After Timor-Leste restored independence in 2002, the new nation established a rigorous system to manage oil and gas revenues and activities, based on international best practice. Policymakers hoped that it would protect the small nation from the ‘resource curse’ which afflicts countries that depend on exporting non-renewable wealth. Within five years, petroleum exports were financing 85% of the state budget and comprised 75% of GDP. By 2021, with its known oil and gas reserves nearly depleted, Timor-Leste has made little progress toward diversifying into a sustainable economy or alleviating poverty and malnutrition. This paper explores what happened, and try to explain why well-intentioned legal and structural measures were not sufficient to avert the ‘paradox of plenty.’

An independent Timor-Leste posed a dilemma for Australian foreign policy. On the one hand, Australia led the multinational military coalition that restored peace in 1999, and had an obvious interest in ensuring that its newest neighbour was self-reliant and stable. On the other hand, independence negated three decades of Australian diplomatic effort to control the oil and gas resources of the Timor Sea. Accordingly, Australia accepted Timor-Leste’s formal independence but tried to influence key aspects of its internal and external policies using foreign aid, espionage and other instruments of statecraft.

Many factors contributed to the timing, in August 1999, of the referendum in Timor-Leste that led to the country’s independence; among them: Suharto’s abdication, Indonesia’s vulnerability to pressure after the East Asian economic crisis, Indonesia’s confidence that it will prevail using its usual methods of intimidation and manipulation, and, of course, the political and armed struggle of who supported and died for independence in Timor-Leste. Another element was the solidarity networks that emerged among activists from various countries who exerted internal pressure on their governments to force them to change their policy towards Indonesia. This article examines the East Timor Action Network, founded in 1991 in the United States, and its lobbying and internal pressure strategy. Building on Sikkink and Keck’s model of principle-based issue networks and their ability to exert domestic pressure for international results, this article shows how the Network successfully lobbied for change in US foreign policy toward Indonesia and contributed to the selfdetermination in Timor-Leste.

Al incorporarse la “educación en programación” en cada una de las asignaturas del nivel primario en Japón desde 2020, han surgido interrogantes sobre sus implicaciones en áreas como la educación musical. Esta investigación tiene por objetivos contextualizar dicha reforma en el marco de la historia de la educación musical en Japón y examinar sus conceptos clave con base en documentos curriculares e informes sobre la programación en Música en ese país. Los resultados sugieren que si bien persiste el carácter moralizante que ha revestido la asignatura en Japón desde sus orígenes, integrar la programación propiciaría, sobre todo, modalidades de aprendizaje exploratorio con software y la adopción de términos informáticos en actividades de Música. No obstante, también podría delinear nuevos roles para esta área en el currículo. Lo musical, entonces, resultaría instrumental en el desarrollo de recursos humanos para la sociedad 5.0, modelo socioeconómico proclamado recientemente en Japón.

Recent scholarship continues to shed light on the 1965-66 anti-communist massacres in Indonesia, as well as its effect on Cold War politics around the globe. John Roosa’s Buried Histories: The Anti-Communist Massacres of 1965-66 in Indonesia (2020) is his third book on the subject, and explains, through rigorous case studies, some of the variation in the scope of the killings due to the role of the military and militias. Vincent Bevins’ The Jakarta Method: Washington’s Anticommunist Crusade and the Mass Murder Program that Shaped Our World (2020) argues that the Indonesian case became a “playbook” for other right-leaning forces to crush communism in Latin America and elsewhere, and has left a legacy of legitimized violence from which many have not yet recovered.

This article analyzes the dramaturgy in Choi In-Hun’s trilogy: Three Plays (2007), considering Byung-Chul Han’s approach to placing ourselves in the threshold of the (un)known through textual analysis that explores the concept of hypertextuality as a libertarian structure for those who position themselves at cultural thresholds. Referring to Korean culture, this region, and Choi In-Hun’s dramaturgy from the deixis built according to the Latin America’s predominantly Westernized gaze, this study highlights how the works enable the (re)cognition of the strength of the rituals that structure Choi In-Hun’s plays, communities’ capacity to avoid losing diversity, and Korean literature’s approach to sociocultural complexity by exposing the diversity in human relationships.

On May 20, 2022, Timor-Leste celebrated twenty years since the United Nations Transitional Authority for East Timor (UNTAET) handed over power. Although East Timorese declared independence on November 28, 1975, in a bid for international recognition, it was not forthcoming and Indonesia invaded just nine days later. Its violent and oppressive occupation claimed the lives of up to one-third of the population and lasted until 1999, with the support of its allies including the United States, Great Britain and Australia. Indonesia was hit particularly hard by the East Asian Economic Crisis of 1997, and it led to the abdication of President Suharto, whose rule began in an anti-communist bloodbath in 1965, on May 21, 1998. His successor, the former vice president B.J. Habibie, assented to a referendum under pressure from the same governments that had supported Suharto’s invasion.

El objetivo de este trabajo es analizar la apertura a la competencia en España de los trenes de pasajeros de alta velocidad. Formalmente, la liberalización ferroviaria culminó en 2020 con la firma de contratos-marco con tres operadores (Renfe y dos nuevos entrantes), si bien la pandemia sanitaria ha retrasado las fechas planeadas y ha introducido mucha incertidumbre sobre cómo evolucionará este mercado a corto y medio plazo. Tras realizar un análisis de la movilidad en los corredores licitados en todos los modos de transporte, el principal reto identificado es que la nueva oferta prevista parece muy ambiciosa, incluso para la demanda anterior al COVID-19. Si se añaden además los probables cambios en la movilidad post-pandemia, nuestra principal conclusión es que un equilibrio con tres operadores ferroviarios ofertando servicios ferroviarios de alta velocidad en España parece altamente inestable.
