in the previous phases and in the link or relations between them, and in the corporate area of the company, when applying the constructablity in the planning stages, design and acquisitions, guiding the objectives of multidisciplinary teams towards the integration of a housing project built in Barquisimeto, Venezuela. The methodology was used in the integral process of the project, prior to the preliminary project, which led to the continuation of benefits in costs, times and quality of the final product in a pilot project

The research work presented was carried out with the purpose of evaluating GISWater and HECgeoRAS Geographic Information System (GIS) related tools, which function as a connection node between the HEC-RAS model and the QGIS and ArcGIS software respectively. . Here the conditions of creation of the digital model of the land are leveled, with the purpose of obtaining a final result from a parity of circumstances. The case study chosen to obtain the results was the Quebrada Borure located in the city of Barquisimeto, State of Lara, Venezuela. Once both solutions provided by the HEC-RAS hydraulic modeler were obtained, the correlation between both products was determined, being high, close to the value of the unit, reason why it could be concluded that both tools are applicable in the data processing for the HEC-RAS model, with the advantage that GISWater is a free license and works under the geographic information system QGIS with the same characteristics
