In this study, we analyzed the patterns of land use change on the coast “Cuauhtemotzin-El Pailebot”, Tabasco, by integrating a model of temporal space analysis (Land Change Modeler) and two spatial models of prediction (Markov Chains and Cellular Automata). This was due to the lack of data on the current state of the environmental situation in the coastal area of Tabasco, despite being relevant information to support future scenarios of land use change for environmental planning. The results show during 2000-2018 an outstanding loss of 10,644 ha of agricultural use, contrary to a high increase of 10,210 ha of wetland cover. In the same way, the loss 2,978 ha of tree vegetation was detected, given an increase of 988 ha of the urban area. The LCM analysis of the image of 2018 against the 2030 projection detected that agricultural areas continued to present high losses, given new increases in wetlands; while tree vegetation continued to show high rates of deforestation, with evident growth in the urban area. Current adverse patterns of land use change should be mitigated taking into account future projections through planning based on the design of an environmental and sustainable regulation program, which establishes ecological reserves, promotes environmental conservation and restoration through an orderly model territorial in the coastal area of Tabasco, Mexico.

In the last decade the spaces of the mobility system are being analyzed from new approaches. Approaches that integrate theoretical approaches of different disciplines and that advance on the traditional engineering conception of infrastructures. In line with these new studies, a methodology linking two scales of analysis is presented, the first contextualizes the road system to understand its role in the territorial system it integrates and the second details its properties by applying a system of design parameters, with the in order to understand its impact on mobility, accessibility and urban habitability. The work proposes as a case of application for this methodology to the city of La Plata, from considering it a representative case of the set of intermediate Argentine cities. These cities have experienced significant changes in their mobility as a result of the urban expansion of recent decades, without the backing of management instruments that contemplate the road system in an integrated manner. The communication presents a review of the most important literature on urban analysis and design, delves deeply into the proposed methodology, evidences the results of the case and synthetically presents reflections on the analytical scales and the key criteria that should favor the design and organization of the road system

In the framework of the exit of the social, economic and political crisis of the year 2001, a set of housing programs were developed in Argentina that enabled processes of urbanization of informal settlements with very diverse implementations and results. The characteristics of the land and the mechanisms for its management were not incorporated into the designs, which enabled diverse strategies that facilitated (or not) the implementation of the policies. This article proposes to characterize the different land management models developed and to identify if they conditioned the possibilities of their implementation. Four intervention cases located in central areas of the Metropolitan Area of Buenos Aires -Avellaneda and the City of Buenos Aires- that reflect management instruments and diverse results are analyzed through a qualitative approach. The analysis shows that certain intrinsically territorial characteristics -such as location, land ownership, the scale of neighborhoods- in relation to the participating actors and the definition of the recipients, conditioned the development of land management instruments and made possible different results.

The establishment by Schade of the first course of Urbanism at the School of Architecture of the University of Chile in 1928, whose program is unknown, motivated this approach to its possible contents and emphasis. The objective of this study is to support the current assumption about the contents of Schade’s course, as well as to support an extension of the hypothesis about them. It is argued that the formation of Schade in Chile in the first decade of the 20th century, added to the contributions of the Chilean pre-urbanists, would have allowed him to insert himself positively in the European environment between 1911 and 1914, realizing an improvement in architecture and the science of construction, and participating in the intellectual effervescence generated after the recent creation of the term “Urbanism” in England (1910), the «French Society of Urbanist Architects» (1911), and the first “Urbanism Course” in Vienna (1911) . To this experience, upon his return to Chile, progress was made in terms of urban legislation, the initiative to carry out an improvement in Urbanism teaching at the Postgraduate level, and the contributions to knowledge about infrastructures for hygiene in architecture and cities. Things that triggered the will of Schade to establish a course on Urban Planning at the Undergraduate level at the University of Chile. This research starts seeking the background in the formation of Schade in Chile, in the movement for the modernization of education in the country, and in the contributions of pre-urbanists, all of which would have influenced their interest Initial in urban problems; then the research is focused in the Parisian context of his stay in Europe, when, in addition, he met some of the most developed European cities, and certain social movements, and novel approaches for the benefit of urban quality of life. Finally, we tried to place Schade in the Chilean reality between 1914, when he returned to the country, and 1931, when he finished his teaching work. It concludes about the opportunity of the creation of the Schade course in 1928, and about the diversity of contents and emphasis that his teaching in Urban Planning may have had, beyond the background disseminated so far.

