Resumen
En este trabajo se plantean algunas reflexiones respecto de la edición genética y su impacto en la responsabilidad. Me centraré en la investigación y en las prácticas que se realizan en línea germinal, ya que son las que más preocupan a nuestra sociedad. Aunque estas tecnologías no generan problemas realmente novedosos, cuestionan el alcance de nuestra noción tradicional de responsabilidad y nos plantean nuevos desafíos respecto de cómo afrontarlas. Podemos pensar la responsabilidad de manera individual, en tanto progenitores, a la hora de decidir respecto de nuestra descendencia. Pero también se puede plantear una responsabilidad colectiva: por ejemplo, en tanto científicos a la hora de regular la ciencia, o en tanto sociedad. En este último sentido pareciera que deberíamos considerar cómo estas tecnologías puedan afectar el sistema público de acceso al cuidado de la salud así como también tener en cuenta si determinados grupos de pacientes corren el riesgo de ser postergados sin olvidar cuál pueda ser el impacto en las futuras generaciones.

DNA read and write technologies have accelerated biotechnology at an unprecedented pace. This enhanced capacity to engineer living beings has accelerated not only scientific research, but also the translation into novel therapies. New approved medicinal products include the correction of the diseased genome and synthetic enhancement to fight diseases. These practices are widely supported socially and scientifically. Applications beyond therapy have also be attempted. In 2018, researcher He Jiankui reported on the edition of human germline during the Second International Summit on Human Genome Editing. On the other hand, during the last years, there have also been attempts at somatic genetic enhancement without the provision of detailed outcomes. Reading and writing DNA empowers us to change our world, even ourselves. The social benefits may be enormous. We need to accelerate the debate, including the stakeholders, to foster a responsible use of these technologies and maximize the positive impact on society.

La reciente aceleración de las investigaciones en ingeniería genética ha situado a Europa en una aporía de difícil solución. Pues bien, no queremos renunciar a determinados valores, aun cuando suponga no poder seguir el ritmo de China o de Estados Unidos; pero si no lo hacemos, corremos el riesgo de ser objeto de una forma de colonialismo muy diferente a la que hemos observado en los siglos precedentes.

Resumen
La modificación genética de la línea germinal humana presenta grandes problemas de carácter ético y jurídico. El Comité de Bioética de España ha publicado una Declaración ofreciendo una respuesta a estos retos. Este artículo analiza críticamente su postura, subrayando la escasa consistencia de cualquier argumento que pretenda censurar cualquier forma de mejora en la salud humana. Con tal fin, se exponen cuestiones como la relación entre dignidad humana y modificación genética o la inconsistencia de la apelación al argumento de la pendiente resbaladiza en este contexto. Asimismo, se afirma la necesidad de trazar distinciones entre las intervenciones que afectan a bienes absolutos, como la salud, y los que no lo son.

This paper is based on several assumptions: tourism as an economic activity and as a social practice in Spain during the first third of the twentieth century was more significant than is generally assumed; prior to the Civil War, the foundations of the contemporary Spanish tourism system were being laid; in 1936 Spain was evidently, from the international figures available, an emerging tourist destination on the global tourism market. The paper is organized in five sections. The first presents the lines of development in Spanish tourism between 1900 and 1936, and how a particular tourism system is configured. The second shows, with several indicators, the tourism situation in the first quarter of 1936 and the tourism collapse from the second semester of 1936 to the end of 1939, with its local variants. The third section presents the fundamental features of the negative impact of the war on the incipient Spanish tourism system. The fourth and fifth sections explain how the war gave rise to new forms of tourism, described as war tourism, and explain what lies behind each of these forms.

Resumen
The Spanish railway sector has been widely studied from various perspectives, due to the important role it has played in economic progress. This research focuses on a unique aspect, in the oligopolistic agreements reached by the two most important Spanish companies in the sector. The object of this investigation is the two largest private railway companies in Spain: NORTE and MZA. The main conclusion of the work is that, in 1906, NORTE and MZA established one of the first joint ventures in history between two companies to dominate a sector.
