This paper is a theoretical study whose premise is the imposition made by the current stage of capitalism on poor countries, among them Brazil, which aims to make the structuring of its social policies more flexible, threatening important achievements, such as the Unified Health System. It was important, as a goal, to analyze the Brazilian social policies in the context of contemporary capitalism, in which the most fetishized form of capital, namely, the interest-bearing capital, and its unfolding for the SUS, predominates. We also sought to understand the role of international organizations, especially the World Bank, in this context. The first part shows a discussion about the crisis of the Welfare State and the reconfiguration of social policies according to the rationale of the current stage of capitalism. Furthermore, it discusses the dispute over public funds and its relevance to the process of accumulated and expanded interest-bearing capital. The second part shows the strategic role of international organizations, especially the World Bank, as the spokesperson for the neoliberal agenda. It addresses the influence of the World Bank on the domestic policy of the states so as to articulate international geopolitics according to “market interests”. Finally, some remarks are made regarding the future of the Brazilian health system, particularly for Primary Health Care.

The participants of the 1st International Symposium on Planetary Health, held in Porto Alegre, propose to disseminate the discussion of the theme and articulate the response and contribution of the health system to the growing challenges facing the health of the population due to climate change, pollution, reduction of biodiversity and other environmental factors.

The international agenda of the twenty-first century was marked by discussions involving the protection of the right to the environment ecologically balanced. In Brazilian law, the issue was revealed in the light of the constitutionalisation of this right as a fundamental right, based on the dignity of the human person, based on an integrative dimension of the environment, which erected beyond natural aspects, socioeconomic aspects, quality of life. However, the harmonious relationship between development, economy and sustainability remains fragile and unbalanced. In order to do so, we will analyze the environmental disasters that occurred in Brazil in 2015 and 2019, highlighting the treatment given to human victims and nature due to the social and environmental damages suffered. The objective is to analyze the feasibility of extrajudicial tutelage as a mechanism to promote access to justice and as a way to ensure effectiveness in the jurisdictional provision in case of litigation arising from these disasters, especially socio-environmental mediation, as a mechanism to promote the existential minimum ecological, while premise that the existence of a minimum level of well-being is inseparable from the commitment to an ecologically balanced environment. The method of approach was the deductive one, based on a bibliographical and legislative survey.

The basic normative on the environmental administrative accountability on the restoration of the historically polluted lands has some important difficulties in its practical application. On the one hand, these difficulties are due to the general regulation of these questions, in the Law 22/2011, 28th July, of Waste and Polluted Lands, and in the Law 26/2007, 23rd October, of Environmental Accountability. The identification of those who cause pollution, such as the owners and holders of the lands, has been strongly complex, and this complexity has not been solved within the aforementioned norms. In this context, the regional normative development is relevant, being completed by the rules and principles established through the national normative to make easy the application of this question. If this autonomous normative development is not produced, like it happens in Asturias, the legal uncertainty faced by the affected people by the application of the normative will be evident. On the other hand, the different judicial decisions shed lights on the same application of these norms. 

This article analyzes the importance of taxation throughout history, in the beginning as an instrument of wealth accumulation of the state, and recently as a basis to enforce fundamental rights and environment maintenance. The article will broach the concept of fiscal and parafiscal functions of taxes (art. 155, I of brazilian Constitution) and their relevance in the enforcement of fundamental rights. It analyzes the interlacing of fiscal and parafiscal functions of taxes and the dual tax purpose of the Contribution of Intervention in the Economical Domain - CIDE, its effectivity from the perspective of the environmental protection, as well as the budget’s purpose deviation from CIDE-Fuels, the diminishing of its aliquots, aiming to control the prices of fuels and its loss of effectiveness as an instrument of environmental protection. The study outlines how the tax system can contribute to the sustainable development and the environmental protection, encouraging non-polluter behaviors, even though the connection between Tax Law and Environmental Law is difficult to understand. Lastly, the study broaches the effective control of the rightful allocation of environmental taxes’. The deductive method will be used, starting from a broad analysis of bibliographical research in sites, magazines, newspapers, doctrines, jurisprudences and legislation to draw private conclusions.

Climate change, with the progressive decrease in the thickness and extension of the ice sheet, is accelerating global and regional environmental risks in the Arctic Ocean. Among the many problems that will have to be tackled, this study analyses the possible introduction of commercial fishing activities in the waters of high seas of the central Arctic Ocean and the international regulation of high sea fisheries and the protection of the Arctic marine environment. Focus central of this study is the analysis of the recently adopted Agreement to Prevent Unregulated High Seas Fisheries in the Central Arctic Ocean, of which the five Arctic coastal States and five other subjects of International Law with high-seas fisheries fleets and with real interest in Arctic fisheries are signatories.