Social dynamic is inherent in public spaces, which should encourage the encounter and interaction of the users. In addition, it is necessary to have information for the project that exceeds the design preconceptions that the designer usually has. However, it is a challenge to capture the experiences, opinions and activities that users carry out in these spaces. The objective of this article is to propose a methodology for the diagnosis of public spaces that captures the daily dynamics of the population, the perception of the elements that constitute them, as well as the role they play in the neighborhood and in the context of the city. The methodological proposal is framed in a systemic perspective that determines the different dimensions that structure it, the quality criteria and their interrelations, by using different instruments (observation, survey and interview). As a case study, we work in the Plazas El Vergel and El Carbón, located in historic neighborhoods of Cuenca, Ecuador. The obtained result is an integral characterization, as well as a detailed knowledge of the perception of the population and the use of space in a structured way based on theoretical argumentation. With the application of the methodological proposal, we could confirm the importance of the participation of the population in the interventions, resulting in common elements that can be generalized and in turn, in particularities of each space.

The concept of inclusive design has irrupted in the local discourse developed within the Chilean cultural context. It has gained presence in the field of education, the development of public policies and other more hierarchic legislative regulations. Regarding of architecture, a relative evolution on this matter has been observed in the incorporation of the Universal Accessibility Ordinance. However, it is yet unknown how inclusive design has been part of the discipline’s discourse and has therefore guided its practice in terms of design and construction. Hence, our research seeks to untangle the driving principles of the local architecture discourse and describe if there is compatibility with a canon of inclusive design, developed within the period between 1960 and 2016. Accordingly, our main source of data comes from the analysis of selected architecture journals and interviews to understand the concept’s state-of-the-art development. The results show a general absence of this concept in the local architecture discourse. However, we offer a series of reflections and criteria to overcome this situation, mainly regarding the need to develop a new epistemological stance in architecture that requires interdisciplinary approach.

Since the 1990s, the Santa Isabel neighborhood in Santiago, Chile, has undergone a radical process of urban growth and densification which can be associated with the neoliberal turn that characterized public policies and urban growth since the 1980s. This global process of "urban neoliberalism" is characterized by the relevance that the private sector acquires in urban development of the cities, maximizing profitability over other considerations. The following article seeks to study the consequences of this type of neoliberal urban development in urban morphology on a neighborhood scale, as well as in the way in which the inhabitants relate to each other and with their territory. Through a multi-methodological approach, integrating census data, urban morphology indicators, survey results, field observations and in-depth interviews, it seeks to understand how this type of urban development that encourages the maximization of profits by private parties, affects the public dimension of urban space. It is identified that the characteristics of the built environment, added to its new sociodemographic composition, inhibit the use of the neighborhood, neighborhood sociability and the permanence of its inhabitants, contributing to generate a transitory neighborhood, which is transforming the own condition of the city.

Given the proposition of competing in the international tourism market, cities are promoted by their local governments, offering a series of attractions increasingly oriented towards active forms of consumption, with emphasis on intangible cultural resources, what is defined as creative tourism. In this context, urban marketing is presented as the dominant instrument of tourism policy, a means to launch these new products to their consumers. The city of Buenos Aires does not escape this dynamic. Immersed in an intense tourist promotion undertaken by its local government, it incorporates to the traditional tourist offer new attractions based on cultural practices, as part of the development of competitive urban experiences. Through a qualitative methodology, based on the systematization and analysis of the Festivals and Events offered through its official tourism page, the article analyzes how creative tourism is capitalized for the creation of new tourism products in the city of Buenos Aires. Aires the results obtained confirm a growing trend in creative tourism linked to the development of gastronomic and artistic products, with a reduction of state intervention and the primacy of marketing in its development.

The neoecological conception of the neighborhood was adopted in the 1980s by various governments in Europe using the framework of the neoliberal agenda. Assumed in an uncritical way as a privileged (if not unique) scale for urban governance, the idea of the neighborhood has both legitimized and institutionalized a fragmented and depoliticized neighborhood action, with little capacity to produce an urban context. From a critical position to this notion of neighborhood and its implicit way of conceiving relations between communities and urban policies, this article proposes a multiscale and political approach of the neighborhood, by applying the concept of geographies of neighborhood action. To illustrate this approach, the case of the district of Nou Barris, in Barcelona, is analyzed, where the actions of the organizations go beyond the limits of the hegemonic notion of the neighborhood, constituting more complex relationships and broader territorialities that seek to influence the urban. It is concluded that the neighborhood action can adopt different ‘geographies’ and constitute new relational configurations not constrained by limiting spatialities. It can scale its fields of action from the immediate residential proximity to the entire city, and play a key role in intermediating between the everyday life and the political system.

The article analyses the Decree of Emergency of the Cultural Patrimony of Ecuador, in the implementation period, under the sequential approach of analysis of public policies (policy stages approach) arranged by André-Noel Roth Deubel considering the following criteria; (1) Definition of the problem, (2) Formulation of solutions, (3) Decision making, (4) Implementation and (5) Evaluation. The efficiency, efficacy and sustainability of the decree were identified, the cost-benefit analysis, the quantification and valorization of the results, the social impact and economic development achieved, determining that the implementation of the decree eradicated a large part
